REPUBLIC OF SERBIA MINISTRY OF INTERIOR DIRECTORATE FOR POLICE EDUCATION, SPECIALISED TRAINING, PROFESSIONAL DEVELOPMENT AND SCIENCE
The Directorate for Police Education, Specialized Training, Professional Development and Science was founded in 2004. The Directorate is responsible for basic police training, specialized training and professional development (in-service) of police staff. Main strategic direction: 1. Contemporary service for all organizational units of the Ministry. 2. Development of an active and efficient cooperation with legitimate entities on national and international level.
Organizational units of the Directorate are: Headquarters Basic Police Training Center Center for Specialized Training and Professional Development.
Basic Police Training Center
Basic Police Training Center Basic Police Training Centre was founded 2007. as successor of the Secondary Police School, that was founded in 1967. The Basic Police Training was transformed on OSCE Mission`s initiative (Monk & Slater) Strategy for developing of education and training police system (2005 2010): two points: Transformation of SŠUP into COPO, and Transformation of VŠUP & PA into KPA
Basic Police Training Center Main goal of basic police training is to train the trainees for performing police work on basic level, such as: Enforcement the police, criminal and other law; Community policing; Maintenance order in everyday situations; Controlling minor criminal activities, Controlling and regulating traffic.
Basic Police Training Center The Basic police training lasts for 12 months: 10 months by teaching in the clasrooms and 2 months by practise in the police units, mostly police stations. Metodology of teching is based on principles and standards of adult teaching, that imply following: Small teaching groups: no more than 20 attendans; Applying a lot of different interactive teaching methodes, such as role play, simulation, discussion, debate, teamwork etc; Evaluation of quality of process of teaching, the program, environment etc.
Basic Police Training Center The Curriculum structure consists of subject and module-type classes, and imply: General themes from police work: sociology, human rights, gender equality, social diversity etc. Policing skilss: tactical, shooting, verbal and nonverbal communication, making of police reports, etc. Vocational modules: patrol police, crime police, border police, traffic police etc. Curriculum is based on training need analysis and job description.

Center for Specialized Training and Professional Development
Center for Specialized Training and Professional Development Started working in 2007. The Center for Specialized Training and Professional Development has 5 training centers, where the training courses are realized.
Center for Specialized Training and Professional Development Main goal of specialized training is to train the police officers for performing specialized police duties, such as: Controlling different criminal activities, especially combat against the organized crime, terorism etc. controlling and regulating traffic, Monitoring, securing and controlling the state border, Reacting in emergency situations etc.
Center for Specialized Training and Professional Development Main tasks: 1. defining the type and level of specialized training for every line of work within the Ministry, 2. integrating and coordinating all requests and needs for specialized training, 3. designing temporary curricula, 4. developing standards and competences for teaching courses, 5. establishing of the mentoring system.
COURSES FOR TRAINERS Trainer Development Courses These courses were encouraged by OSCE Mission since 2005. and were adopted by MOI of Republic of Serbia, as its own courses in 2010. According to the adult teaching model, training is defined as transfer of professional skills, knowledge, attitudes, and information; Police trainer is a certified and competent police officer, who is responsible for transfer of police skills, knowledge and information, by using the adult teaching methodology.
COURSES FOR TRAINERS The Trainer Development Courses consists of: The Trainer Development Course, that lasts 4 weeks, with mentoring phase (3 hours teaching). The Curriculum Design Course, that lasts 2 weeks, with mentoring phase (creating a curriculum on directed or free chousen topic). Evaluation Course. These courses are a core of competences in Directorate
TC Avala The centre is situated on the mountain Avala. Numerous courses and seminars for the Criminal Investigations Directorate, the Directorate of Traffic Police, the Negotiating Team of the Ministry of Internal Affairs are held there
TC Kula The centre is situated in a town called Kula. Numerous courses and seminars for the Directorate of Traffic Police, the Directorate of Security, etc. are held there The centre is in constant use by Counterterrorist Unit and Gendarmerie members
TC Makiš The centre is situated in Belgrade. It functions as a sports and recreational centre for the MoI s personnel The testing of physical condition of the MoI s personnel is conducted there The manifestations for the Day of MoI and police are performed there
TC Mitrovo Polje The centre is situated on the mountain Goč, near Vrnjačka Banja. Field training of the CPA students is delivered there, as well as the course for the instructors of operational-tactical skills, the training of the Gendarmerie and Counterterrorist Unit members, etc.
