1 VACANCY ANNOUNCEMENT: FINANCE ASSISTANT PROGRAM FOR INFRASTRUCTURE DEVELOPMENT IN AFRICA (PIDA) - NO.VA/NPCA/15/15 The African Union Commission has signed a grant with the African Development Bank (the Bank) and the African Development Fund (the Fund), on behalf of the NEPAD Agency and the Regional Economic Communities (RECs) to support the implementation of the Program for Infrastructure Development in Africa (PIDA) through the PIDA Capacity Building Project (PIDA CAP), Project I.D. No. P-Z1-KF0-021 (the Project ), pursuant to the terms of the Protocol of Agreement Letter of Agreement dated 29 January 2014 between the Bank and the AU Commission for a technical assistance grant. The NEPAD Agency, as the executing agency for the PIDA Priority Action Plan (PAP), is mandated to coordinate and operationalize the RECs Capacity Building Program for effective implementation of the PIDA priority action plan (PAP). The implementation of the PIDA Program will be anchored on the effort of RECs and their member states to make bankable, over 400 projects (i.e. PAP2020), generated from the approved 51 PIDA Programs/Projects. The PIDA Capacity Building Project will focus initially on a shortlist of PIDA PAP2020 projects - of 16 to 150 priority projects agreed with RECs; with the remaining PAP2020 projects, to form the pipeline to draw from, and into the priority shortlist, to develop technically sound projects. The mandate of the NEPAD Agency is to: i. Facilitate and coordinate the implementation of continental and regional priority Programs and projects; ii. Mobilise resources and partners in support of the implementation of Africa s priority Programs and projects; iii. Conduct and coordinate research and knowledge management; iv. Monitor and evaluate the implementation of Programs and projects; and v. Advocate on the AU and NEPAD vision, mission and core principles/values. 2 A. Post Job Title: Finance/Procurement Assistant Program for Infrastructure Development in Africa (PIDA) Position Level: GS 5 Duty Station: Supervisors: B. KEY PERFORMANCE AREAS Midrand, Johannesburg, South Africa Senior Advisor/Program Coordinator, PIDA CAP; Head of Finance; and Senior Procurement Officer, NPCA The Finance Assistant will assist the Senior Coordinator/Project Coordinator, PIDA Capacity Building Program (PIDA CAP), to prepare, revise, and maintain ISBU and RECs Work plans and budgets; prepare expenditure statements, disbursement requests for the grant, in compliance with the Performance MOUs and Financial Agreements, and/ or grant agreements signed with AfDB and/or Regional Economic Communities (RECs); and also prepare monthly and quarterly financial reports, of the Project. The Finance Assistant shall ensure accurate accounting and recording of Project Financial Information, as well as provide advice and recommendation to the Senior Advisor/Program Coordinator, and the Head of Finance Division, for timely decision making of matters regarding PIDA CAP grant administration and reporting. In addition to the above generality, the Incumbent shall provide the following specific duties and responsibilities: 1. Assist the Head of Finance and Program Coordinator, PIDA CAP, to report to AfDB in accordance with the signed PIDA Capacity Building Program Grant agreement. 2. Prepare monthly Grant Management Reports (expenditure and any relevant financial analysis reports). 3. Assist the Senior Advisor/Program Coordinator, to prepare NPCA and RECs PIDA CAP Workplans and Procurement Plans, and monitor their implementation and reporting. 4. Assist the Senior Advisor/Program Coordinator and PMT with preparation of PIDA CAP workshops, meetings and conferences. 5. Assist the Senior Advisor/Program Coordinator, to plan, manage and implement the annual PIDA CAP Workplans, and Procurement activities, in line with the ADB Rules and Procedures for Procurement of Goods; and Rules and procedures for the Use of Consultants, as well as African Union rules, procedures and regulations. 6. Under the guidance of the Program Coordinator, and in collaboration with NPCA and RECs ITEs and PIDA Core Teams, prepare Requests for EoIs, Terms of Reference (TORs), Bid Documents, Shortlist, and Requests for Proposals (RfPs). 7. In collaboration with NPCA Procurement Unit and RECs ITEs, develop databases of pre-qualified Individual Short Term Consultants/Experts (STCs). 8. In collaboration with NPCA Procurement Unit and RECs ITEs, facilitate the evaluation of bids, EoIs, ToRs, and RfPs, in line with ADB and AU/ NEPAD procurement rules and procedures and processes. 2

Assist the Head of finance to ensure prudent financial and programmatic information reporting and sharing between the Project Implementation Unit and the office of the CEO, and Finance; the AfDB and RECs. 10. Ensure that grant is managed in accordance with generally accepted accounting principles and standards; and in line with AfDB and AU and NEPAD financial rules and regulations. 11. Ensure proper accounting and management of grant resources, in a transparent and prudent manner, to ensure timely reporting to the African Development Bank (AfDB). 12. Assist the Head of Finance Division in arranging annual external audit of the grant, monitor and facilitate such audits to ensure that complete set of external audit reports are completed in accordance with grant agreement. 13. Assist the Head of Finance Division in reviewing and analyzing all audits reports, and ensure that proper follow up actions are undertaken as appropriate to comply with the auditors recommendations. C. Job requirements The Incumbent for this position shall have the following required skills and competencies: i. Experience in using SAP and ACCPAC accounting software and tools. ii. Excellent knowledge of computer applications (MS Word, Excel, Access and PowerPoint) iii. Experience of donor-funded Project Financial Management, preferably at national or regional level. iv. Experience with AfDB project Financial Management, Procurement and Reporting requirements, or that of a similar organization. D. Education and Experience: Candidates must have a minimum of a Bachelor s degree in Business Administration, AAT, Finance, Purchasing or related field. Candidates must have a minimum of five (5) years of progressive experience in one of the above fields; A professional certification in Finance or Procurement, and a working knowledge of the other field at Program/Project level management, of Donorfunded development programs will be an added advantage. E. Other relevant skills: i. Experience in planning and implementation of procurement and travel in a busy environment. Proven ability in identification and planning for future needs as well as dissemination of best practices. ii. Working knowledge of international procurement standards and procedures. iii. Experience in managing suppliers and contract relationships. iv. Proven track record of successfully managing risk in a procurement environment. v. Excellent computer skills (e.g., MS Word, Excel, Power Point, Access) and experience with SAP, ERP, or a similar Accounting Software system. 3

4 F. Other relevant skills The candidate shall have the following other relevant skills: i. Able to work under minimal supervision and be proactive and have initiative. ii. Integrity, flexible approaches to work coupled with enthusiasm, commitment and energy iii. Good organization and planning skills. iv. Effective time management skills. v. Excellent interpersonal skills and ability to work in a team setting. vi. Good communication skills. vii. Ability to perform multiple tasks and work under pressure with a wide range of individuals and institutions; and to deliver under tight deadlines. G. Language requirement: Proficiency in one of the following (English, French, Portuguese and Arabic) African Union working languages is a requirement. Knowledge of one or more of the other AU working languages would be an added advantage. H. Age requirement: Candidates should preferably be between 25 and 40 years old. I. Tenure of Appointment: The appointment will be made on an AU short-term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. It shall be renewable subject to performance and availability of funds. J.
