5 Hazardous Building Material Sampling HAZARDOUS BUILDING MATERIAL SAMPLING Asbestos Containing Materials Defined as materials containing more than 1% asbestos. Sampling 89 samples were collected for analysis. Results Only limited areas of pipe insulation, behind walls and above dropped ceilings, were found to contain asbestos.
6 HAZARDOUS BUILDING MATERIAL SAMPLING Lead-Based Paint Defined as paint containing equal to or greater than 1.0 mg/cm² of lead Sampling 32 readings were taken with an X-ray analyzer (XRF) Results Paint on steel ceiling beams was reported via XRF to contain lead at concentrations of 1.2 and 1.5 mg/cm²
7 HAZARDOUS BUILDING MATERIAL SAMPLING- in Auditorium PCBs Commonly used in building products such as caulking, glazing and paints Federal level for EPA involvement is 50 ppm. State level is >1 and <50 ppm Sampling Analyzed 42 samples of paints and caulks Results Caulk concentrations were between 0.94 and 2.6 ppm Paint concentrations on doors, frames and walls ceilings were between 5.9 and 87 ppm with the exception of - Gray paint found on concrete floors contained PCBs in concentrations of 1,600 to 4,900 ppm
8 CERAMICS ROOM Due to the elevated concentrations of PCB s in the gray paint the Committee authorized T & B to test the only other rooms in the school that contained the same color floor paint: Ceramics and boiler rm both had levels of PCB 1000 ppm & 890 ppm (Boiler rm.) The Ceramics room was taken off line The boiler room is inaccessible to the students Rooms will be remediated this summer
9 HAZARDOUS BUILDING MATERIAL SAMPLING PCB Dust Wipe Samples Collected and analyzed 6 wipe samples from 3 locations on the auditorium floor Results No PCBs were detected in four of the samples One set of wipe samples showed concentrations of 2.5 to 2.9 ug/wipe Clearance level for dust wipes in schools is 1.0 ug/wipe NCPS closed the auditorium Additional Testing Currently conducting testing of concrete substrate to determine extent of remedial requirements. Working with EPA on pre-approval of remediation plan
10 ABATEMENT PROCESS Work will be done during Summer 2015 and the building will be closed to the public Develop and adopt Best Management Practices Prepare technical specifications and Health & Safety Plan for abatement of hazardous building materials Focus on methods to contain, transport and dispose Abatement areas will be fully contained using 6-mil polyethylene barriers. The work area will be marked with caution tape and warning signs.
11 Abatement Monitoring ABATEMENT MONITORING Monitoring of abatement will be conducted by a licensed Project Monitor The monitor will observe and document removal activities are being conducted in accordance with technical specifications and Health & Safety Plan Air samples for asbestos fibers and dust will be collected interior to the building during abatement activities Air samples will be analyzed on-site to determine if any corrective actions are necessary to minimize dust Following removal activities, the monitor will conduct a visual inspection of all work areas to confirm no dust or debris remain
12 POST ABATEMENT SAMPLING Confirmatory samples will be collected from abated areas following removal of asbestos and PCB containing materials. Asbestos air clearance sampling prior to re-occupancy to ensure no asbestos fibers are present prior to removing containments PCB Bulk Samples will collect of substrate materials to remain, PCB dust wipe samples interior to work area and outside work area to ensure no PCB containing dust is present, and PCB air samples will be collected prior to reoccupancy
13 NEXT STEPS Prepare bid documents for Remediation contractors Bid the work by the end of March Start removal at the end of the school year Remediation completed by end of summer 2015
