1 JOB DESCRIPTION Job Title: Base: Accountable to: Hours: Salary: Key working relationships: Accounting Officer SELDOC Headquarters, East Dulwich Director of Finance 37.5 hours a week 22,000-25,000 per annum Chair of the Finance Committee Senior Management Team Chief Accountant Budget Holders Job Summary The post holder will be responsible for aiding in the effective management of the full spectrum of financial and cost accounting, specifically the effective delivery of the payroll functions, the management of contractor and supplier payments, as well as assisting with financial monitoring services to the organisation and all associated companies. Key Duties and responsibilities Income and Contracts Maintain and develop the principle income recording and direct debits fees collection system to ensure full recovery of out of hour s income. Maintain and develop other contracted income reconciliation and income requests within an agreed timeframe. Maintain adequate records of all income contracts, and support the Chief Accountant and Director of Finance in reviewing the viability of these contracts. Management Accounts & Reporting To provide analytical support to the finance team to identify key issues from financial and other business information. Contribute to the continued development of effective management accounting services and information systems. To support the Chief Accountant in undertaking comprehensive analytical reviews of monthly financial reports to ensure accuracy of information Assist the Chief Accountant to identify, investigate and report on variances from plan
2 Assist the Chief Accountant to forecast and produce departmental reports and supporting data as required by the Director of Finance and budget managers. Assist the Chief Accountant in the monthly reporting and forecasting of agency costs. Assist in producing Ad-hoc reports and project work where necessary. Financial Accounting Actively manage the timely recovery of outstanding debtor s balances Assist in the completion of the month-end closure, to ensure that the year-end accounts can be produced and signed off by the Auditors. Support the maintenance and development of the accounting system to ensure accurate and timely accounting records are kept. Assist with setting the annual budgets based on committed and uncommitted funds, and prepare cash flow forecasts. Manage the petty cash system in accordance with the standing financial instructions. Assist with the monthly payroll function, ensuring all payments and deductions are made accurately and on time. Assist with the monthly contractor payments. Support the Chief Accounting in producing annual P60 s, P11D s and all other year end payroll files and reports. Maintain and develop the supplier database and ensure the accurate and timely processing of invoices, and the regular payments of suppliers. Maintain the control accounts relating to payroll, creditors and reconcile the bank accounts on a monthly basis. Technical Accounting Assisting with the production of relevant evidence and working papers for the statutory audit process (interim and final). Assisting with monthly management reports and analysis of balance sheet movements, for inclusion in Board and other Trust level reporting. Support the maintenance and development of the SAGE accountancy system ensure accurate and timely accounting reports are kept. Work with colleague to develop and improve the efficiency of financial and operational systems. Develop links between Sage, Adastra and Rota Master.
3 Other duties To work to ensure a positive and productive working environment. To take responsibility for other duties that falls outside this job description where necessary. To assist with maintaining companies house records to meet all legal and statutory requirements. To attend all necessary internal and external meetings producing written and verbal reports with appropriate data to support these meetings. Attend the finance committee which is currently held on the third Tuesday of the month from 2pm-6pm on a bi-monthly basis. Performance Review The post holder will have an annual review with the Director of Finance and Chief Accountant to discuss their progress and key performance indicators. Additional roles To undertake any other duties, as agreed, to meet the needs of the organization. To undertake all roles in relation to services operated by both SELDOC and its linked company, Access Medical Services Limited, as well as in any subsequent corporate structures SELDOC Board may chose to set up, or any partnership arrangements with other organizations. Ability to communicate and present information to members of staff and suppliers. Ability to receive, interprets, compare and present highly complex information where a range of options are available.
