Phased Building Information Management (BIM) and Modeling Implementation Plan David J. Gutierrez, AIA September,
Current State: Design and construction data is not shared, maintained, or updated across the enterprise to accurately support facility life cycle sustainment Current State Impacts: Inefficiencies (manual inputs, repeat data entry, etc.) Reduced productivity Poor management and coordination Wasted resources Frustrated personnel 2
BIM Definition: To develop a comprehensive strategy for collecting, managing, and sharing required data / information to accurately support facility life cycle from early planning to building disposal BIM Goals: Standardize data processes and data format for facility life cycle sustainment Data entered once, used repeatedly, used consistently and maintained current 3
BIM is: Data Deliverables for facility life cycle sustainment Part I - Manuals: Operation and Maintenance (O&M) data: cut sheets, warranty, certificates, test reports, etc. on equipment and bldg. systems CADD drawings: Floor Plans, Utility Schematic Diagrams, Enlarged Connection and Cutoff Plans Operation, diagnostic techniques, and repair procedures for Mechanical, Electrical, Plumbing (MEP), fire protection systems, etc. 4
BIM is: Data Deliverables for facility life cycle sustainment cont d. Part II: Facility Data Files: Standardized facility data template to support Public Works (PW) MAXIMO & Infrastructure Condition Assessment Program (ICAP) for life cycle sustainment Facility Data Files to upload directly into Public Works MAXIMO UNIFORMAT I data template deliverable Open 3D file format 5
BIM is Not: A specific software solution e.g. REVIT, Bentley, etc. NAVFAC will not require industry to purchase specific software, BIM solution is vendor neutral for parametric modeling A modeling solution 6
Policy: Purpose: Phased BIM Implementation Plan ECB NAVFAC s Building Information Management and Modeling (BIM) Phased Implementation Plan, June 2014 Provide overall NAVFAC policy and guidance on implementation of Building Information Management and Modeling (BIM) deliverables, roles, and responsibilities 7
Applicability: For all Blue Navy projects Design-Build (DB) and A/E Design Bid Build (DBB) that meet the following requirements: 1) New construction greater than or equal to $750K 2) Major renovation greater than or equal to 50% of the Plant Replacement Value and greater than or equal to $2.5M 3) In-House Design Bid Build (DBB) teams presently not required to use BIM due to limited network capacity and capability 8
PHASES: Phase I Electronic Deliverables, FY15 Phase II Field Training on BIM electronic deliverables and Designer of Record (DOR) Modeling requirements, FY15 Phase III 3D Parametric Modeling, FY16 9
Phase I Deliverables (FY15): Facility Electronic Operation and Maintenance Support Information (eomsi) Specification Section ) eomsi Manuals a) Product and Drawing Information b) Facility Information c) Primary Systems 2) eomsi Facility Data Workbook eomsi Facility Data Workbook Contains required eomsi facility data file, which is a contract deliverable populated by the Contractor and provided to the Government for upload into MAXIMO 10
Phase II Training (FY15): BIM Electronic Deliverables, Designer of Record modeling requirements and NAVFAC DM, PM, CM responsibilities Training Locations: LANT WASH ML SE SW NW PAC HI 11
Phase III 3D Parametric Modeling Criteria (FY16): BIM Requirements for Designer of Record (DOR) - Contains definitions, minimum modeling & facility data requirements, submittals, & reviews for the A/E to follow during design of 3D parametric models BIM Project Execution Plan - Completed by the DOR that identifies BIM objectives, goals, authoring applications, etc. BIM Guidelines - Explains roles & responsibilities for design and construction field staff to follow as BIM deliverables (manuals, facility data workbook, & 3D parametric model) are submitted by A/E & KTR for NAVFAC review & approval 12
Cost for eomsi & BIM Deliverables The implementation of subject deliverables will not increase the cost of doing business with NAVFAC: A majority of A/E design firms incorporate parametric modeling as a design standard; by NAVFAC adopting this standard it will improve efficiencies & decrease costs between Gov t & industry By formalizing 3D parametric modeling & facility data requirements, NAVFAC will standardize electronic deliverables across the command & create a template for industry to benchmark Electronic Deliverables: eomsi Manuals Current requirement, no cost impact eomsi Facility Data Workbook Existing data KTR currently provides Gov t in a new format (spreadsheet), no cost impact 3D parametric model - Industry standard & Gov t requirement, no cost impact 13
In-House Parametric Modeling: Working with REVIT software for in-house Design Bid Build projects Current Navy IT network (NMCI) presents software, & network challenges due to sporadic bandwidth and limited capacity Until Navy Next Generation Enterprise Network (NGEN) comes on-line in FY15, the capability for inhouse parametric modeling is unknown NAVISWORKS is a viewer that in-house design teams will use to conduct clash detection and perform various quality assurance reviews of parametric models submitted by DOR 14
BIM Actions Completed: Document command facility data requirements Document data storage capacity & requirements Execute in-house BIM Pilot Projects Document challenges (hardware, software, & network) BIM will Effect: Facility Electronic Operation and Maintenance Support Information (eomsi) guide specification and associated deliverables, uploaded to WBDG - Spring 2014 Business management processes, roles, etc., Improved Business Line (BL) coordination 15
BIM Actions To Complete: Update Design Build (DB) Request for Proposals (RFP), Design Bid Build (DBB) Statement of Architectural and Engineering Services (SAES), and NAVFAC design and construction processes for BIM implementation Coordinate BIM requirements between NAVFAC and Defense Health Agency (DHA) which references UFC DESIGN: MEDICAL MILITARY FACILITIES Coordinate with USMC to develop draft facility data workbook and templates 16
