P. 323-1002 Tunis Belvedere Tél: (216) 71 10 2768 -Fax: (216) 71 83 30 90 Email : A.NYONG@AFDB.ORG EXPRESSIONS OF INTEREST ARE BEING REQUESTED FOR AN ANALYST INFORMATION TECHNOLOGY JUNIOR CONSULTANT POSITION Brief description of the Assignment: In order to meet its mandate, the Compliance and Safeguards Division of the Bank has developed an Integrated Environmental and Social Safeguards System (ISTS), hosted on the Baobab/SharePoint to facilitate the verification and monitoring of compliance to the Banks E&S requirements over the course of the Project/program cycle on every project financed by the Bank. The Integrated Safeguards Tracking System (ISTS) constitutes an integral part of the Environmental and Social Assessment procedures (ESAP). More specifically, the ISTS will have three key functions: Repository function: The ISTS will act as a repository for key Environmental and Social Assessment (ESA) information generated over the lifetime of the project. Tracking function: The ISTS is linked to the Bank s project management / SAP database system and will thus be used to directly monitor project progress. Access to information function: The ISTS will provide a mechanism through which ESA information can be accessed by the public To mainstream climate change into Bank operations, the Division led in the development of the Bank s Climate Safeguards System (CSS) consisting of a set of decision-making tools and guides that enable the Bank to screen projects in vulnerable sectors for climate change risks and identify appropriate adaptation measures to reduce vulnerability. The CSS, which will be applied at early stages of project preparation, especially at CSP and PCN levels, comprises four (4) modules: Module 1: Climate Screening: Module 2: Adaptation Review and Evaluation Procedures: Module 3: Country Adaptation Factsheets: Module 4: CSS Information Base: The CSS has been approved to be used a pilot tool for public sector operations in Agriculture, Water, Energy and Transport. It is expected to cover at a later stage all Bank operations in both public and private sectors. ORQR3 will establish a help desk as well as run clinics in 2014 to assist Bank staff to use the CSS. Goals, outcomes of the Consultancy: The Bank has an immediate opening for a highly motivated, team-oriented, short term consultant to support the institutionalization and roll out
of the ISTS and CSS, so that it is adopted by the Bank s staff and management. The expected outcome is a fully functioning ISTS and accompanying the effective application of CSS to operations. More details are contained in the attached ToRs. The Consultant will be dedicated to supporting Project Task Managers and E&S Staff in adopting and utilizing the new system ISTS and CSS systems and tools. He/she will be expected also to: supporting analytical and statistical work on portfolio and or pipeline safeguards aspects, managing the day to day environmental and social due diligence review process, and the Integrated Safeguards Tracking System (ISTS), supporting the editorial and graphic design, proof reading work, writing, researching and editing of technical and policy documents and, supporting the generation of knowledge on environmental and social safeguards and compliance of various sectors, Assisting in procurement processes and monitoring progress of various activities and studies related to the safeguards system and management of external expertise involved in the design process, Supporting coordination and appropriate communication and dissemination within Bank and other external stakeholders (CSOs) of the various safeguard related products. The Consultant may work independently or in a team environment depending on the task and must able to communicate effectively in a professional manner with all levels of management. Experience and qualifications A Master s degree in a relevant development discipline (mainly Environment and / or Climate), statistics, business administration, software engineering or management of information systems. Computer literacy, proficient in the use of standard MS office tools including Excel, Access, PowerPoint, and MS Project. command of English and French. Other desirable skills: The consultant should ideally possess the skills below or have dispositions to be rapidly trained in-house to become operational: Strong working knowledge of content types, site columns, and list templates in SharePoint Strong working knowledge of master pages, themes, page layouts, and in SharePoint Thorough knowledge of social collaboration features in SharePoint: blogs, wikis, discussions, tags, note boards, etc.
Preferred candidates will possess comprehensive knowledge of user interface design and experience with information architecture concepts, content management processes, and site navigation strategies. Proficiency in Adobe Creative Suite, MS Expression, or similar suite of design/development tools Demonstrated understanding of the benefits and challenges associated with leveraging technologies in a large organisation Relevant professional experience in information systems, data analysis, project management. Experience in an international organization will be an added advantage. The ideal candidate is an excellent problem-solver with a passion for design and user experiences.
