Backgrund In the cntext f its risk mitigating strategy the Glbal Fund, in cllabratin with tw partners namely, Grant Management Slutins and SAP (a German IT multinatinal private-sectr partner), develped a tl called the Principal Recipient (PR) Management Dashbard t give the PRs and decisin-makers critical and essential infrmatin n their grant. These terms f reference were prepared in rder t identify and deply a Technical Assistance (TA) prvider that is capable f supprting a PR in the implementatin f the Dashbard fr their Glbal Fund grants. Technical Assistance fr the Implementatin f the PR Dashbard I. Objectives The main bjectives f the assignment are t install the PR Dashbard tl fr the PR, and t prvide the necessary technical supprt that allws fr the effective usage f this tl, in the PR management f Glbal Fund grants. II. Methdlgical apprach fr Technical Assistance prviders The technical supprt will be divided int three phases 1.1. Phase 1 : Planning The bjective f this phase is t plan and rganize the cnsultants interventin thrugh a crdinating meeting with the PR management, and als by gathering the relevant dcumentatin relating t the grant and the rganizatin f the PR (fr example, the grant agreement, an rganigram, the mnitring and evaluatin plan and the csted wrkplan). During this phase, the TA prvider shuld als determine the technical prerequisites t the installatin f the sftware. Estimated level f effrt : tw days remtely 1.2. Phase 2 : Implementatin The bjective f this phase is t install and cnfigure the PR Dashbard sftware alng with the relevant files. The main activities, t be built upn by the TA prvider, includes the fllwing specific tasks: Brief analysis f the grant thrugh carrying ut stakehlder interviews and examining the received dcuments ; Installatin f the SAP Crystal Dashbard Design sftware; In cllabratin with the PR fcal pints wh will be managing the tl, cnfiguring the dataentry applicatin using the grant indicatrs; Page 2 f 5

One day training n the data-entry prcess with a wrkshp that includes all the Sub-Recipients (SRs) and the PR technical team; Specific training fr the PR Dashbard fcal pint n the cnfiguratin and generating f the dashbards; Data input f the actual grant infrmatin int the crrespnding files (SR file and PR Master file); Supprt the analysis and understanding f the Dashbard and hw it can be integrated int the PR grant management prcess; and Supprt the develpment f a manual/guide fr the PR Dashbard. Estimated level f effrt : 30 days in ttal in the PR ffices in-cuntry 1.3 Phase 3 : Guidance / caching The bjective f this phase is t assist the PR with prducing a high quality Dashbard after the first Dashbard has been generated at the end f the secnd phase. Estimated level f effrt: three days remtely by ne cnsultant fr a perid f three mnths after the generatin f the first PR Dashbard by the PR. III. Main activities and level f effrt fr each assignment (indicative) The Ideal team cmpsitin is tw cnsultants fr an assignment duratin f three weeks with an extra 5 days remtely (ttal f 35 level f effrt days). It is expected that the cmbined cnsultant expertise reflects the varying needs f the PR (i.e excellent experience in PR Dashbard implementatin and prven expertise in the management and financial mnitring f Glbal Fund grants as well as IT/Applicatins particularly, management sftware). III. Deliverables fr the TA prvider The primary deliverable f the assignment is t set-up an peratinal PR Dashbard which cvers all the infrmatin relevant t the Glbal Fund grant. T achieve this bjective, the intermediary results t be reached by the TA prvider during the curse f the missin are : Cnfiguratin f the tl fr discussin with the PR ; A training mdule n the data-entry ; and A training mdule n the generatin f the Dashbard. IV. Required qualificatins, expertise and cmpetencies f Cnsultant(s) All types f university degrees in public health, scial sciences, internatinal relatins, management OR in ther fields if cmbined with relevant experience. Demnstrated expertise and experience f cnsulting multi-stakehlder bdies in the areas f CSOs engagement, management, capacity develpment and/r rights advcacy f KP/PLWD grups. Demnstrated knwledge/ understanding /experience f the Glbal Fund Grant Architecture and management prcess: NFM (The New Funding Mdel) Rles f the Glbal Fund Bard/Glbal Fund Secretariat/Technical Review Panel (TRP)/Office f the Inspectr General (OIG), Lcal Fund Agent (LFA), Cuntry Crdinating Mechanism (CCM), Principal Recipients (PRs), Sub-Recipients (SRs) Demnstrate having received training in the EPA methdlgy develped by The Glbal Fund Demnstrated knwledge/ understanding/experience f CCM Gvernance related issues: CCM Eligibility Requirements, CCM Functins and respnsibilities CCM structure CCM versight functin (prcess, activities, respnsibilities, tls) Cnflict f interest in CCM and assciated Glbal Fund plicies CCM Gvernance dcuments. Demnstrate having received training in the EPA methdlgy develped by The Glbal Fund Demnstrated experience in successful TA prvisin in the shrt and medium term.
