SECTION 1 TUITION FEES AND LOANS AN OVERVIEW Unverstes and colleges* can charge new full-tme students up to 9,000 per year n tuton fees Elgble students won t have to pay any tuton fees up front* A Tuton Fee Loan s avalable to cover the fee charged by a unversty or college** A Tuton Fee Loan doesn t depend on household ncome SFE pay any Tuton Fee Loan drectly to a unversty or college The loan s repayable, but only when a student s ncome s over 21,000 *Publcly funded nsttutons wth approved OFFA Access Agreement **Up to 6,000 for approved courses at prvate provders

SECTION 1 TUITION FEES AND LOANS PART TIME OVERVIEW Publcly-funded unverstes or colleges can charge up to a maxmum tuton fee level of 6,750* a year for part-tme courses New, elgble part-tme students can apply for a non means tested loan to cover the cost of ther tuton at these nsttutons The actual amount charged wll depend on the ntensty of a course Course ntensty s how long t takes to complete a part-tme course compared to the equvalent full-tme course Part-tme students wll not be enttled to a loan or grant towards lvng costs but can access Dsabled Students Allowances (DSAs) *Wth an Offa approved Access Agreement, up to 4,500 for desgnated courses at prvate provders
SECTION 1 PART-TIME STUDENTS OTHER SUPPORT Elgble students wth a Hgher Educaton qualfcaton who wsh to study part-tme for another HE qualfcaton n engneerng, technology or computer scence can now apply for fee loan support for a second course* Tuton Fee Loans wll only be avalable to students studyng at an ntensty of at least 25% of an equvalent full-tme course Ths polcy change focuses on part-tme study to enable those already n employment to update ther sklls and qualfcatons and retran The polcy wll not yet be extended to other subjects pendng revew of the long term mpact and what s affordable wthn spendng lmts *Polcy wll apply n respect of an academc year begnnng on or after 1 September 2015
SECTION 1 MAINTENANCE SUPPORT AN OVERVIEW Mantenance support s avalable to help students wth ther lvng costs whle n hgher educaton There are two man types of support, Mantenance Loan (repayable) and Mantenance Grant (non-repayable) All elgble students are enttled to receve some Mantenance support The amount of Mantenance Loan a student gets depends on where they lve and study Mantenance support s pad drectly nto a student s bank account each term The maxmum Mantenance Loan levels have been ncreased by 3.34% for

SECTION 1 MAINTENANCE SUPPORT LONG COURSE LOAN Students may be elgble for the Long Courses Loan f they re studyng a full tme hgher-educaton course where the academc year exceeds the standard 30 weeks and three days Students can get a fxed amount per extra week of study* The amount depends on where the student lves and household ncome Student Lves & Studes Weekly Amount Student Lves & Studes Weekly Amount Parental Home 56 Elsewhere 86 London 110 Overseas 119 *Up to 45 weeks. Students studyng for 45 weeks or more n any 52 week perod are assessed for the full 52 weeks
SECTION 1 MAINTENANCE GRANT SUPPORT AND MEANS TESTING The Mantenance Grant doesn t have to be repad How much grant students can get depends on ther household ncome (100% means tested) Household Income: Up to 25,000 Full Grant: 3,387 Household Income: Up to 42,620 Partal Grant: (Mn 50) Household ncome s the taxable earned and unearned ncome of the parents/partner a student lves wth most of the tme
SECTION 1 SPECIAL SUPPORT GRANT OVERVIEW SFE work out enttlement to the Specal Support Grant n the same way as the Mantenance Grant. However, t wll not affect the amount of Mantenance Loan a student may be enttled to receve For example, An elgble student studyng away from home outsde London wth an assessed household ncome of under 25,000 could apply for the full SSG of 3,387 and Mantenance Loan of 5,740 If clamng ncome-related benefts, Jobcentre Plus wll not take account of the SSG, nor wll a local authorty s Housng Beneft secton when workng out a students ncome* *However, any Mantenance Loan enttlement they are awarded may mpact on any benefts they receve
SECTION 1 SPECIAL SUPPORT GRANT ELIGIBILITY CRITERIA As wth the Mantenance Grant the maxmum Specal Support Grant a student could get s 3,387, students could be elgble for a SSG f they: Are a lone (sngle) parent Have a partner who s also a student and one or both of them are responsble for a chld/young person under 20 who s n full-tme educaton below hgher educaton level Elgble for the housng element of Unversal Credt Are deaf and qualfy for DSA s or have a dsablty and qualfy for ncome-related Employment and Support Allowance

SECTION 1 EXTRA SUPPORT BURSARIES AND SCHOLARSHIPS Many unverstes and colleges offer fnancal support to ther students through bursares and scholarshps: Bursares: Lnked to personal crcumstances and often, household ncome Awards can nclude dscounted tuton fees, accommodaton or cash Scholarshps: Lnked to academc results or ablty n an area such as sport or musc Can be subject specfc and are usually lmted n numbers Students should check unversty/college webstes and ask at open days to see what they offer and how/when apply

SECTION 1 EXTRA SUPPORT DISABLED STUDENTS ALLOWANCES Dsabled Students Allowances provde help towards the addtonal costs that a student may face as result of ther dsablty, long-term health condton, mental-health condton or specfc learnng dffculty: DSAs Support: Is avalable n addton to the standard student fnance package, Does not have to be repad, Is not affected by household ncome, Looks at the specfc needs of the ndvdual n relaton to ther crcumstances and studes Students should apply for ther DSAs as soon as possble, the process can be trggered from the man onlne applcaton form

SECTION 1 EXTRA SUPPORT STUDENTS WITH DEPENDANTS Chldcare Grant: Based on 85% of actual regstered/approved chldcare costs up to maxmum of: 155.24 per week for one chld 266.15 per week for two or more chldren Parents Learnng Allowance: Help wth course-related costs for students wth dependent chldren Amount receved wll be between 50 and 1,573 Adult Dependants Grant: Normally for the student s partner. Can be for another adult who s fnancally dependent on the student where the adult s net ncome s not more than 3,796 p.a. Maxmum grant avalable: 2,757 The maxmum Dependants Grant levels have been ncreased by 3.34% for

SECTION 1 SHARIA LAW COMPLIANT SUPPORT CHOOSING A FINANCE PRODUCT The need for an Alternatve Fnance Product Student loans ssued after Sept 2012 bear a real rate of nterest above nflaton and concerns were rased that some relgous groups, partcularly Muslms, may feel that chargng such an nterest rate s ncompatble wth ther belefs The Government evaluated fve potental Alternatve Fnance products based on fnancal structures already used n Islamc fnance The sutablty of these products was based upon ther ablty to meet the key objectves the Government beleves a Shara-complant student fnance product, needs to acheve
SECTION 1 SHARIA LAW COMPLIANT SUPPORT FINANCE MODEL The fnance product dentfed s based on the Takaful structure used n Islamc fnance to allow groups of people to cooperate to provde mutual fnance assstance to other members of the group Students partcpatng n the fund would not be borrowng money and payng t back wth nterest to a thrd party (whch would not be complant wth Shara law) The contract wll be based upon a promse guaranteeng that students wll repay a Takaful contrbuton (seen as a chartable contrbuton from a Shara perspectve) for the beneft of the members of the fund Mones wll be released once the contract s sgned It s unlkely that any Alternatve Fnance product wll be avalable before academc year 2016/17
SECTION 1 SHARIA LAW COMPLIANT SUPPORT REPAYMENTS Repayment wll be made to the fund once students are earnng above the set threshold, whch would be at the same level as for tradtonal student loans The contrbuton pad back nto the fund wll help future students beneft by allowng them to complete ther studes as the orgnal student dd The mutual bass of ths structure (members of the fund helpng each other to attend hgher educaton), make ths model acceptable under Shara-law Ths s because the lender/borrower relatonshp whch results n payment of nterest by the students does not exst n ths model See www.gov.uk/government/consultatons/shara-complantstudent-fnance for the consultaton papers

SECTION 2 STUDENT FINANCE APPLICATIONS KEY MESSAGE APPLY EARLY Each year thousands of students apply late for ther fnance and have no way to pay for ther course or accommodaton, some even have to drop out! Please encourage the students you work wth to apply on tme! SECTION 2 FRAUD PREVENTION CFS IN ACTION ACADEMIC YEAR 2014/15 PHISHING: 73 students bank detals changed as a result of phshng actvty CFS nteracton prevented funds of 153,312 beng pad CFS acton taken wth 290 students where analyss of rregular actvty on ther student fnance accounts showed t was lkely that they had responded to phshng emals CFS nterventon prevented any changes beng made to personal detals or bank accounts
SECTION 2 FRAUD PREVENTION CFS IN ACTION FINANCIAL YEAR 2014/15 CFS have nvestgated 1713 applcatons, of whch 1422 reman stopped, these accounts equate to approxmately 7.7 mllon CFS are currently operatng to a Return on Investment of 23:1 (For every pound nvested n fraud preventon, the taxpayer gets back 23) To the end of Quarter 1 n 2014/15, CFS had reported 276 cases to CIFAS (The UK's Fraud Preventon Servce) These cases are held on the CIFAS database* and a fraud marker s placed aganst each ndvdual's credt record, affectng ther ablty to gan credt from other CIFAS regstered busnesses *Cases are also recorded on Acton Fraud and a Crme Report may be passed to a Law Enforcement Agency for nvestgaton
