Please clarify the design intent on the project. eyes. There may be more. 2 Enclosure 3, Page 3 Factor 2, Item 2 requires a narrative describing the integration of construction within the existing building, keeping the building in full operation and coordinating the construction with overall building operations. General Note E on the plans, Sheet 1 of 5 indicates that the first floor and balcony will not be occupied during construction. Please clarify the occupancy of the building during construction and provide additional information of any building activities that will need to be coordinated during construction (if any). We expect to close operations during the project. However, since closing has a major negative impact on MWR profits the construction timeframe is 1 Dec. 2012 to 3 Jan 2013. The shorter timeframe the better.
3 Asbestos Survey and Small Project Part 3 The contract documents include an asbestos survey with quantities. Then Part 3, F2020 of the contract documents indicates Contractor is to bid per square foot of asbestos containing ceiling or wall material for asbestos abatement. Then it further goes on to say Contractor will include in his bid $10,000.00 as reserve fund for asbestos abatement. Are we only to carry the $10,000.00 for asbestos abatement in our bid? If not please provide more information as to the expectations/requirements for the asbestos abatement work on our end? Asbestos survey is done in 2003. This survey is for reference only. Contractor will do his own HAZMAT survey to make sure asbestos and lead presence. 4 Drawings General Note H on the plans, Sheet 1 of 5 indicates we are to treat all painted surfaces as containing lead and we can dispose the lead as ordinary construction debris. Then the note right below that says lead shall be disposed of as lead waste. Please indicate which is correct? See Note H Last line- Abatement material shall be disposed of as lead waste in accordance with local, Federal, state and NSGL requirements. Part 3 page 16 line one: Contractor shall perform verification testing as required of additional HAZMAT material survey shall be performed 5 Drawings In addition to question 4 above please confirm that all painted surfaces are to be treated as containing lead. If not please provide more information as to the expectations/requirements for the lead abatement work on our end? 7 Small Projects 8 Small Projects Part 3, C3010 of the contract documents says Construct damaged 20 0 LF wall curb on South West wall 4 0 below ceiling. Please provide more information as to what is required by this note. Part 3, C3030 of the contract documents indicates Contractor is to repair Auditorium ceiling (3,160 SF). Then it indicates ceiling is light weight concrete on wire mesh. Please confirm we are to provide (3,160 SF) of concrete repair at the Auditorium ceiling? eyes. There may be more. eyes. There may be more. (See specification Part 3 page 4 C3010.) Ceiling base construction material is given for information only. General base repair for smooth surface to prepare for paint. Please inspect on the site visit. 9 Small Projects Part 3, C3030 of the contract documents indicates Contractor is to construct 200 SF broken ceiling surface. Please provide more information and detail as to what we are required to construct? Is this full depth concrete repair, eyes. There may be more. partial depth concrete repair? 10 Amendment 2, RFI 3 response Response to RFI #3 confirms we are to furnish a new hazardous material survey and report in our base bid. Please confirm all abatement and monitoring work required based on this new survey will be paid for out of the $10,000 HazMat Allowance. Confirmed
11 Amendment 2, RFI 6-9 responses Responses to RFI #6-9 indicates RFP provided quantities for Confirmed. Reminder that this quantitiy is for evaluation wall and ceiling repair are provided for information purposes and is a best guess. Final quantitiy may vary. purposes only, and alludes we are to "inspect with our bare eyes" the extent of the work required. This is an impossible task in a dimly lit auditorium with ceilings 50' above our heads. There is no way to quantify the extent of this work at bid time other than to throw money at it and make a guess. Please confirm quantities of repair work as indicated in the RFP should be used as a basis for our proposal. 12 Amendment 3, RFI 1 response Is this a design/build or bid/build solicitation? RFP Part 2A requires design deliverables, but per the site visit, the Navy is issuing color schemes in forthcoming Amendment. Per same RFP section, construction submittals are to be CQC approved except plaster patch, paint, and colors to be approved by DOR. If the Navy is DOR, there's nothing else to approve. Please clarify who is DOR, Navy or contractor? The Navy will submit a basic color scheme with some detail. The scheme will require design time working with the customer for detailed drawings. 13 RFP Part 3 C3010 Extent of wall paint scope near the stage was limited to vertical round columns and sides of stage. Per discussion at site visit, additional painting of existing plaster surround behind outer most layer of stage draperies at sides and overhead were to be painted as well. Please confirm. The rectangular support just behind the the round columns on the stage is to be painted. The painting is to extend as far as the existing painted surface and no farther.
14 Enclosure 3 - Factor 2 The Basis of Evaluation mentions complying with requirements for material specifications, recycling methods and goals, hazardous material disposal, etc. Is it intended for this Basis of Evaluation to be a part of Factor 1, Technical Solution rather than Factor 2 Project Schedule and Phasing? See revised evaluation factors dated 17 August 2012 15 Proposal Please advise if all (3) pages of the RFI issued in Amendment 2 shall be included along with the signed SF30 form in the price book or just page 3 of the RFI that includes the signature lines. Signed RFI response forms shall be submitted in full with the price proposal. Only the most current needs to be sent. 16 Per Walk - Thru What will be required by the GC in regards to the Stage Curtains? The curtains are not to be removed. Carefully pull back to allow access to the required surfaces. Secure until the paint is dry. If dusty prep work is required it may be wise to wrap them in plastic. 17 Per Walk - Thru It was mentioned at the walk - thru that the Lobby was not part of this contract. Please confirm. Confirmed 18 Part 3/Section C30 Base Scope of Work - RFP drawings denote specific locations and square footages for repairs and painting that do not appear to correlate to the specific square footages listed in Part 3/Section C30. Please confirm the base bid is to be based on the quantities specified in Section C30. Confirmed
19 Part 3/Section C3030 Ceiling Construction - During the site visit, it appeared the ceiling was cement plaster on wire mesh, but Part 3/Section C3030 indicates it is lightweight concrete on wire mesh. Please provide original building record drawing details and specification for the ceiling construction. Drawings provided on CD 20 Original Building Information - Please provide a complete set of the original building record drawings. Provided on CD 21 Fire Protection Engineer (FPE) As the project scope is limited to existing finish surface repairs and painting, please confirm the services of an FPE are not required for this project. It is the contractor's reponsibility to check the need of technical people. 22 Water Damage It appears some of the damaged surfaces may be the result of water from roof or pipe leaks. During the pre-proposal meeting it was indicated the roof had been recently replaced to resolve the source of the water damage, but water was seen dripping from the ceiling at the underside of the balcony. Please confirm all leaks will be repaired by others prior to the start of this project. The Roof was replaced FY11. If there are leaks they should be repaired prior to the start of construction. However, a check of the area can be done after award to confirm. The contractor is not responsible for leak repairs. 23 It appears that the existing paint is semi-gloss please confirm what the paint finish shall be desired? The recommended paint sheen will be noted in the submitted scheme which is expected to be complete by COB Friday 24 August. This could change before the final paint schedule is completed by the contractor.
24 Part 3/Section C30 Since the quantity given in Part 3/Section C30 in the base qty. is for evaluation purposes please revise the proposal sheet to add unit prices for plaster repair and painting. See revised pricing sheet dated 22 August 25 Part 3/Section C30 Part 3/Section C30 indicates repair auditorium ceiling 3,160 sf. Is the 200 sf in addition to the 3,160 sf?
