WSAA Product Appraisal 1705 3 Overview of WSAA The Water Services Association of Australia (WSAA) is the peak industry body that supports the Australian Urban Water Industry. Its members provide water and sewerage services to approximately 20 million Australians and many of Australia s largest industrial and commercial enterprises. The Association facilitates collaboration, knowledge sharing, networking and cooperation within the urban water industry. It is proud of the collegiate attitude of its members which has led to industry-wide approaches to national water issues. WSAA can demonstrate success in the standardisation of industry performance monitoring and benchmarking, as well as many research outcomes of national significance. The WSAA Executive retains strong links with policy makers and legislative bodies and their influences, to monitor emerging issues of importance to the urban water industry. WSAA is regularly consulted and its advice sought by decision makers when developing strategic directions for the water industry. WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information relating to the provision of urban water services between industry, government and the community, and to promote sustainable water resource management. The Association s main activities focus on four areas: 1. Influencing national and state policies on the provision of urban water services and sustainable water resource management; 2. Promoting debate on environmentally sustainable development and management of water resources and the community health requirements of public water supplies; 3. Improving industry performance and establishing benchmarks and industry leading practices for water service processes; and 4. WSAA Product Appraisal 1705 6 1 EXECUTIVE SUMMARY This report PA 1705 replaces and updates PA 1007 Issue 2 published on 23 December 2013 which included the SUPREME range of PE metric compression fittings manufactured by SAB S.p.A Italy. This report PA 1705 has been prepared to reflect the acquisition of Pentair Water Solution by Crescent Capital Partners in January 2015, and rebranding of Pentair to Viadux Water Network Solutions. The scope of this appraisal has been extended to include the following fittings, intended for use with polyethylene pipelines manufactured to AS/NZS 4130 by SAB S.p.A Italy. (a) (b) (c) SUPREME PE Metric Compression Fittings SUPREME fuse PE Electrofusion Fittings SUPREME PE Pushfit (Plug & Play) SUPREME range of PE fittings (Compression, Electrofusion and Pushfit) has been appraised for use in drinking water, recycled water and pressure sewerage applications. SUPREME range of PE fittings are manufactured by SAB S.p.A in Italy and distributed throughout Australia by Viadux Pty Ltd. SAB S.p.A was founded in 2003 by a management team that has over 80 years of combined experience in the manufacturing of polyethylene fittings. SAB S.p.A manufactures their SUPREME range of PE fittings in Sant'Angelo in Vado, Italy and distributes them to over 32 countries. SAB S.p.A has been issued with a CMARK PRODUCT CONFORMITY SCHEME (PCS) FULL CERTIFICATION Certificate No 3017 by Australian Certification Services Pty Ltd for manufacture SUPREME range of PE fittings (Compression, Electrofusion and Pushfit) in compliance to AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. Refer to Appendix C for copy of the Certificate. The range of fittings included in this appraisal is detailed in Section 3 - Tables 2, 3 and 5. SUPREME range of PE Metric Compression fittings are in compliance with AS/NZS 4020:2005 Testing of products for use in contact with drinking water. Viadux has arranged with Australian Water Quality Centre, SA for testing other two types of SUPREME range of fittings (Electrofusion and Pushfit) by providing samples. The updated test reports will be available in three months of publication of this appraisal report, which is mentioned as one of the future works in Section 15. All three SUPREME ranges of PE fittings (Compression, Electrofusion and Pushfit) are suitable for use with polyethylene (PE) pipes manufactured in line with AS/NZS 4130 Polyethylene (PE) pipes for pressure applications for the transmission of drinking and nondrinking water and sewerage in below and above ground applications. 1.1 Recommendations It is recommended that WSAA members, subject to any specific requirements of the member, accept or authorise the SUPREME range of PE fittings (Compression, Electrofusion and Pushfit) as detailed in this report for use in potable and recycled water supply and pressure sewer applications, provided they are designed and installed in accordance with applicable WSAA Codes and the manufacturer s requirements. 2 THE APPLICANT 2.1 The Supplier Viadux is a leading manufacturer and supplier of water and environmental solutions. Viadux provides market leading products and services for the most challenging applications throughout the water, irrigation, mining, building, oil & gas, power and process

WSAA Product Appraisal 1705 7 industries. For over 125 years Viadux has produced pipeline products that are used from the water treatment plant to customer tap. Viadux Water Network Solutions is a major component of Viadux s water business, offering a complete range of pipes, fittings and components for the construction and ongoing maintenance of pipeline infrastructure. Viadux has shifted their business from 63 Currumbin Creek Road, Currumbin QLD 4223 to a new location at Level 3, 60 Macquarie St, Parramatta NSW 2150. Having its head office in Parramatta NSW 2150 and with branch offices across five Australian states (VIC, NSW, WA, SA and QLD) and NT, Viadux can provide with products and service designed for its customer s local needs. Viadux sources and distributes fittings from domestic and international sub-suppliers. Viadux has applied for certification to management system standards (ISO 9001:2015, ISO 14001:2015, AS/NZS 4801:2011 and OHSAS 18001:2007) for their new facility in Parramatta NSW 2150 on 23/05/2017 to Global Certification Compliance (GCC). Along with other management system standards Certificates, the ISO 9001:2015 will be issued after successful completion of audits, which is one of the future works in Section 15. Viadux Water Network Solutions operates a national network of Customer Centres, offering complete pipeline packages to utilities and installation contractors. 2.2 The Manufacturer SAB S.p.A was established in 2003 by a management team that has over 80 years of combined experience in the manufacturing of fittings for PE pipe. SAB manufacture their three ranges of SUPREME PE fittings (Compression, Electrofusion and Pushfit) in Sant'Angelo in Vado, Italy and distribute them to over 32 countries. SAB S.p.A currently employs over 40 people involved in administration, production, assembly and quality control. Viadux has entered into an exclusive supply agreement with SAB S.p.A to distribute the three ranges of SUPREME range of PE fittings (Compression, Electrofusion and Pushfit) within Australia. The three ranges of SUPREME PE fittings (Compression, Electrofusion and Pushfit) are manufactured in Sant'Angelo in Vado, Italy. SAB S.p.A is a Quality Endorsed Company complying with ISO 9001 / UNI EN 9001:2008 as demonstrated with Certificate of Registration by SGS Certificate No. IT04/1066. 3 THE PRODUCT The appraised product range includes the following three types of plastic (polyethylene and polypropylene) fittings for use with AS/NZS 4130 Polyethylene (PE) pipes for pressure applications: SUPREME PE Metric Compression Fitting, Black body with blue nut SUPREME fuse PE Metric Electrofusion Fitting, Black body SUPREME PE Pushfit (Plug&Play) Fitting, Black body 3.1 SUPREME PE Metric Compression Fitting The SUPREME PE metric compression fittings are suitable for use with polyethylene pipes manufactured in accordance with AS/NZS 4130 Polyethylene (PE) pipes for pressure applications for the conveyance of drinking water, recycled water, and sewage in buried and above ground applications. The fittings are designed for jointing PE pipe, manufactured to AS/NZS 4130 including PE80 and PE100. SUPREME PE metric compression fittings ranging from DN 16 to DN 110 are classified into various pressure ratings PN 6, PN 10, PN 12.5 and PN 16. The fittings are available

Internally threaded (female) connectors are supplied with AISI 430 stainless steel reinforcing rings for size range 1½ to 4 inclusive. Fitting components are detailed in Table 1. This new sealing system offers improved security especially when joining out of round or damaged or undersized pipe. The added security is achieved while still being easy and fast to install with minimal pipe preparation. 3.1.1 Balance sealing gasket system Poseidon The SUPREME gasket (O-ring, shown in purple in Figures 1 and 2) has an internal conical shape allowing for quick and easy assembly. This external bottom lip of the gasket also benefits the sealing process. When the nut is tightened, the thrust ring pushes against the gasket causing it to deform and compress against the pipe wall, creating a perfect seal. As the nut is tightened further deformation continues, creating a proper level of compression and hydraulic sealing against the pipe even if undersized, oval or slightly scratched.

The fittings are designed for jointing PE Pipe including PE80 and PE100. The SUPREME fuse range of electrofusion fittings is rated to PN 16 (PE100, SDR11) and is used extensively in pressure pipelines for gas or water applications. The SUPREME fuse range of electrofusion fittings includes; electrofusion couplers, reducers, 90 o tees and 90 and 45 elbows in sizes DN 25 to DN 315 depending on the individual product. The scope of appraisal includes only the electrofusion couplers from DN 25 to DN 200 of PN 16 SDR11 PE100 as listed in the Product Conformity Scheme Full Certification product certification schedule and as detailed in Table 3. The SUPREME PE Pushfit (Plug&Play) Fittings are manufactured by SAB S.p.A in Sant'Angelo in Vado, Italy and CMARK Product Conformity Scheme Full Certification product certified by Australian Certification Services Pty Ltd for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. The Pushfit coupler consists of a double lip seal and specially designed grip ring to form a reliable mechanical compression joint. Advantages of this coupler are; simple, quick, no

WSAA Product Appraisal 1705 14 welding, no tightening, much faster than an electrofusion welding, no need of power and no curing time. Table 4 shows material components of this Pushfit coupler. All these fittings are included in CMARK Product Conformity Scheme Full Certification product certification schedule.

WSAA Product Appraisal 1705 15 5 APPRAISAL CRITERIA 5.1 Quality Assurance Requirements The WSAA Product Appraisal Technical Advisory Group accepts plastics moulded fittings for use with polyethylene pipe, manufactured in compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications and duly certified by means of an ISO Type 5 product certification scheme undertaken by a JAS-ANZ accredited Conformity Assessment Body (CAB) or by an international accreditation system recognised by JAS -ANZ. The ISO Type 5 Product Certification Scheme shall meet the criteria described in WSA TN- -08. The manufacturer is generally expected to have a production management and control system that has been duly accredited in accordance with AS/NZS ISO 9001 as a prerequisite to undergoing a product certification audit. 5.2 Performance Requirements Fittings to be used for used with polyethylene pipe, shall have product certification (ISO Type 5) to AS/NZS 4129:2008. Appraisal criteria is also determined by the WSAA Product Appraisal Technical Advisory Group and regularly reviewed to ensure that the criteria reflect the requirements of WSAA members. The following Product Specification is also relevant to this application. The following Product Specification is also relevant to this application: WSA PS 208 Plastics Moulded Fittings for Pressure Applications with PE Pipe Water Supply and Sewerage. A copy of the above Product Specification can be found in Appendix D or downloaded from the WSAA website. 6 COMPLIANCE WITH APPRAISAL CRITERIA 6.1 Compliance with Quality Assurance Requirements Viadux Pty Ltd has submitted the following Quality Assurance certificates: (a) Viadux Pty Ltd; Certificate of Application for management system standards, expire on 19/08/2017 issued by Global Compliance Certification (GCC). Viadux has shifted their business from 63 Currumbin Creek Road, Currumbin QLD 4223 to a new location at Level 3, 60 Macquarie St, Parramatta NSW 2150. Viadux has applied for certification to management system standards (ISO 9001:2015, ISO 14001:2015, AS/NZS 4801:2011 and OHSAS 18001:2007) on 23/05/2017 to GCC. The scope of the certification is source, supply and distribution of water network products. The stage 1 audit has been successfully completed on 15/06/2017 and stage 2 audit is scheduled for July 2017. The ISO 9001:2015 Quality Management System Certificate will be issued after successful completion of stage 2 audit, which is one of the future works in Section 15. Refer to Appendix C for copies of the Certificate. 6.2 Compliance with Performance Requirements SUPREME range of PE metric compression, PE electrofusion and PE Pushfit fittings have been appraised for compliance with AS/NZS 4129:2008 Fittings for Polyethylene (PE) pipes for pressure applications. The ISO Type 5 Certificate of Conformity (CMARK) for product compliance with AS/NZS 4129 provides some confidence that SUPREME range of PE metric compression fittings, electrofusion and PE Pushfit fittings, are manufactured for compliance with the nominated standards and requirements. 6.2.1 PE METRIC COMPRESSION FITTINGS 6.2.1.1 Materials Requirements 6.2.1.1.1 BODY The plastic body fitting is manufactured from compounds that meet the requirements of AS/NZS 4129:2008. The fitting body and thrust ring (20mm to 110mm) is moulded from UV stabilised polypropylene copolymer (PP-B) black. The polypropylene copolymer (PP-B) black material is listed in Table 1.1 of AS/NZS 4129. Viadux has submitted Borealis AG, Austria s test report dated 25.04.2016 identifying the compound as BEC5012 polypropylene copolymer (PP-B) black, with below characteristics. Melt Flow Rate (230 C / 2.16 kg) to ISO 1133 is 0.3 g/10min Total Moisture content to ISO 15512 is 82 ppm Oxidation Induction Time (OIT) at 210 C to ISO11357-6 is 56 min 6.2.1.1.2 NUT The locking nut fitting is moulded from a UV stabilised black polypropylene copolymer (PP- B). Excellent UV resistance of coloured components (blue lock nut) is achieved by using

WSAA Product Appraisal 1705 17 premium master batch (Grade 8, ASTM D2565 Standard Practice for Xenon-Arc Exposure of Plastics Intended for Outdoor Applications - fittings are rated 8 on a 1 to 8 scale) 6.2.1.1.3 GRIP RING The grip ring is moulded from Copolymer Polyacetal (POM) resin listed in Table 1.1 of AS/NZS 4129. 6.2.1.1.4 GASKET The conical gasket is manufactured from NBR, hardness 70Sh material. 6.2.1.1.5 REINFORCEMENT RING FOR FEMALE THREADED FITTING The reinforcement ring made of Stainless Steel AISI 430 comes only for female threaded fittings size 1½ to 4 inclusive. Fittings from ½ to 1¼ do not have such ring. The Grade 430 stainless steel is a low-carbon plain chromium ferritic stainless steel with 17% Cr and has good corrosion resistance in mildly corrosive environments and good resistance to oxidation at elevated temperatures. Refer to Clause 13 Discussion for additional details. 6.2.1.1.6 STAINLESS STEEL INSERTS Refer: AS/NZS 4129:2008 Clause 1.14.1.2 (b) SUPREME range of PE Metric Compression fittings with stainless steel inserts is not included in the appraisal range. 6.2.1.1.7 ZINC PLATED STEEL INSERTS Refer: AS/NZS 4129:2008 Clause 1.14.1.3 SUPREME range of PE Metric Compression fittings with zinc plated steel inserts is not included in the appraisal range. 6.2.1.1.8 GALVANISED BACKING RING FLANGE ADAPTOR Refer: AS/NZS 4129:2008 Clause 1.14.1.3 Flange adaptor s backing ring is made of galvanised iron and drilled to AS 2129 Table E. Some water companies permit the use of galvanised backing ring, only for above ground installation and allow for buried installation with the application of petrolatum tape system. Few water authorities restrict only the use of Grade 316 stainless steel backing ring for buried application. 6.2.1.1.9 BRASS INSERTS Refer: AS/NZS 4129:2008 Clause 1.14.1.2 (a) SUPREME range of PE Metric Compression fittings with brass inserts is not included in the appraisal range. 6.2.1.1.10 SCREW THREADS Refer: AS/NZS 4129:2008 Clause 1.8 Male and female threads of SUPREME range of PE Compression fittings are in compliance with ISO 7.1 Pipe threads where pressure-tight joints are made on the threads Dimensions, tolerances and designation and EN 10226-1 Pipe threads where pressure tight joints are made on the threads. Taper external threads and parallel internal threads, dimensions, tolerances and designation. SAB S.p.A also declares that male threads are conical (with a taper from 1 to 16) and female threads are parallel.

WSAA Product Appraisal 1705 18 6.2.1.1.11 MATERIALS PROPERTIES PLASTICS The material properties used to mould the body of the size 1½ to 4 inclusive PE metric compression fittings have been verified by type testing in line with Table A1 of Appendix A, AS/NZS 4129. Viadux has provided batch release testing results which are conducted at the manufacturer SAB s facility which has no accreditation as test laboratory. Copies of test reports are available upon request from the WSAA Product Appraisal Manager. SAB conducts the tests according to the international norms, rules and procedures. SAB s instruments (testing machines and tools) are periodically checked and certified by the metrological laboratory IC&M, Italy (ILAC ISO/IEC 17025 accredited, Accreditation No. 144 Rev 4 valid till 14/04/2018). Refer to Appendix C for SAB s declaration letter on its laboratory accreditation dated 21 st July 2017. The report results states: compliance of SUPREME compression fittings to AS/NZS 4020 when tested at the in-theproduct exposure with a 0.1 scaling factor at 20 o C + 2 o C. 6.2.2 PE METRIC ELECTROFUSION FITTINGS 6.2.2.1 Materials Requirements The plastic body fitting with associated metallic or rubber components is manufactured from compounds that meet the requirements of AS/NZS 4129:2008. 6.2.2.1.1 POLYETHYLENE RESINS Refer: AS/NZS 4129:2008 Clauses 3.2 and 3.2.4 Electrofusion fittings are assessed based on Section 3 of AS/NZS 4129 which specifies the composition in Clause 3.2 as Polyethylene used in the manufacture of electrofusion fittings shall comply with AS/NZS 4131 and shall meet the requirements of Clauses 1.12.3 and 1.13.4. There is no Clause 1.12.3 in AS/NZS 4129 and Clause 1.13.4 is irrelevant to this assessment as it discusses the Chemical resistance for fuel gas applications of compounds which do not conform to AS/NZS 4131, but intended for use in fuel gas pipe and fittings. Viadux has provided Borealis AG, Austria s statement on compliance to regulations of drinking water pipes dated 28/09/2016 and the MSDS for the PE compound BorSafe TM HE3490-LS. Refer to Appendix C. BorSafe TM HE3490-LS is a black, bimodal, high density polyethylene classified as a MRS10 material (PE100) produced by the advanced Borstar technology. With reference to Table 1, Section 6 - Classifications in AS/NZS 4131 a classification of MRS10 defines the material as PE100. Well dispersed carbon black gives outstanding UV resistance. Long term stability is ensured by an optimised stabilisation system. PIPA Industry Guidelines POP004 Polyethylene pipe and fittings compounds, includes PE80 and PE100 materials which meet the requirements of AS/NZS 4131.

WSAA Product Appraisal 1705 20 PIPA Industry Guidelines POP004A Supplementary List Materials specific to electrofusion and moulded fittings, includes PE100 materials which meet the requirements of AS/NZS 4131 and if nominated also the requirements of POP013. PIPA created POP004a to support the coal seam gas industry which is one of the end users who nominate POP004 as a requirement for their PE pipe systems, including fittings. Listings of PE compound in POP004 and POP004a are voluntary. Many end users such as coal seam industry require them as mandatory for their own procurement policy. Although BorSafe TM HE3490-LS is not listed in POP004 or POP004a, review on its physical properties (See Appendix C ) and its compliance to regulations of drinking water pipes confirms that this material compound fully complies with AS/NZS 4131. Viadux has submitted ISO 9080 suite of tests for the Borealis "BoreSafe HE3490-LS" to demonstrate the PE compound used to manufacture their electrofusion fittings meet the requirements of AS/NZS 4131. 6.2.2.1.2 STAINLESS STEEL INSERTS Refer: AS/NZS 4129:2008 Clause 1.14.1.2 (b) SUPREME range of PE Electrofusion fittings with stainless steel inserts is not included in the appraisal range. 6.2.2.1.3 ZINC PLATED STEEL INSERTS Refer: AS/NZS 4129:2008 Clause 1.14.1.3 SUPREME range of PE Electrofusion fittings with zinc plated steel inserts is not included in the appraisal range. 6.2.2.1.4 BRASS INSERTS Refer: AS/NZS 4129:2008 Clause 1.14.1.2 (a) SUPREME range of PE Electrofusion fittings with brass inserts is not included in the appraisal range. 6.2.2.1.5 SCREW THREADS Refer: AS/NZS 4129:2008 Clause 1.8 SUPREME range of PE Electrofusion fittings with female or male thread outlets are not included in the appraisal range. 6.2.2.2 Type and batch release testing Viadux Pty Ltd has submitted type and batch release test results conducted on samples of SUPREME PE Electrofusion fittings. SAB S.p.A has also conducted batch release testing at their in-house facilities on appropriate specialist testing equipment. Refer to Appendix H for summary of performance test results. 6.2.2.3 Mechanical characteristics Refer: AS/NZS 4129:2008 Clause 3.5 & Table 3.2 To validate Type Testing compliance, WSAA requires the applicant submits typical type test reports and the relationship with Clause 3.5 and Table 3.2 of AS/NZS 4129:2008. For Mechanical Characteristics, Viadux has submitted test reports dated in 2015, 2016 and 2017 which have been satisfactorily completed by European laboratories in Austria and Italy. Brief reports of the type testings and the parties conducted are shown below: Borealis AG Austria s report Ed 19 dated 28/09/2016 confirming the PE100 polyethylene compound used to produce the electrofusion coupler as BorSafe TM HE3490-LS 2 pages.

WSAA Product Appraisal 1705 21 Italian Plastics Institute s (IIP) Italy test report no. 287/2015 dated 19/03/2015 (4 pages) and test report no. 0337LP/2016 dated 18/11/2016 (1 page). Plastitalia S.p.A in Brolo (ME) Italy (parent company of SAB S.p.A) report ref. SCQ/CER/DT/2017/2908/210/1 dated 11/04/2017 2 pages. With headquarters in Vienna (Austria), Borealis is a leading provider of innovative solutions in the fields of polyolefin, base chemicals and fertilizers. Borealis provides services and products to customers around the world in collaboration with Borouge, a joint venture with the Abu Dhabi National Oil Company (ADNOC). IIP is a part of CISQ (the Italian Federation of Certification Bodies) and IQNET (the International Network that brings together the certification bodies operating in 30 Countries where it handles majority of World Trade). IIP is certified by ACCREDIA (lab no. 0097) and ilac.mra. ACCREDIA is the only national accreditation body appointed by the Italian government, which is the only body recognized in Italy to prove that the certification bodies and inspection, testing laboratories, for food security, and the calibration have the skills to evaluate the conformity of products, processes and to the reference standard systems. ILAC is the international organisation for accreditation bodies operating in accordance with ISO/IEC 17011 and involved in the accreditation of conformity assessment bodies including calibration laboratories (using ISO/IEC 17025), testing laboratories (using ISO/IEC 17025), medical testing laboratories (using ISO 15189) and inspection bodies (using ISO/IEC 17020). The testing was conducted in accordance to EN 12201.3 Plastic piping systems for water supply - Polyethylene (PE) which is similar to AS/NZS 4129 but not identical. The outcome of the tests is: Geometrical and marking characteristics are in line with the standard and drawing. The pressure tests reached more than the required time without a failure. Decohesion tests performed after the sustained pressure test showed a ductile break at all samples. All tests of the decohesive resistance of samples prepared according the requirements Fitness for Purpose under normal and extreme conditions showed a ductile break. SAB s instruments (testing machines and tools) are periodically checked and certified by the metrological laboratory IC&M, Italy (ILAC ISO/IEC 17025 accredited, Accreditation No. 144 Rev 4 valid till 14/04/2018). Refer to Appendix C for SAB s declaration letter dated 21 st July 2017 on its laboratory accreditation.

WSAA Product Appraisal 1705 22 SAB S.p.A has arranged IIP and Plastitalia to undertake performance testing on electrofusion couplings as part of obtaining CMARK Product Certification to AS/NZS 4129. The test results obtained fulfil the corresponding requirements of EN 12201-3 Plastic piping systems for water supply-polyethylene (PE) which is similar to AS/NZS 4129, but not identical. This is not a requirement of the EN standards EN 12201-3 for Type Testing but for Batch Release Test. Plastitalia report ref. SCQ/CER/DT/2017/2908/210/1 dated 11/04/2017 confirms that each batch of fittings is submitted to an internal batch release test according to these parameters. Viadux has submitted Plastitalia Inspection Certificate 3.1 (as per UNI EN 10204:2005) summarising all results of the BRT. NOTE: A 3.1 certificate is issued by an authority which is independent of manufacturing and is validated by the manufacturers authorised inspection representative. The above is an inspection certificate issued by Plastitalia according to EN 10204:2004 that declares the products are in compliance with the order requirements and supply test results. Copies of the Borealis, IIP and Plastitalia Type and the manufacturer SAB S.p.A s BRT reports are kept in WSAA special folder as they are considered as Commercially Sensitive Documents and are available upon request from the WSAA Product Appraisal Manager. Refer to Appendix H for summary of performance test results. 6.2.2.4 Suitability for contact with drinking water Refer: AS/NZS 4129:2008 Clause 1.12 Borealis AG (Austria) s 2 pages report dated 28/9/2016 (See Appendix C) confirms polyethylene material BorSafe HE3490-LS used to produce electrofusion fitting does not contain any harmful substances and suitable for conveying potable water, in compliance with regulations of 11 European Countries. As the above test result is unacceptable for this appraisal, Viadux has arranged another test with AWQC by providing sample(s). Submission of the test result is one of the future works in Section 15.

WSAA Product Appraisal 1705 23 6.2.3 PE METRIC PUSHFIT FITTINGS 6.2.3.1 Materials Requirements Refer: Clause 1.13 & 1.14 of AS/NZS 4129 6.2.3.1.1 BODY The plastic body fitting is manufactured from compounds that meet the requirements of AS/NZS 4129:2008. Viadux has provided batch release testing results which are conducted at the manufacturer SAB s facility. Copies of test reports are available upon request from the WSAA Product Appraisal Manager. Although SAB s internal facility is not accredited as a test laboratory, it conducts the tests according to the international norms, rules and procedures. SAB s instruments (testing machines and tools) are periodically checked and certified by the metrological laboratory IC&M, Italy (ILAC ISO/IEC 17025 accredited, Accreditation No. 144 Rev 4 valid till 14/04/2018). Submission of the latest test result is one of the future works in Section 15. 7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION Polyethylene pipe systems have been commonly used in the Australian urban water industry for many years. PE pipe manufactured in compliance with AS/NZS 4130 Polyethylene pipes for pressure applications is compatible with fittings manufactured in accordance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. It is recommended that reference be made to the suppliers or manufacturers of the fittings for the installation instructions as the method may be specific to the fitting geometry. Electrofusion welding and butt fusion processes may be used for joining pipe-to-pipe or fitting-to-pipe. All welding shall be performed by welders who have successfully completed training by a Registered Training Organisation, endorsed by the Plastics Industry Pipe Association for the relevant welding method(s). The Plastics Industry Pipe Association provides technical guidelines for electrofusion welding in the following documents. (a) POP001 Electrofusion Jointing of Pipe and fittings for Pressure Applications (b) POP003 Butt Fusion Jointing of PE Pipes and Fittings Recommended Parameters. POP001 contains recommendations for equipment required, for jointing, maintenance, servicing and calibration procedures, records to be kept and the training program to be respected to produce good fusion joints in polyethylene pipes. POP003 is a guide to the butt fusion of polyethylene pipe using AS/NZS 4130 material as a basis, recommending the butt fusion procedures and parameters as specified in ISO 21307. Copies of these documents can be downloaded from the PIPA website www.pipa.com.au. Polyethylene pipe systems should be installed in accordance with AS/NZS 2033:2008 Installation of polyethylene pipe systems. WSAA recommend for overall design, installation, pipeline testing and installer training requirements for PE pipeline systems water agencies refer to the WSAA Polyethylene Pipeline Code - WSA 01 available from the WSAA web site www.wsaa.asn.au.

WSAA Product Appraisal 1705 26 7.1 PE Metric Compression Fittings The Viadux SUPREME PP metric compression fittings catalogue contains a full description and exploded view of the fittings, including assembly instructions for all sizes of the fittings. In all sizes from 20mm to 110mm of fittings there is no need to disassemble the fitting. After having loosened the nut, twist and push the fitting onto the pipe until it reaches the first stop, which is the conical gasket, continue to push the fitting through the conical gasket to the second stop, complete the joint assembly by tightening the blue nut. Repair couplings which are excluded in this appraisal, do not have a stop and can be slid completely onto the pipe and back over the repair section. SUPREME PE metric compression fittings are removable and are suitable for reuse. It is recommended that the SUPREME Installation wrench is used when tightening and disassembling the fittings. 7.2 PE Metric Electrofusion Fittings The Viadux SUPREME PE metric electrofusion Fittings catalogue contains a full description and exploded view of the fittings, including three types of universal electrofusion welding machines branded as ATHENA, electro-welding tools and step by step instruction on the installation and welding process of electrofusion fittings. ATHEMA model 160, 400 and 800 with working range DN20-DN160; DN20-DN400 and DN20-800 respectively. Additional product information, installation instructions and technical Information are available at the manufacturer SAB S.p.A website http://www.sabspa.com/en/company/ 7.3 PE Metric Pushfit Fittings The Viadux SUPREME PE Metric Pushfit Fittings catalogue contains a full description and exploded view of the fittings, including an inserter device used to install couplers of size 90mm to 160mm. The catalogue also details installation procedure for the Pushfit coupler onto PE pipe with diagrams. 8 PRODUCT MARKING Product marking is in compliance with AS/NZS 4129:2008 and includes: (a) (b) (c) (d) (e) (f) Manufacturers name or registered trademark Date or batch code for traceability Nominal size (DN) of the pipe to which the fitting is suited Fittings that meet the requirements of Clause 1.13.4 shall be clearly identified as suitable for fuel gas. Refer to Appendix E for product marking pictures of all three ranges of SUPREME PE fittings. 9 TRACEABILITY Viadux provides traceability with identification batch marking on all these products.

WSAA Product Appraisal 1705 27 10 PACKAGING AND TRANSPORTATION PE pipe and fittings shall be stored in accordance with the storage requirements of POP005 Packaging, handling and storage of polyethylene pipe and fittings. http://www.pipa.com.au/sites/default/files/document/attachment/pop005.pdf 10.1 PE Metric Compression Fittings SUPREME range of PE Compression fittings are packed in transparent protective bags and contained in carton boxes. Each carton or protective bag clearly indicates its contents. All fittings are packaged to allow use on site without additional cleaning. Where only one type of product is packaged in a bag or carton box, a label showing the manufacturer identification, the description of the product, a line drawing of the product, the relevant size and the quantity is on each package. 10.2 PE Metric Electrofusion Fittings SUPREME fuse range of PE Metric Electrofusion fittings are packed in transparent protective bags and contained in carton boxes. Each carton or protective bag clearly indicates its contents. All fittings are packaged to allow use on site without additional cleaning. Prior to installation, the EF fittings should be checked to ensure good condition, damaged goods should not be used. EF Fittings should not be removed from bags until ready for use. 10.3 PE Metric Pushfit Fittings SUPREME range of PE Metric Plug&Play Pushfit fittings are packed in a carton box, a label showing the manufacturer identification, the description of the product, a line drawing of the product, the relevant size and the quantity is on each package. 11 PRODUCT WARRANTY The products are covered by the normal commercial and legal requirements of the Competition and Consumer Act 2010 (Cth), which covers manufacture to the relevant standard, and details of Viadux Pty Ltd warranty is included in their terms and conditions of sale. 12 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING REPORT Polypropylene (PP) Compression and Pushfit fittings and Polyethylene (PE) Electrofusion fittings are mature and are a widely installed product in the Australian Water Industry and such fittings are approved by many water agencies simply based on product certification. Water Agencies regard these fittings as good substantial products that perform well. At the time of report preparation no official WSAA field trials had been conducted, however products have been used successfully in local marketplace for the past seven years. Direct sales to Water Agencies including the following: (a) (b) (c) (d) (e) (f) Unity Water SA Water Hunter Water City West Water South East Water Yarra Valley Water Viadux believes there would be little value in undertaking a field trial installation report and request that this requirement be deleted.

WSAA Product Appraisal 1705 28 13 DISCUSSION ISO Type 5 product certification (CMARK) provides confidence that the product continues to be manufactured for compliance with the requirements of AS/NZS 4129. The WSAA Agency Network has not reported any problems with PP compression fittings and these fittings, including the SUPREME range of PE Metric compression fittings have a very good reputation for providing trouble free performance. Compression fittings rely on interface pressure being maintained between the elastomeric seal and the PE pipe surface to maintain a sealed connection. Mechanical fittings, including compression fittings are normally used on PE pipe DN 110. Mechanical fittings are also normally used for repairs or changes to the pipeline as the pipe surface preparation requirements are less stringent than electrofusion. Some water agencies consider the smaller PE pipe and compression fittings used for main to meter property services as plumbing products and they are not included in Water Agency infrastructure. Many agencies use minor size PE mains in culde-sac installations and find PP compression fittings adequate and fit for purpose. The AISI Grade 430 stainless steel used as the reinforcing ring for the female threaded components of size 1½ to 4 inclusive is regarded as having good corrosion resistance. WSAA nominates Grade 316 stainless steel for buried situations to provide a high level of corrosion resistance. Stainless steel Grade 430 will be adequate in most buried situations but agencies should be aware of the ground conditions. SUPREME PE Metric Compression Fittings with the stainless steel reinforcing ring should be installed in conditions that provide a less aggressive environment. A high resistivity sand or granular embedment is recommended to minimise the likelihood of corrosion. Note: A high resistivity material is defined as one that has a resistivity greater than 50 ohm meters when tested in accordance with AS 1289.4.4.1. In regard to the SS reinforcing ring material, Viadux has offered the following comments. The purpose of the SS reinforcement ring is to increase hydraulic and mechanical strength of the thread, particularly in presence of high pressure and mechanical stress of the outlet, for example continuous vibration to the threaded connection or an oversized male thread connection. SS reinforcement rings are not required for compression fittings for female threads ½ - 1¼ because the plastic thickness of the outlet has the hydraulic and mechanical strength to resist the pressure and mechanical stress. For thread sizes 1½ - 4 a SS reinforcement ring is important as the plastic thickness is proportionally smaller while the integral pressure stress applied to the thread is greater than the smaller sizes (½ - 1¼ ). As previously stated, we do not believe that the Australian Water Utilities install 1½ - 4 threaded compression fittings as majority of such fittings installed by Water Utilities are ½ - 1¼ which do not require a SS reinforcing ring to meet hydraulic and mechanical strength required for the various applications such as water mains in cul-de-sacs, mains-to-metre property services, pressure sewerage networks and treatment plants. Viadux add that their major competitors globally such as Plasson and GF+ offer the same grade of SS reinforcing ring as SUPREME. Electrofusion (EF) jointing of PE pipelines offers a permanently sealed and jointed system, if the electrofusion welding is done correctly. The EF jointed PE pipeline has the potential to have life expectancy equal to and in some cases well beyond other pipeline materials and jointing systems. The PE material is corrosion resistant and correctly made joints are permanently fused to provide a high level of joint integrity against leakage and/or infiltration over the long-term. Similar to other plastic pipe systems, PE is susceptible to fatigue from cyclic pressure changes and additional design considerations must be made if used in a pumped pipeline. Refer to WSAA Technical Note TN4 and design material available from Viadux and SAB S.p.A.

WSAA Product Appraisal 1705 29 PE pipelines are susceptible to permeation of specific organic chemicals (as are other pipeline systems) and care must be exercised if designing for installation in contaminated ground and/or brownfield sites. Seek further advice from Viadux regarding such installations. 14 OUTCOMES OF EXPERT PANEL PRODUCT REVIEW Comments received by members of the Expert Panel during the peer review period have been addressed in this version of the Report. 15 LIFE EXPECTANCY Polypropylene (PP) compression and push fit fittings and polyethylene (PE) electrofusion fittings are designed on the basis of 50 year extrapolated material test data. For correctly manufactured and installed systems, the actual life cannot be predicted, but can reasonably be expected to be well in excess of 100 years before major rehabilitation is required.
