WAIMAKARIRI DISTRICT COUNCIL JOB DESCRIPTION JOB TITLE: UNIT: Geographical Information Systems Administrator Information and Technology Services Unit DATE: October 2012 REPORTS TO: LOCATION: Information and Technology Services Manager Rangiora, although support is provided for several locations across the Waimakariri District, including Kaiapoi and Oxford. POSITION PURPOSE The purpose of this position is to: Manage and administer the ArcGIS Server environment including administration of relational databases and web client mapping application. Manage activities involving the Council s geographical information system (GIS) projects and requirements; Contribute to the effective operation and maintenance of the Waimakariri District Council s (WDC) geographical information system and the related infrastructure; Develop and implement methodologies and policies for the creation and use of spatial and tabular GIS related data; Ensure customers are supported to agreed levels of service; and Contribute to the protection, maintenance and enhancement of the Council s information assets by ensuring data availability and integrity. KEY TASKS 1. Operational Activities Develop, implement and maintain GIS software in accordance with a programme agreed with the Information and Technology Services Manager; Participate in the selection, design and implementation of the GIS infrastructure; Install and configure GIS related hardware and software (GPS units, handheld devices, mobile capturing applications etc.); Manage and administer ArcGIS Server environment (ArcGIS Server, ArcSDE, MS SQL) Develop and maintain GIS Web client mapping application (ArcGIS API for Flex); Ensure data integrity and accuracy is maintained; Ensure that GIS infrastructure operates in accordance with the Council s service standards by: Proactively monitoring all services; Resolving problems when detected or notified; HMR-10 Page 1 of 5 WDC - Job Description
Ensuring GIS infrastructure is maintained to agreed performance targets; Conducting regular maintenance as per agreed schedule. Ensure that GIS related incident root causes are established and that suitable permanent corrective action are implemented; Provide advice, training and support to GIS users; Manage aerial photography acquisition by developing and giving effect to maintenance plans and schedules. 2. Strategic Activities Keep abreast of industry best practice as it relates to GIS; Liaise with third parties and external agencies for supply and support of software, hardware and data; Analyse and determine user requirements; Contribute and give effect to annual work plans; Design and development of the GIS system and the integration with other corporate business systems (Hansen, RAMM, NCS, recreational booking (Swimming pools, sports grounds etc.) and library systems). Contribute to availability, capacity and continuity management processes; Contribute to annual and long term financial planning processes with relation to GIS development; and Participate in change management processes when required. 3. Information Security Assist with the development of information security policies Carry out information security procedures. Tasks may include: - Implementing and regular testing of disaster recovery plans; - Maintaining access controls over GIS systems, applications and data; - Maintaining controls to ensure that usage of external systems conforms with Council policies; Identify any potential improvements to GIS security. 4. User Support Assist with GIS related incidents and problems; Act as GIS escalation point for service desk personnel; Work with ICT service desk to support end users and achieve service level targets; Provide user training on matters relating to the GIS; Proactively inform customers of matters which may affect business; and Promote effective relationships between the Information and Technology Services unit and customers. 5. Standard Setting and Legal Compliance Develop methodologies for data capture and verification; Develop GIS technical procedures and standards; Comply with established standards and procedures; Ensure all licenses are appropriate and current; and Ensure that technology is used in accordance with vendor terms and conditions 6. Documentation and reporting Develop and maintain GIS and user procedures for new technology; Keep all GIS asset and configuration documentation current; Prepare reports regarding GIS activities as required. Reports may include: capacity, availability and service level reports. 7. Risk Management Identify risks associated with GIS technology acquisition, implementation, ownership and operation; Suggest ways to manage identified risks; and Implement agreed risk management procedures. 8. Other Contribute to ICT planning and policy development activities on request; Provide backup for and assistance to ICT team members as required; and Carry out any other tasks assigned by the Information and Technology Services Manager. OTHER REQUIREMENTS To take part in Civil Defence training programmes and exercises if requested to do so. To assist effectively in a Civil Defence emergency. To take all practical steps to ensure your own and other employees safety as well as the safety of members of the public. To notify the Information and Technology Services Manager of any hazards or potential hazards. To actively participate in providing solutions or suggesting better ways to do things. To ensure that proper account of tikanga Maori and the Treaty of Waitangi is taken in all Unit activities. To work in accordance with the Council s values. PERSONAL ATTRIBUTES In-depth, practical knowledge of ArcGIS Server and Desktop products. In-depth, practical knowledge of relational databases within an MS SQL environment. Understanding of fundamental GIS concepts and how they relate to an organisation across all platforms and business units in order to deliver Geospatial related information. A suitable qualification such as a diploma or other recognised polytechnic certification in GIS fundamentals or relevant industry experience in local government utilising modern GIS tools; Practical knowledge of data communications/networking / computer hardware and Microsoft operating system. Good knowledge of data security; Ability to research new technologies; Knowledge of software development including procurement thereof; Demonstrates a methodical approach to problem-solving and GIS administration; Strong oral and written communication skills; Ability to work with others at all levels within the organisation; Ability to prioritise own work in order to achieve position objectives; Commitment to ongoing professional development; and While not required, an understanding of local government and its processes would be advantageous. The nature of this role is such that there are likely to be times when it will be necessary to work outside normal working hours in order to carry out particular tasks.
