Head of Financial Accounting Job Profile About the HCPC The Health and Care Professions Council (HCPC) regulates 16 different health professions. We were set up to protect the public. To do this, we keep a register of health professionals who meet our standards for their training, professional skills, behaviour and health. The organisation employs around 240 employees, who work in ten departments - Registration; Fitness to Practise; Education; Communications; Policy & Standards; Operations; Human Resources; Finance; IT and Secretariat. About the role We are currently recruiting for the Head of Financial Accounting. This is a key role within the Finance Department and the wider organisation, leading and managing the Financial Accounting team and supporting employees at all levels. The Financial Accounting team is responsible for financial transaction processing including the purchase to payment process and outsourced payroll, treasury management and the statutory accounts and audit. About the Finance Department The department supports the organisation by processing transactions including the fees paid by registrants, suppliers invoices, payroll and staff expenses. We manage the budgeting and financial reporting systems, and support budget holders and Council with management information and advice. The other posts in the department include The Director of Finance, who heads up the department and is a member of the Executive Management Team (EMT), taking responsibility for the strategic aspects of Finance and the work plan/ agenda. The Finance Business Partner, who is responsible for supporting budget holders with budget setting, forecasting and management accounts, as well as costing analysis and investment appraisal. The Transaction Manager, who manages the registrants transactions workload impacting the Finance Department, including daily workload and improvement projects. The Transactions Manager currently manages a Transaction Officer and Finance Officer.
Vacancy The Head of Financial Accounting, who is responsible for the accounting aspects of the department, covering annual financial statements, treasury function, payroll, purchases and payments. The Head of Financial Accounting line manages the Financial Accountant and Treasury Accountant. Job Description Head of Financial Accounting Department: Reports to: Direct Reports: Finance Director of Finance Financial Accountant Treasury Accountant Salary Band: Band B Scope of Job The Head of Financial Accounting leads and manages the Financial Accounting team, ensuring the team provides a responsive and reliable service to HCPC employees, Council members, suppliers and Partners He/she maintains and develop HCPC s financial systems and processes, ensuring the appropriate balance between customer service, financial control, security of information and efficiency He/she is responsible for ensuring that HCPC s financial transactions are promptly and accurately executed, recorded and reported Main Duties and Key Responsibilities Your principal duties and key responsibilities will be those set out below. Purchase to payment process and expenses Responsible for the weekly payments process, including controls to ensure that supplier and partner payments and employee expenses are properly authorised and recorded Accounting and purchase to payment system administration Perform the System Administrator role on the Sage and WAP systems, ensuring that approval routes, permissions etc are maintained appropriately Payroll/Pensions Responsible for overseeing the monthly payroll process and the performance of the outsourced payroll provider Responsible for ensuring that annual returns and payments are made on time to HMRC in respect of HCPC s PAYE Settlement Agreement and corporation tax Monthly Accounts Manage the month end process and review the balance sheet reconciliations Manage the calculation of monthly income receivable and deferred income and the reconciliation of balances in the accounting system to the Registration CRM system Oversee fixed assets recording and reporting including approving treatment of expenditure as capital, depreciation calculations. Liaise with the IT department on IT asset recording Banking and treasury Manage the relationships with HCPC s bankers and payment service provider, minimising bank and credit card charges Oversee cash forecasting and the investment of surplus cash in accordance with the investment policy Act as administrator for online banking systems and related software. Responsible for payment security through and BACS and CHAPS Annual Accounts and audit
Manage the year end process, ensuring the year end timetable deadlines are met Produce the HCPC Annual Report and Accounts in accordance with IFRS and FReM. Liaise with internal and external auditors throughout the year and assist them with their audits Business improvement Lead on development of Financial Accounting policies and procedures, and contribute to the development of other finance policies and procedures Provide Finance support to HCPC major projects as required General Deputise for the Finance Director in his/her absence Manage the relationship with HCPC s travel supplier, including setting and monitoring SLAs and KPIs and dealing with service complaints Approval of invoices up to 10k on the purchase order system (WAP). Member of the Cross Departmental Team Undertake ad hoc tasks as required from time to time by the Finance Director to assist in the general running of the Department. Understand the information security requirements for information accessed or processed in carrying out the duties of the role, treating the information with appropriate care as set out in the Information Classification and Handling Policy. Person Specification Essential Qualified accountant CCAB or equivalent Wide accounting knowledge and understanding, including experience within a similar-sized organisation
Proven ability to lead, manage and support a team, including project management Excellent interpersonal and communications skills Knowledge and understanding of preparing financial statements in accordance with UK GAAP and IFRS Proven ability to work within an integrated accounting package, preferably SAGE, including ability to perform System Administrator role Advanced MS Excel skills and good general IT skills Knowledge and understanding of supplier relationship management Excellent organisational skills and attention to detail Desirable Experience of preparing financial statements under the Treasury Financial Reporting Manual (FReM) Experience of public sector procurement and knowledge of the Public Contracts Regulations Thorough payroll/pensions processing knowledge (PAYE, NI, Statutory leave, P60s, P45s, P11Ds etc.)
