3 MISSION OF THE INSTITUTION To assist the Ministry of Education and Science of the Republic of Lithuania to assure the quality of education by developing self-evaluation and external evaluation of educational institutions and providing heads of schools and school founders with the possibility to make more qualified decisions based on collected data.

6 Competency assessment of candidates for the role of school director The new procedure for appointment as a school director came into force on 10 July 2011 The methodology of competency assessment was created 433 expectant school directors have been assessed since 2011

7 COMPETENCIES ASSESSMENT Common competencies: Management competencies: personal effectiveness; strategic thinking and change management; learning to learn; people management; communication and information. strategic management of educational institutions; leadership of education and learning; leadership of teachers qualification upgrade; the structure of educational institutions, processes, resource management; educational institution partnership and cooperation.

8 Preparing training program for school directors newly appointed; with work experience at school; those, who failed competency assessment; those, who assessed competences, but have not become school directors.

10 Development of the self-evaluation instruments (IQES online) IQES enables three levels of self-evaluation and improvement: For person (teacher) For professional teams For school as organization IQES provides Self-evaluation instruments (online questionnaires, feedback forms after lesson, lessons observation samples) Sets of methods to improve lessons Consultation assistance

17 SHARING A SUCCESSFUL PRACTICE The book Methodology of self- evaluation at school (Vilnius, 2008) was written together with teachers The book contains recommendations from 33 Lithuanian schools how to do self-evaluation

18 LEARNING FROM SUCCESSFUL PRACTICE Folders of filmed lessons 1. Lithuanian language. (The main focus is on the assessment of students) 2. Religion and art. (The main focus is on the interdisciplinary links) 3. Faith. (The main focus is how the teacher fulfils the plan of the lesson) 4. ICT. (The main focus is on students activities individualization) 5. English language. (The main focus is on the collaboration while learning). Every folder has DVD disk with filmed lesson, plan of lesson, list with tasks for teacher. (Vilnius, 2009) 6. 19 WE CREATE SUCCESSFUL SCHOOL TOGETHER FILM FIND SUCCESS (Vilnius, 2010) The film contains successful practice at 8 schools The key question is how management of school influences teaching, learning and students achievements We also involved parents and asked their opinion about school management

20 Learning from each other and together to improve teaching and learning Folders of filmed lessons are given for each school Meetings with the local municipalities and principals. Discussions and debates about the film. We work further with the documentary (filmed lessons) during seminars and qualification improvement events. Schools and teachers also use this material for their own teaching and learning development Schools as partners
