1 OVERVIEW OF THE ROLE PETERBOROUGH ADULT LEARNING SERVICE CITY COLLEGE PETERBOROUGH FINANCE MANAGER JOB DESCRIPTION The Finance Manager has lead responsibility for the College and Charity s financial operations and reporting as well as managing the Finance Team, with the support and direction of the Vice Principal Finance & Resources. The role is viewed as being key in enhancing the College and Charity s responsiveness in meeting the needs of all our stakeholders and in achieving our corporate targets and quality standards. The successful candidate will join a small team of dedicated hardworking and committed staff and be able to work flexibly within the working week and year. This is an ideal role for someone who wants a varied position which incorporates management and financial accounting. As well as the day-to-day running of the team, you will lead on financial operations and reporting, returns to the Local Authority and Charity Commission, the annual budgeting process and managing the finance and payroll systems. The organisation fosters a culture of continuous improvement so internal controls review, process improvement and efficiency drives are all welcome. ESSENTIAL PERSONAL QUALITIES OF THE POSTHOLDER This is a demanding and challenging post playing a key part in the continuing success of the College and development of the newly formed Charity. This key role has exposure to all departments and as well a recognised professional accounting qualification and experience working in and managing a busy finance team, the successful candidate will be able to demonstrate strong communication skills and the ability to liaise with staff at all seniorities, across a range of disciplines. The role will suit someone proactive and outgoing who enjoys team-working, is interested in the wider organisation and in having an impact and who is committed to providing an excellent, professional financial service with the highest integrity. Strategic forward thinking, a positive can do, will do approach and the ability to lead and motivate others are essential qualities. JOB PURPOSE Lead responsibility for the College and Charity s financial operations and reporting Line management of the Finance Department MAIN DUTIES AND RESPONSIBILITIES 1. Production of monthly management accounts pack to strict deadlines. 2. Lead on production of the annual budgets for the College and Charity. 3. Produce reporting pack for Governing Board Finance & Workforce Subcommittee. 4. Monitor and analyse internal financial reports against budget and forecast. 5. Organise and lead budget review meetings with budget holders. 6. Line manage, lead and develop the finance team. 7. Advise and train non finance staff responsible for ordering and approving expenditure and monitoring budgets. 8. Maintain and develop the finance and payroll systems 9. Ensure robust internal controls are maintained and communicated with all staff. 10. Be fully conversant with the content and application of the College s and Peterborough City Council s policies, procedures, financial regulations, controls and standing orders. 11. Ensure all monthly, quarterly and annual returns to external bodies (including Peterborough City Council, HMRC, Charities Commission, ONS, pensions authorities and Companies House) are accurate and submitted in compliance with deadlines. 12. Reconcile grant funding to subsidiary records and ensure all funds are received when expected. 13. Oversee invoicing of non-grant income through robust systems to ensure all income is fully collected. 14. Supervise credit control activity ensuring timely receipt of all monies due to the College. 15. Oversee the accurate operation of purchase ordering and invoicing system. 16. Process BACS supplier and payroll payments. 17. To ensure the College complies with VAT, PAYE, NI, pensions and other relevant legislation.

3 18. Ensure that the daily cashier and banking functions are completed correctly and promptly. 19. Oversee the accurate administration and recording of petty cash. 20. To ensure regular banking/accounting of all monies. OTHER DUTIES 1. To share duty manager sessions with other senior staff, including evening sessions when appropriate. 2. Other duties as determined by the Vice Principal Finance & Resources as deemed appropriate. 3. Actively champion the safeguarding of children and vulnerable adults. 4. Actively champion the promotion of College s Equality and Diversity. 5. Contribute to maintaining the Investors in People (IIP) and MATRIX (IAG) Standard. 6. Assist in working towards the College achieving an Ofsted Grade Meet the minimum requirements of Continuing Professional Development (CPD). GENERAL 1. To take an active role across college and be a key team member of the Extended Senior Leadership Team. 2. To ensure that the Service/Colleges policies including Equal Opportunities are fully met. 3. To contribute to team working within the Department and across the whole Service/College 4. To promote high standards of Health, Safety and Welfare, ensuring that the Service/College complies with statutory requirements. 5. To undertake other reasonable duties at the request of the Principal. VARIATION CLAUSE This is a description of the post as it is constituted at the date shown. It is the practice of this Service/College to periodically examine job descriptions, update them and ensure that they relate to the job performed, or to incorporate any proposed chances. This procedure will be conducted by the appropriate Manager in consultation with the post holder. In these circumstances it will be the aim to reach agreement on reasonable changes, but if agreement is not possible management reserves the right to make changes to your job description following consultation.
