2 Introduction ELFA has fourteen years of experience in arranging FIATA DIPLOMA courses in Estonia. In order to secure the high quality of the training, the transparency as well as the compatibility of the contents to the requirements of the ever- changing international forwarding industry the national association had launched a comprehensive revitalization of the course structure and delivery in The open competition for the new training provider was finalized with selecting The Tallinn College of Engineering, now University of Applied Sciences as ELFA partner for the previous and also next period.
3 FIATA Diploma Course Organisation Open Competition by EFFA to find training provider was selected starting from year 2001 Tallinn University of Applied Sciences (before that Tallinn College of Engineering) Training of trainers (TOT) to secure in- depth knowledge of requirements and standards FIATA Diploma Course Steering Committee ELFA Board Members ELFA Secretary General (Chairperson) UAS Dean of Transport and Logistics Department UAS Head of Open University (In- service training unit) Representative of the Ministry of Economy and Communication Supervising Lecturer of FIATA Diploma Course Leading lecturers of each module (when necessary)
4 Introduction to the University of Applied Sciences (1) The Tallinna Tehnikakõrgkool/ University of Applied Sciences is a professional higher educational institution, with the aim to provide professional higher educational studies in the field of engineering. The Tallinna Tehnikakõrgkool/ University of Applied Sciences has found its position in Estonia and gives valuable and important higher education for more than 2600 students. The vision of the TTK/UAS is to become an internationally recognized professional higher educational institution. The mission of the TTK/UAS is to support the development of continuous Estonian society, by offering contemporary professional higher education in the creative, innovative and active environment which is contributed by the applied researches in the field of engineering
5 Introduction to the University of Applied Sciences (2) UAS has a long history which goes back to 1920-ties. The UAS grew out from Tallinn Polytechnic School which was the first educational establishment offering technical education in Estonia. Since the very beginning highly qualified specialists have graduated from our college. The process of transferring from the curricula of technicians of vocational educational level to the curricula of applied higher education started in The curricula of higher applied education were accredited by the international work group in Throughout the following period the aim of UAS has been to reach the internationally recognized level of higher applied education. In training the students to become competitive specialists the requirements of the employers have been considered.
6 Introduction to the University of Applied Sciences (3) Since 1998 UAS offers the Transport and logistics curricula. After completing the programm students receive knowledge and skills to become professionals in freight forwarding, in the logistics and in SCM fields. Since 2007 UAS is sertified to make FIATA courses
7 What Are The Benefits Of FIATA Diploma? Benefits for the individual applicant Benefits for the industry and FIATA The successful applicant obtains an unique and world-wide, well known distinction of the industry. The FIATA Diploma has an excellent reputation in the industry. The course material is based on Training programmes validated by FIATA. Despite the international character the applicant can pass the examinations with the National Association of his country. It can be easily combined with already existing National Training courses. Validated Training Programmes reflect the development of Vocational Training in the industry. Very helpful source of information on structure, progress and improvements to be made in Education matters of the industry world-wide.

10 FIATA Diploma Course Structure Total 310 contact ac. hours 2/3 classroom lecture- seminar-discussions 1/2 practice in small groups, tutored (cases, documents, procedures, visits, teamworks, projects) In addition individual work (legal texts, documents, cases etc) One run per year on first year, individual modules in demand repeated Wednesdays and Thursdays of each weeks (with respect to holidays etc) Training sessions from 9 am til 5 (7) p.m.
11 FIATA Diploma Course Lecturers Selection by personal contact- recommendation 16 leading lecturers, 9 responsible for their module Replacement team developed In addition experts from the field will contribute, ideally each module have 3-4 teammembers Right now 9 practitioners, 5 academic with practice background and 2 academic
12 FIATA Diploma Course Participants Mostly practitioners from logistics companies, with at least secondary education and 2 years of experience Average group size 12, for general modules more Records for ELFA first week module starts and end of module Records collected according to UAS database set-up, meeting the requirements set for higher education establishments
13 Student Assessment End of Module Test (1-2 hours) Course Final Paper (Students encouraged to bring their own case, must involve problemsolving and all related aspects), individual preparation, oral defence Modules 60% and Final Paper 40% of the final score. Each module weighed based on actual hours, total 100 points
14 Course Assessment Scorecards of each module with lecturer s comments Module Assessment Form Auditing a class of each module Follow- up Questionnaire 3 months after module ends to participant and after full course also to employer.
15 Quality Maintenance Steering Committee meetings once a month during course run, a month after and prior to course Discussion of course assessment results, suggestions for improvement or upgrading Head of Program, leading lecturer of FIATA courses in Estonia at UAS instructs and supervises the relevant lecturers Trial of changes with UAS correspondence students, same assessment tools, results analysed Steering Committee approves the upgraded- amended curriculum prior to new academic year (=runs)

17 E-learning Starting from year 2010 we have an e-learning environment and e-support to all our modules in FIATA course We use a lot of self e-learning courses and learning objects to raise the individual work and better understanding in some fields

21 Numbers In 2008/2009 run, there were over 40 people who took the different FIATA modules, half of them took more than 3 modules and 7 people took all 12 and succsesfully graduated and received FIATA diplomas In 2009/2010 run we had 10 people who took different FIATA modules In 2010/2011 run we had 40 people who took all modules, but graduated and received FIATA diplomas 5.
22 Example 13 module: Safety and security Learning Objective: The trainee will be able to describe current Safety and Security measures used in his/her daily practice as a Freight Forwarder and explain the difference between Safety and Security. Trainee should list and describe existing Security programs in the transport chain, taking into account the different modes of transport. The treatment is distributed to 4 topics (8 lecture hours). Topics: 1. Topic 1 describes the general knowledge of the logistic of Safety and Security measures in transport chain. 1 lecture hour, PowerPoint presentation slides. 2. Topic 2 describes Safety and Security program in intermodal transport chain. 1 lecture hour, PowerPoint slides. 3. Topic 3 describes Security concepts and regulations in Europe and AEO status. 4 lecture hours, PowerPoint slides, legislation acts from WWW, e-learning support 4. Topic 4 describes US initiatives and international cooperation of Safety and Security problems after September 11th lecture, PowerPoint slides, legislation acts from WWW, e-learning support
