1 BARNET AND SOUTHGATE COLLEGE JOB RESPONSIBILITY PROFILE POST: REFERENCE: Head of Management Information Systems MISHD-001 SALARY SCALE: Service Area Heads Scale - 55,717 RESPONSIBLE TO: Director of Employers and Partnerships RESPONSIBLE FOR: All College Management Information (including funding, ILR returns, audit compliance, data reports, funding guidance and eligibility, course costings and design) Leading the Examinations, Data Quality and ILR teams; Planning and Performance for EFA and SFA sources of funding; JOB PURPOSE To lead and manage the development of college wide management information systems; To be responsible for monitor and reporting information relating to the Colleges KPIs; To be responsible for providing information that supports the Self-Assessment Review process; To plan and review performance for EFA, SFA and Apprenticeship funding; To be responsible for ensuring the audit guidance for funding is adhered to; To lead on all cross college Management Information; To act as a corporate leader, undertaking associated leadership activities and tasks Management Information 1. To formulate, review and implement a College Management Information Strategy that adequately and effectively supports the business needs of the College. 2. To work with other Heads of Department to identify management information and data needs to enable the college to operate in the most efficient manner. 3. To take responsibility for the Student record information system in relation to the timely and accurate returns of student data to the relevant funding councils and bodies. 4. To ensure the accurate and timely submission of statutory statistical returns to the DfEE, SFA and other bodies. 5. To keep abreast of developments with other systems on the market. 6. To advise the Corporation and senior management team and other heads of department on the implications of changes to funding methodology and tariff.

2 7. To lead in the process of academic and institutional planning. 8. To co-ordinate tariff planning and to ensure that adequate arrangements are in place for regular monitoring of college performance against the tariff agreement and other contracts. 9. To oversee the arrangements for the entry of examinations, arrangements for the sitting of examinations, recording of results and achievements and distribution of certificates. 10. To manage a group of staff in order to develop and enhance individual and team performance within the management information and data quality, and examinations section, including carrying out performance reviews/staff appraisals, identifying training needs and action planning. 11. Represent the college at national, regional and local forums to promote the colleges Management Information Services; 12. Monitor financial performance against target and provide timely reports to the Director of Employers and Partnerships; 13. Work in partnership with cross college stakeholders to oversee the development and implementation of an effective College wide Management Information Systems; 14. To manage a delegated budget within agreed parameters. 15. To contribute to the recruitment and selection of staff. 16. To set and attain standards of service targeted at the needs of users. 17. To implement College policies and procedures in relation to quality assurance. Leadership and Management Ensure effective development and implementation of cross College initiatives. Lead by example, manage and direct the staff within the department so as to promote the highest standards in all its activities. Monitor and develop the quality, efficiency and effectiveness of service delivery, in line with College policies. Ensure that the service area is responsive to the needs of customers, including learners Support the College in its corporate endeavours to achieve student success. Contribute as a member of the College s management team, to the development and operational leadership of the College Quality and continuous improvement Complete the service area s annual self-assessment report working closely with relevant colleagues and monitor the implementation of related action plans incorporating clear criteria and measurements of success and promoting the dissemination of good practice.

3 Contribute to the implementation, maintenance and improvement of the College s quality assurance and improvement system, addressing under performance and activity supporting a culture of continuous improvements. Ensure service area operations are delivered to agreed service level standards Support the development of new initiatives to ensure the implementation of a high quality support service which contributes to improving success levels. Staff Assist in recruitment and selection of service area staff. Manage performance, appraisal and development of relevant service area staff, setting annual performance targets. Coach and support service area staff to achieve, improve and develop to their full potential. Utilise staff skills effectively and delegate as appropriate. Oversee arrangements for the induction and support of new staff in the curriculum area Establish strong team working approaches and effectively manage any associated challenges. Support the planning of staffing requirements in order to deliver the service area s targets and ensure flexibility, efficiency and succession planning. Line manage relevant service area staff and implement all relevant College policies relating to staff. Use a range of communication strategies to inform and be informed (team meetings, team briefings, social events). Holding regular team meetings are an expectation of this role. 5 PERSON SPECIFICATION Head of Enterprise and Employment Qualifica tions Experien ce / Knowled ge Skills / Compete ncies Essential Educated to degree level or relevant professional qualification Evidence of continuing professional development in relation to leadership and management skills and improving outcomes for customers. A good understanding of FE and its MIS requirements/guidance for statutory returns; A knowledge of Ofsted CIF and its data requirements and responsibilities; A knowledge of EFA/SFA/ESF audit requirements; Experience of developing and implementing new systems and procedures; Successful project management skills; Experience of successfully managing large budgets; Experience of developing productive working relationships with organisations and stakeholders Knowledge and experience of FE and HE landscapes. Experience of change management and leading successful teams. Knowledge of current issues and future trends impacting on FE. Experience of effectively managing budgets An ability to manage complex data, including delegated budgets and statistical analysis; An ability to interpret statistical information and to communicate effectively to nonnumerical staff; Proven ability to provide vision and leadership; An ability to work effectively as a member of a team and autonomously as required; A proactive approach to managing change is essential; Ability to develop and implement a successful MIS strategy; Excellent interpersonal and communication skills. An ability to work under pressure and to meet targets and deadlines. IT skills and an understanding of how IT can facilitate the management process and support service delivery are essential.
