Background The Development Research Department of the African Development Bank is in search of two (2) external Co-Editors for The African Development Review to assume responsibilities by 1 July Co-Editorship is a six-month appointment. African Development Review is a professional journal devoted to the study and analysis of development policy in Africa. Published four times a year for the African Development Bank, the Review emphasizes policy relevance of research findings, rather than purely theoretical and quantitative issues. The African Development Bank, headquartered in Abidjan (Cote d Ivoire), is a regional multilateral development finance institution, the members of which are all of the 54 countries in Africa and 25 countries from Asia, Europe, North and South America. The purpose of the Bank is to further the economic development and social progress of African countries, individually and collectively. To this end, the Bank promotes the investment of public and private capital for development, primarily by providing loans and grants for projects and programs that contribute to poverty reduction and broadly based development in Africa. The review contains: High quality articles analyzing recent critical issues relating to Africa's economic and social development; Empirical analyses and case studies either of single countries, or of comparative nature, which shed light on development policy choices; and Book reviews, conference reports and comments on Review articles.

2 It covers, amongst others, the following subjects: Macroeconomic Policies (Fiscal, Monetary and Exchange Rate Policy); Economic and Structural Reforms including Issues of Financial Sector Reforms; Sectoral Issues on Agriculture, Energy, Mining and Industry; Issues of Building Infrastructure and Human Resource Capacity; Private Sector Development; Regional and International Concerns such as Debt, Trade, Capital Flows, Regional Integration, South-South Cooperation and Globalization; and Socioeconomic Issues, including Income Distribution and Poverty Alleviation. 2. Roles and Responsibilities Primary responsibilities of the Co-Editors include reviewing article submissions and preparing them for publication. Specifically this entails the following: - Perform initial review of submitted manuscript to determine if publishable and if suitable for scope of journal; - Select and assign expert peer reviewers to the manuscript; - Monitor review process keep things going; - Sort through feedback to steer authors, especially regarding: - differences of opinion and perspectives among reviewers; - sometimes reviewers provide contradictory suggestions; - sometimes reviewers are wrong. - Make a final publication decision based on feedback from reviewers; - Manage revision process (if applicable); - Schedule accepted manuscripts for publication; - Manage the flow, edit, and publish selected manuscripts; - Correspond with authors submitting manuscripts and reviewers; - Work with guest editors (if any), Editorial assistants, and/or clerical/secretarial staff; - Work with the Editorial Committee to produce a high quality Journal based on the needs of the readership; - Responsibility for Quality of Content - The Co-Editors are responsible for ensuring that the content of the Journal is of a high quality in terms of accuracy, validity, reliability, credibility, authority, readability, and relevance to the Journal s scope and mission; and - The Co-Editors have editorial content responsibility for the publication. The Co- Editors and the Editorial Committee reserve the right to accept or reject any material submitted for publication, as well as to edit any materials submitted for publication. - Attend and contribute to Editorial Board meetings whenever convened. 3. Qualifications Ph.D degree in Economics; Minimum of ten (10) years of journal article publishing experience; Record publication on African development issues;

3 Renowned and highly respected in the field of Development Economics; Experts who respond in a timely fashion; Competence in the use of, and navigation through, the online submission and manuscript management platform (ScholarOne Manuscript Central) of the Journal; and Previous experience in journal editing is an added advantage.
