BOX CALIFORNIA BUILDING DIVISION (714) Single Family Residential New Construction, Additions & Alterations Submittal Requirements Required agency approvals The following City department and outside agency approvals are required prior to permit issuance. Please contact the following department or agency and obtain their approval while plans are being processed by the Building Division. Planning Division ( ) The applicant is responsible to contact the City of Yorba Linda Planning Division with the Building Permit Submittal Form for their review and approval. When a Conditional Use Permit (CUP), Design Review (DR) or an Administrative Adjustment (AA) is required, the conditions of that approval shall be reproduced on the plans. Engineering Division ( ) The applicant is responsible to contact the City of Yorba Linda Engineering Division for review and release of the building permit application. Projects located within a special flood hazard area are mandated by Federal Emergency Management Agency (FEMA) to certify the pad elevation and provide a certificate to the Engineering Division for review. Based on that review, additional construction requirements may be imposed. Any additional requirements must be detailed within the construction documents prior to issuance of the building permit. Additional requirements and forms can be obtained from the Engineering Division. For new single family dwellings, additions and remodels, plans must indicate all curbs, gutters and sidewalks. If curbs and gutters do not exist, street improvement plans may be required per Yorba Linda Municipal Code (YLMC) Sec Yorba Linda Water District ( ) For commercial construction, the applicant is responsible to contact the Yorba Linda Water District (YLWD) in order to obtain approval and/or pay required fees. For new single family dwellings, additions and remodels, the applicant is responsible to contact the Yorba Linda Water District in order to obtain a Will Serve Letter, approvals and/or pay required fees. 2 Page 2 Placentia/Yorba Linda School District ( ) The applicant is responsible to contact the Placentia/Yorba Linda School District (P/YLSD) in order to pay any required fees. For new single family dwellings and any addition with a combined floor area of 500 square feet or more of habitable space, fees must be paid to the P/YLSD. Orange County Fire Authority ( ) The applicant is responsible to route plans to the Orange County Fire Authority (OCFA) for review and approval when any answer of Yes is checked on the OCFA questionnaire form. Approval by OCFA is typically required when: the property is within 300 feet of an active or abandoned oil well (methane review and mitigation), an existing dwelling with an attached garage plus the square footage of any addition(s) exceeds 3,600 square feet, the existing structure is located more than 50 feet from the street curb or when a fire sprinkler system is required or altered. Projects located within an Administrative Boundary as determined by the Department of Oil, Gas and Geothermal Resources shall comply with the adopted Fire Code in the following manner: a. Additions to existing construction with no mitigation are exempt unless the footprint of the addition exceeds 1,000 square feet or the addition to the existing building footprint is within 25 feet of a recorded oil well, active or abandoned. Projects not exempt are subject to methane gas investigation and possible mitigation. b. Any addition to an existing building with methane gas mitigation features is also subject to mitigation. Look online at for further information Department of Oil, Gas and Geothermal Resources ( ) The applicant is responsible to obtain a letter of review and any recommendations from the Department of Oil, gas and Geothermal Resources (DOGGR) with respect to an Administrative Boundary. If the project is located within an Administrative Boundary area, then testing for methane gas mitigation is required along with OCFA approval. Locations of active and abandoned oil/gas wells shall be shown on the plans. Orange County Sanitation District ( ) The applicant is responsible to route plans to the Orange County Sanitation District (OCSD) for review and approval. Yorba Linda Disposal Company ( ) The applicant is responsible to route plans to the Yorba Linda disposal Company for review and approval. Department of Industrial Relations for Elevator Safety ( ) The applicant is responsible to route plans to the Department of Industrial Relations for Elevator Safety (DIR) for review and approval. Approval is required prior to the structural final inspection for the project. South Coast Air Quality Management District ( ) The applicant is responsible to route plans to the South Coast Air Quality Management District for review and approval. Waste Management Plan ( ) The City of Yorba Linda Ordinance requires that construction materials from new construction, remodeling or demolition shall be identified for reuse, recycling or disposal. The intent is to reuse or recycle at least 50% of construction waste. Forms are available at the Building Division for this purpose. Permits for construction will not be issued until the required forms have been completed, submitted to the Building Division and approved.

3 Page 3 Documents Required At Time Of Submittal THE PLAN PACKAGE WILL RECEIVE A PRELIMINARY REVIEW BY THE COUNTER TECHNICIAN AT TIME OF SUBMITTAL. PLAN PACKAGES DETERMINED TO NOT CONTAIN ADEQUATE INFORMATION TO ALLOW A COMPLETE PLAN REVIEW WILL BE RETURNED TO THE APPLICANT FOR COMPLETION. 1. Completely fill out the BUILDING PERMIT SUBMITTAL FORM provided at the Building Division public counter listing project location, owner, applicant, engineer, architect, contractor and basic project information which is used to develop the appropriate permit applications. 2. Provide two (2) complete sets of plans, soils reports, structural calculations, trusses, engineer s reports, and any other required documents specific to the project, manufacturer s data for fireplaces and any other specialty products for the project. Provide additional document copies as indicated on the BUILDING PERMIT SUBMITTAL FORM. 3. Deferred submittals for any element of a new single family dwelling, addition or alteration, except fire sprinklers, shall not be allowed. All building elements shall be submitted and reviewed as a part of the plan review process prior to any permit issuance. (A CBC) 4. Any single family dwelling in excess of 5,500 s.f. of floor area shall be provided with a fire sprinkler system. The floor area shall be determined in accordance with the CBC definition for Floor Area Gross. Portions of the structure not required to be protected by the automatic sprinkler system do not need to be included into the floor area calculations. Sprinklers shall not be required in open attached porches, carports and similar open structures. Note on plans, submit sprinkler plans to Orange County Fire Authority and provide plans approved by Orange County Fire Authority at time of framing inspection. ( , , CYLMC) 5. A formal soils investigation report shall be provided for any single structure which is 500 s.f. or greater, aggregate of all structures is 500 s.f. or greater or for special conditions for a structure of any size which the Building Official determines that a soils investigation is warranted. This report shall be prepared by an engineer registered in the State of California. The report shall be in accordance with and provide appropriate information as required by Section 1802 of the CBC. ( CBC) 6. Plans and calculations shall be stamped, signed and dated by an engineer or architect registered in the State of California for those plans or calculations for which that engineer or architect is responsible. Example: Electrical Engineer stamp and sign only the electrical plans and calculations, Architect stamp and sign only the architectural plans. The owner may sign, date and state Owner on those sheets not stamped and signed by an engineer or architect. Information Required On the Plans Cover Sheet 1. Provide a code analysis on the cover sheet of the plans stating; Type of Construction, Occupancy, Number of stories, Living and garage floor areas, Floor area of addition or alteration, Fire sprinklered or not. (A CBC) Plot Plan 1. The construction documents submitted shall be clear and readable, provide a site plan, drawn to scale, showing new and existing structures on the property, walls and fences, dimensions between all structures and to all property lines, slopes, street and finish grades. Show all easements on the property and adjoining right-of-ways with street centerlines and face of curb shown. Indicate on the Plot Plan the exact location and size of the electrical main service for the home. (A106.2 CBC)

4 Page 4 2. Sewer and septic system information: a. If the new home, addition or alteration is connected to the public sewer system, show the size and location of the sewer lateral from the house to the public sewer system in the street or sewer easement. b. If the new home, addition or alteration is connected to a private sewage disposal system, the following information must be provided: i. Locations and dimensions of the septic tank and seepage pits with dimensions to all property lines, walls, fences, pools and buildings on the property on the Plot Plan. Foundation Plan Floor Plan ii. For a new septic system, provide a design for the complete system in accordance with Appendix Chapter K of the California Plumbing Code. The design shall be provided by a California Registered Mechanical Engineer, Civil Engineer or a California licensed C-36 or C-42 Contractor. The design shall be stamped, signed and dated by the engineer or shall show the Contractor s name, address, phone number, license number, license classification and signature of the contractor. iii. For an existing septic system, provide a written review and analysis of the existing system identifying that the design and capacity is in accordance with the current requirements of Appendix Chapter K of the California Plumbing Code for the proposed scope of work and provide written verification that the system is fully functional and operating within the required design parameters. The report shall be provided by a California Registered Mechanical Engineer, Civil Engineer or a California licensed C-36 or C-42 Contractor. The report shall be stamped, signed and dated by the engineer or show the contractor s name, address, phone number, license number, license classification and signature of the contractor iv. Disposal Fields (Section K6, California Plumbing Code) and Cesspools (Section K8, California Plumbing Code) as stated in the California Plumbing Code are not adopted and may not be installed. v. Existing septic systems serving a home located less than 200 from a public sewer system, which have adequate capacity, which conform to the requirements of Appendix Chapter K of the current California Plumbing Code and when such septic system is fully functional and operating within required design parameters, shall be allowed to be maintained without connecting the home to the public sewer system. The septic system shall be reviewed and analyzed by an engineer or contractor as identified in Item (iii) above. A formal letter from the Yorba Linda Water District shall be provided stating the availability of the public sewer system (availability is defined as the project location being within 200 from the nearest public sewer system connection). vi. Existing septic systems which do not conform to the requirements of the current California Plumbing Code or do not operate within the required design parameters shall be replaced or upgraded to the current septic system requirements of the California Plumbing Code. vii. Any new home or a home which is altered or added to shall connect to the public sewer when the nearest public sewer system connection is within 200 of the project location. A formal letter from the Yorba Linda Water District may be required stating that the public sewer system is available.

5 Page 5 Building Sections Building Elevations Roof Framing Plan 1. Provide truss plans, roof and floor, for all portions of the proposed structure(s). Plans shall include design for each individual truss, an overall truss layout plan and erection details. Plans shall be stamped, signed and dated by an engineer registered in the State of California. ( CBC) 2. Truss plans shall be submitted to the engineer of record for the overall building for review prior to submittal to the Building Division. The engineer of record shall provide a note on the truss plans or a shop drawing approval stamp stating that the truss plans are in general conformance with the design of the building. The plans submitted to the Building Division shall contain no red line revisions or corrections to the truss package. ( CBC) Floor Framing Plan Construction Details 1. Provide general construction notes, material specifications, material strengths, material grades, species, etc. as appropriate for the project. 2. Note on plans that project complies with the 2007 Editions of the California Building Code, California Electrical Code, California Plumbing Code, California Mechanical Code, California Fire Code and the California Energy Code. 3. The plans shall provide a statement specifically listing all required special inspections for the project. Special inspections shall be as required by Section 1704 of the CBC. ( CBC) Electrical Plan 1. Conductors normally used to carry current shall be of copper. For aluminum and copper-clad aluminum #6 AWG and larger, see Sec Exception: Aluminum conductors smaller than #6 AWG may be used provided the method of connection is approved in advance by the Building Official and the installation is made under continuous special inspection. (YLMC ) Note on plan. 2. Provide complete electrical load calculations, on the plans, showing the main electrical service size required for the project. An electrical service size of 400 amps, 240 volts, or larger shall be designed by an Electrical Engineer registered in the State of California. The Electrical Engineer shall stamp, sign and date all electrical sheets and the load calculations. An electrical service size less than 400 amps, 240 volts, may be designed by the homeowner or an appropriately licensed electrical contractor. When an electrical contractor is responsible for the electrical design, the contractor shall sign all electrical sheets and load calculations showing the name of the person preparing the electrical plans, company name and state contractors license number. When a homeowner is responsible for the electrical design, the homeowner shall sign all electrical sheets and load calculations showing the homeowners name and stating homeowner on the plans. Plumbing and Mechanical Plans 1. Separate and specific plumbing and mechanical plans are not required to be provided unless special circumstances, as determined by the Building Official, exist.

6 Page 6 California Energy Code 1. Provide complete, signed energy compliance forms CF-1R and MF-1R for Climate Zone 8, reproduced on the plans. 2. Provide a specific listing on the plans of all the Installation Certificate Forms (CF-6R) and Certificate of Field Verification and Diagnostic Testing Forms (CF-4R) required to be presented to the City field inspector prior to the final inspection sign-off for this project in accordance with the requirements of the energy analysis. This listing shall be placed in the plans with the Certificate of Compliance Forms. Notes Required on the Plans a. Applications for which no permit is issued within 180 days following the date of application shall automatically expire. (A CBC) b. Every permit issued shall become invalid unless work authorized is commenced within 180 days, a successful inspection is not obtained within 180 days, or if work is suspended or abandoned for a period of 180 days. Permits which have become invalid shall pay a renewal fee of 50% of the original permit fee amount when the permit has been expired for up to one (1) year. When a permit has been expired for a period in excess of one (1), the renewal fee shall be 100% of the original permit fee. (A105.5 CBC) c. Fire sprinkler plans stamped approved by the Orange County Fire Authority shall be provided at the site at time of framing inspection. d. Water closets shall have an average water consumption of not more than 1.6 gallons of water per flush. (402.2 CPC) e. Urinals shall have an average water consumption of not more than 1.0 gallons of water per flush. (402.3 CPC) f. Water piping materials within a building shall be in accordance with Sec of the California Plumbing Code. PEX, CPVC and other plastic water piping systems shall be installed in accordance with the requirements of Sec. 604 of the CPC, Installation Standards of Appendix I of the CPC and manufacturers recommended installation standards. CPVC water piping requires a Certification of Compliance as specified in Sec of the CPC prior to permit issuance. g. All construction shall comply with the 2007 Editions of the California Building Code, California Electrical Code, California Mechanical Code, California Plumbing Code, California Fire Code and 2008 California Energy Code THE FOLLOWING TWO NOTES ARE REQUIRED TO BE PLACED ON PLANS FOR NEW SINGLE FAMILY RESIDENCES ONLY. DO NOT PLACE THESE NOTES ON ALTERATION OR ROOM ADDITION PLANS. h. Two separate site visits and reports prepared by the Engineer of Record for the new home design are required: ( CBC) 1. The Engineer of Record shall inspect the slab and foundation system installation just prior to the concrete pour to verify that the foundation installation is in accordance with the approved plans and design. The Engineer of Record shall then prepare a report stating the foundation installation is in accordance with the approved plans and design. The foundation inspection and approval to pour concrete will not be approved until the inspection certification letter by the Engineer of Record has been received and approved by the City of Yorba Linda Building Division. 2. The Engineer of Record shall also inspect the completed framing system of the home after the installation of the rough plumbing, mechanical, electrical systems and the exterior of the home has been weather wrapped. The Engineer of Record shall then prepare a report stating that the framing system has been installed in accordance with the approved plans and design. The rough framing, plumbing, mechanical, electrical and exterior weather barrier inspection shall not be approved until the inspection certification letter by the Engineer of Record has been received and approved by the City of Yorba Linda Building Division.

7 Page 7 i. A pre-construction meeting is required immediately prior to the start of construction. This meeting shall take place at the site of the new home. The meeting must include a representative of the Building Division, the general contractor, a representative of each of the subcontractors (electrical, plumbing, mechanical, grading, off-site contractor, etc) dependant upon what sub-contractors are to be involved in the new construction and a representative of the owner may also be present. The meeting will review required permits, temporary power requirements, documents required to be on site, inspection requirements, field correction notice procedure, changes in the field, final inspections and gas and power releases, questions form the contractors or owner and any other special procedures or conditions for that particular new home. The pre-construction meeting shall be scheduled through the Building Division front counter at Revised 4/20/10 SFR Submittal Req.
