Brief description of the Assignment: The core mandate of the Compliance and Safeguards Division (ORQR3) is to promote sustainable development through mainstreaming of environmental and social safeguards, climate change and green growth. In the areas of Climate Change and Green Growth, the Division is coordinating and monitoring the implementation of Bank s Climate Change Action Plan, enhancing the capacities of Bank staff and African countries to implement climate change and green growth initiatives, including their access to relevant global resources. The Division is also coordinating the Bank s support to the African position on climate change and Africa s participation in the UNFCCC process, including supporting Africa s preparation Africa for the forthcoming Conference of the Parties (COP 21) taking place in Paris in December 2015 and ensuring that Africa-specific issues are addressed in the New Post-2015 Climate Change Agreement. Currently, the Division is facing challenges in engaging with Portuguese-speaking countries of Africa, due to language constraints. The Division therefore, has an urgent need for a Junior Consultant with proficiency in Portuguese. The Junior Consultant will support the initiatives to enhance capacities and readiness of the 5 Portuguese-speaking countries in Africa to pursue the implementation of their climate change and green growth activities. Goals, outcomes of the Consultancy: The Bank has an immediate opening for a highly motivated, team-oriented, short term Portuguese Junior Consultant to support the initiatives at ORQR.3 to work with the Portuguese-speaking countries in Africa for climate change and green growth activities. Training in Cape Verde and Mozambique to enhance the capacity to integrate green growth measures in project development. He/she will be expected also to:

2 Support the translation of training materials from English to Portuguese with the Task Manager and the Consultant. Assist the Task Manager to design publicity and visibility materials such as banners and flyers for the training in Praia and Maputo. Support the review and selection of project concept notes and project ideas in Portuguese submitted by participants for presentations during the training. Assist with coordinating the training the training sessions including printing and distribution of training materials, organization and support the consultant to record the proceedings of the meetings. 2. COP21 Climate Change Negotiation and the Bank s Climate Change Activities. Assist the Division on Africa s preparation for COP 21 which should lead to the signing of a new climate change agreement in December 2015, particularly ensuring the full participation of the Lusophone countries; Support the preparation of National Adaptation Plans (NAPs), Nationally Appropriate Mitigation Actions (NAMAs) and other readiness activities in the Portuguesespeaking countries of Africa; Support resilience building in the Bank s project by screening for climate risks using the cutting-edge screening tool developed by the Division. The Consultant may work independently or in a team environment depending on the task and must able to communicate effectively in a professional manner with all levels of management. Experience and qualifications At least a Master degree or its equivalent in Climate Change Policies and Carbon Markets; Development Economics; International Development; and Business Administration and Management. At least 3 years professional experience in a relevant field at the international level on Climate Change Policies; Advisory Services in Environment, Energy, Green Growth and Sustainability Development; Multilateral and Bilateral Climate Financing Instruments such as the Global Environment Facility (GEF), the Climate Investment Funds (CIFs), the Adaptation Fund (AF) and the newly-established Green Climate Fund (GCF). In particular, experience with reporting on and tracking of the Climate Change negotiation process and the policy dialogue on Green Growth is strongly preferable. Proven experience on Climate Change and/or demonstrated expertise in Clean Development Mechanism (CDM) policy dialogue and formulation, program management and coordination; be conversant with the current climate change debate and be fairly familiar with key negotiation issues. Full proficiency in English and Portuguese is required with ability to accurately write reports and papers. Competence in the use of standard software application (Word, Excel and PowerPoint). Ability to communicate and write effectively in English and Portuguese. The ideal candidate is an excellent problem-solver with a passion for design and user experiences.
