Post: Legal Officer (1 Position) Legal Unit Grade 8 - Bachelors of Law (LLB) - Barrister at Law (BL) - Must be called to the Gambian Bar - Excellent writing skills; - At least 3 years relevant experience - Provide legal advice on matters of litigation involving the Bank; - Work in close collaboration with the other departments of the Bank on all legal matters to ensure compliance with the law; - Assist in the preparation and interpretation of relevant rules, regulations, guidelines relating to the work of the Bank; - Prepare mortgages, contracts and other legal documents; - Assist the Secretary of the Board of Directors of the Bank; POST: Microfinance Officer (1 Position) Microfinance Department Grade 8 - BA/BSc Degree in Economics, Accounting, Finance, Banking, Agricultural Economics or Microfinance. - A minimum of 2 years experience in microfinance or related field will be an added advantage - Knowledge of microfinance policy issues. - Willing to travel to the provinces for onsite examination - Good analytical and writing skills - Able to work under minimum supervision. - Computer Literate. - Regular off-site and on-site examination of microfinance institutions (MFIs); - Participate in microfinance policy formulation and implementation 1
- Compilation and analysis of prudential returns. - Compilation and management of the microfinance data base. - Conduct periodic research on microfinance. - Conduct training and backstopping of grassroots MFIs. POST: Foreign Department Officer: Foreign Department (FD) Grade 8 - BA/BSc in Finance, Economics or Banking. - Advanced computer skills and fluency in MS Office. - Excellent writing and analytical skills. - Good communication skills. - Ability to access real times financial data from the Bloomberg Information System; - Advise the Bank s dealers on interest rate movements; - Assist in identifying new financial products with low risks and high returns; - Assist in the licensing of foreign exchange bureaux; - Conduct regular off-site and on-site examination of the foreign exchange bureaux; POST: Risk Analyst/Risk Management Officer (1 Position):- Risk Management Unit Grade 8 - BA or BSc Degree in Risk Management, Economics, Finance, Mathematics, Statistics or Accounting; - A Masters degree in the relevant field or a professional qualification such as Chartered Financial Analyst (CFA), ACCA or equivalent will be an added advantage; - Computer literate and familiar with spreadsheets and knowledge of statistical packages such as EViews will be an added advantage; - Possess strong analytical skill; - At least 2 years working experience in the field of Economics and/or Financial Management. 2
- Identify, measure and analyze all risk associated with Bank operations; - Formulate risk mitigation strategies and apply them to practical situations; - Identify compliance issues and prepare compliance reports on policies, guidelines, regulations etc of the Bank; - Ensure timely and accurate submission of reports; - Any other duties that may be assigned by the Head of Unit. POST: Principal Accountant (1 Position) Finance Department and Head of the Budget Unit Grade 10 - Must be an ACCA holder with at least 5 years accounting experience of which at least 3 years should be at a supervisory level; - MBA in Banking and Finance will be an added advantage; - Computer literate especially in Word, Access, Excel and power point; - Good knowledge of IFRS; - Knowledge of Accounting and Banking software packages as well as SWIFT messaging will be an added advantage; - Good communication and supervisory skills; - Must be able to work with minimum supervision. - Supervise staff in the Budget Unit; - Ensure prompt settlement of goods and services procured by the Bank; - Ensure timely preparation and submission of daily, monthly, quarterly and annual reports; - Ensure timely listing of the Payable and Receivable accounts; - Ensure timely preparation of the Payroll and reconciliation with the General Ledger; - Ensure reconciliation of the Fixed Asset Register with the General Ledger ; - Assist in the budget preparation of the Bank; - Prepare the Statement of Asset and Liabilities of the Bank; - Coordinate the responses to Internal and External Auditors request and queries; - Preparation of Financial Statements; 3
- Contribute to policies to enhance the overall control environment of the Unit; - Ensure timely preparation of year end closing schedules; POST: Economists (2 Positions):- Economic Research Department Grade 8 - BA/BSc Degree in Economics with strong background in macroeconomics or econometrics. A Masters Degree in the relevant field will be an added advantage; - At least 2 years working experience in the field of economics and/or finance; - Computer literate and familiar with current statistical packages; - Ability to initiate and prepare research papers; - Good analytical and report writing skills; - Good communication skills; - Strong quantitative skills and ability to use current statistical and econometric techniques; - Ability to work proficiently under minimum supervision. - Compilation of monetary, financial and balance of payments (BOP) statistics and other macroeconomic data; - Undertake periodic economic and financial surveys; - Conduct macroeconomic modelling, forecasting and policy analysis; - Monitor and analyze domestic, regional and international monetary and exchange rate developments; - Contribute to the Annual Reports and Quarterly Bulletins of the Bank; - Preparation and presentation of policy papers at the Monetary Policy Committee meetings of the Bank; POST: Bank Examiners (4 positions): Financial Supervision Department Grade 8 - BA/BSc in Accounting, Finance or Banking or related fields; - At least 2 years experience in the field of banking and finance; - Knowledge of IFRS would be an added advantage; 4
