Job Description and Person Specification Job title Programme Manager Staff Welfare Date reviewed October 2009 Purpose Manage and implement the Staff Welfare and Critical Incident Training Programme Responsible to Country Director Sudan Working with This post is a key member of RedR s Country Management Team in Sudan and will also work with the Training and Learning and International Programme teams within RedR HQ. Responsible for Trainers, Project Officer and consultant trainers. Managing external relations related to the programme in consultation with the Country Director. Location Nyala, South Darfur, Sudan (with some travel to North Darfur) RedR and the work we do Each year millions of people around the world are affected by natural disaster and conflict. RedR is the leading training and recruitment charity working in the area of international disaster relief. We provide training, consultancy and support to relief organisations and their staff around the world, improving emergency response and assisting people affected by disaster. Through building skills and training people in countries where disasters occur, we make a lasting impact on the ground. We recruit experienced relief workers following major global emergencies and advise potential new relief workers, ensuring skilled professionals are always available to respond. In response to recent humanitarian catastrophes, we currently have training and local capacity building programmes in Sri Lanka following the devastating tsunami, in Sudan in response to the increasing destabilisation of the region. Job Description Our programme aims to provide training on Staff Welfare and Critical Incident Management practices to NGOs in South Darfur as part of the bigger programme Improving safety practices of NGO humanitarian operations in Darfur. It comprises foundation level training appropriate for NGO staff and an extended mentoring programme developing the skills of a selected group of those who go through the foundation training, so that they are able to operate as an NGO managed network of lay counsellors. The Programme Manager (PM) is directly responsible for programme development, team management, and activity implementation. At various times the PM may undertake a training role to support the programme. The post holder must be an experienced trainer and manager with a demonstrated track record of implementing, administering and developing training. Main Duties and Responsibilities: Training Management The PM will implement the staff welfare programme as per the proposal and training timetable. The PM is to lead the development of the new 1

modules in collaborating with RedR s office in London. The PM is responsible for all programme reporting requirements. Organising develop systems to deliver training courses and workshops designed with the overall intention of improving the competence of relief workers in Darfur. The PM will ensure that materials and equipment for all training is available and functioning. Impact analysis The PM is ultimately responsible for programme monitoring and evaluation. The PM is responsible for planning a monitoring and evaluation process that measures the effect of the training on Staff Welfare and Critical Incident Management in Darfur to be implemented with the PM Staff Safety, Programme Advisor and Training Teams Leaders. As part of this the PM will ensure that an appropriate data collection and collation mechanism to record participation, evaluation and impact analysis is maintained by the training team members. Leading the programme team The team comprises national trainers and a project officer that are jointly responsible for facilitation of training sessions. The PM is responsible for establishing and leading this training team into becoming a cooperative and interactive unit. Team development and leadership is therefore an important component of the programme and the PM will be charged with implementing a capacity development plan for the national trainers. Programme Marketing - The PM will develop a proactive marketing strategy to ensure that NGOs make maximum use of this training programme. The PM will work with the Communications Coordinator on branding, development of case studies and ensuring the professional look of the training product. Networking and participating in coordination meetings The PM will engage in external coordination with UNOCHA, other UN agencies, counterpart NGOs and ongoing programme development forums. Liaison with donors In close coordination with the Country Director, the PM will maintain close cooperation with the donor representatives in Khartoum and when doing field visits. Administration including writing of programme proposals and reports, financial management, etc. Though the Country Director is the budget holder this post is accountable for managing the budget lines related to team activities. The post holder will also be responsible for contributing to country level reporting and donor relations with regards to the project. Other primary p tasks Maintaining close collaboration with the Finance Manager in Khartoum. Any other tasks or duties as required by the Country Director or the organisation. Achievement Indicators The training programme is carried out in a professional and well organised manner that reflects the RedR expertise in training facilitation. Ongoing impact analysis is carried out throughout the project s life so that training meets the needs of all stakeholders and beneficiaries. All training is completed according to an established training schedule. The activities of the programme are developed, expanded and consolidated according to arising needs and in dialogue with NGOs, donors and other stakeholders. Efficient financial management of funds allocated to the project, disposed within authorized budget framework according to given guidelines and authorities, and managed in an appropriate and efficient manner. 2

Adherence to deadlines, and ensuring that applications and reports are submitted according to established routines. Coordination with government, UNOCHA, other UN-agencies and NGOs is developed and maintained. Programme staff are supported and management of training team is carried out with respect to RedR requirements Cooperation with Country Director and other relevant staff maintained Person Specification Essential Excellent programme management skills, including experience in budget monitoring and financial management procedures Experience of working in a mental health/staff welfare environment, preferably at field-level. Understanding of critical incident stress debriefing and general stress management issues. Ability to support individuals in distress and be a role model for others to offer their support. Understanding of therapeutic and ethical boundaries with regards to psychosocial issues. Understanding of the difference between lay support and psychotherapeutic interventions. Solid experience in training preferably in psychosocial related subjects, and experience of leading training schedules. Demonstrated understanding of Staff Welfare and Critical Incident Management in the humanitarian sector through training experience or through research/ application in a previous role. Proven record of excellent people skills, including good communication and interpersonal skills Familiarity with humanitarian operations, backed up by relevant experience in complex emergencies. Degree in Education, or other relevant Social Sciences tertiary qualification. Other degrees or training qualifications will be considered if relevant work experience is applicable. Commitment to humanitarian relief and knowledge of the sector Excellent computer skills, with good knowledge of Microsoft Office applications Sensitivity to cultural differences and the ability to adapt to different contexts Fluency in written and spoken English Willingness to learn basic Arabic in order to communicate with others Willingness and ability to travel within Sudan Desirable Knowledge in concept note preparation, proposal writing, budgeting and reporting, and an understanding of institutional donor requirements Counselling or psychotherapeutic qualification. Nursing, or health care background. Previous experience of donors such as DFID, ECHO and USAID Knowledge of working in similar cultural contexts Working experience in Sudan 3
