1 POSITION DESCRIPTION Position Title: Reports To: Location Date: Enable Overview Systems Developer General Manager Network Operations (dotted line to Chief Architect) Christchurch Enable is a partnership between Crown Fibre Holdings Limited and Christchurch City owned Enable Services Limited to build and operate the ultra-fast broadband (UFB) network for Christchurch and surrounding centres. It will deliver fibre broadband services to up to 180,000 homes, schools and businesses in Christchurch, Rangiora, Kaiapoi, Woodend, Lincoln, Prebbleton and Rolleston. Enable s fibre broadband will play a vital role as Christchurch rebuilds it will sit at the heart of our vision for a 21st century city. It will generate new industry, provide unprecedented access to global markets and services for local businesses, and enable the people of Christchurch to connect with each other in exciting new ways. More information about Enable is available from Primary Function of the Role: To be an integral part of all system developments, understanding the business requirements and driving the appropriate systems developments and integrations of existing systems seamlessly into the Enable business including the following functions: Performing hands-on development and improvement of new and existing applications and systems Providing ongoing optimization of operational and business systems, and processes via affordable investment. Participate, and in some cases own, process improvement through investment in applications and technology Providing on-call support for operational and business systems, including escalations and security system faults (supporting the existing Enable operational capability) Providing technical resource/assistance with project solutions and integration

2 Key Relationships: Key Dimensions of the Role: Completing functional testing of new platforms and services, and assistance in design and testing This role requires the incumbent to understand the business needs with respect to systems and system developments and therefore needs to work closely with the following stakeholders: Within Enable General Manager Network Operations Chief Architect Developers Testers Business Analysts Project Managers Major External Contacts: External developers No direct reports Expenditure Authority within budget or project allocation Decision Making Authority The Developer will be expected to be able to self-review and analyse inflight and future developments and then take the appropriate steps to ensure that the best outcome is achieved for Enable. Decisions Expected: Standards to be applied to the deployment, operation and maintenance of agreed technologies. Develop and implement customer solutions Decisions within DFA or within allocated budget for each delivery stream. Determine key value drivers and performance indicators. Health and Safety actions to ensure compliance Risks actioned to ensure infrastructure, services, and systems performance Recommendations Expected: Cost and performance analysed, best practices (minimised costs to achieve required reliability standards) on agreed technologies Advice to other business areas on standards to apply to new technology introductions. IT infrastructure, services, and systems product choice Prioritisation of resources to meet Business Plan outcomes Prioritisation of resources within approved Business Plan. Any performance improvements within approved Business Plan. Tactical decisions within Business Plan. Plant/Equipment replaced where required Proactive product changes to reduce cost and improve reliability of the infrastructure, services, and systems Contractor methods and practices to be specified in future contracts Expenditure greater than DFA. Issues outside of defined accountabilities.

3 Improvements to strategy and policy frameworks. Contractor performance problems escalated leading to termination of contracts if necessary Business Outcome Key Responsibilities KPI Systems Developed and Deployed Assist the Implementation and operation of the following processes in B/OSS systems; Fulfilment Assurance IT security Service activation Capability management Optimal solutions scoped/designed and implemented. Relevant technical and financial approvals obtained from key stakeholders as directed by current policy and procedure. Customer and business requirements provided for - on time, within costs and to standard Projects/Work managed through to completion of outcome. All standards, processes and procedures adhered to. Provide appropriate levels of technical expertise to other groups as necessary Scope/Design/ Architect to meet customer and company requirements. Standards and procedures adhered to. Project/Work effectively and efficiently project managed through to outcome, on time, within costs, to scope and quality. Project/Work handed over to standard. No unauthorised Operational or Project spend All project and operational reports prepared and submitted monthly in alignment with business rules and procedures. Information Technology Operated Assist Enable s IT and B/OSS services to provide 24/7 world class IT operational performance On-call support as required to resolve faults related to developed applications All records updated in alignment with company standards and procedures. System and Service availability achieved No service disruption, breaches related to security IT Network Standards adhered to. Standards Developed Establish best practise benchmarks to facilitate the achievement of lowest life time costs. Establish customer requirement, supplier and contractor capability. Develop electronic/automated design tools in conjunction with equipment vendors. Prepare Standards to meet customer requirements of content, quality, costs, customer growth and timeliness. Best practices established as directed. Standards produced to required format and quality as directed. Standards maintained as directed. Standards achievement reported monthly.

4 Technical Expertise Provided Health & Safety Managed Ensure development, review and ongoing maintenance of Enable Standards. Ensure implementation of all agreed Quality Strategies, Standards, Processes and Systems. Where appropriate, attend and participate in National Forums ensuring Enable Services Limited s requirements are being met. Communicate standards. Report on achievement of Standards. Proactively provide technical expertise to drive customer adoption and meet all customer requirements of service, quality, costs and timeliness. Provide technical expertise to ensure optimal performance at all times. Represent Company on technical issues to external professional bodies, other organisations, community groups and customers. Ensure development/revision of technical issues are kept in alignment with business direction. Document development/revision of technical issues in alignment with company standards. Keep up to date with area of expertise. Perform investigative design (lowest lifetime cost solutions) and recommendations made Ensure the is able to meet the growth demands of new connections and new services Develop and manage Health & Safety Plan Provide required Health and Safety reporting Develop Health & Safety plan for contract management environment (as it relates to platform work). Communicate plan to ensure awareness. Monitor performance to facilitate compliance. Initiate required actions to remedy noncompliance. Monitor expenditure on health and safety. Ensure contractors and suppliers meet Health & Safety obligations. Expertise maintained to required levels. All technical issues resolved in required timeframe. IT infrastructure, services, and systems established in alignment to world s best practice. Expertise provided in solving customer needs. All statutory requirements met. Health & Safety Management Plan delivered. Health & Safety plan monitored and reported monthly, and 98% compliance against plan achieved.

5 Policy & Statutory Compliance Achieved Key Challenges for the Position: Ensure compliance with Corporate Policies. Monitor business processes to assess compliance. Educate employees on legal and ethical requirements. Monitor and review employment practices. Identify and report on potential business and financial risks. Develop and implement risk management plans. Establish and maintain internal controls. All business processes follow published standards and guidelines. Enable has a large number of manual processes and procedures that need to be automated wherever possible. A zero-touch model is the ideal outcome. To work towards this, the Developer will need to work with people to explain the benefits of these developments are to Enable but also to be sensitive to the people who may be affected by these changes.

Comply with all of Enable s requirements and policies including the enforcement of internal controls and delegated authority rules. Know and monitor compliance and advise the CEO and General Counsel on any risk and ensure agreed mitigation plans are in place and actioned.
