1 KERRY COUNTY COUNCIL COMHAIRLE CONTAE CHIARRAÍ DATA ANALYST (Grade 7) / DATA ANAILÍSÍ (CONTRACT POSITION) Introduction The Local Government Operational Procurement Centre (LGOPC) has recently been established in Kerry County Council and will replace the Local Government National Procurement Office (NPO). The LGOPC will play a key role in the implementation of the local government procurement programme. It is an operational centre with responsibility for the operation of the local authority sector led Category Councils for (i) Plant Hire (expenditure of 49.1m) and (ii) Minor Building & Civil Works (expenditure of 522.2m), as set by the Office of Government Procurement (OGP), as well as the development of relevant procurement enabling software in conjunction with the OGP and other relevant stakeholders. As the operational centre for the local government procurement programme, the LGOPC is responsible for the sectoral categories of spend through the development, implementation and management of all elements of the Category Councils of Plant Hire and Minor Building & Civil Works, on behalf of the Public Service within an approved budget. The LGOPC reports to the Local Government Strategic Procurement Centre (LGSPC) which is anchored, in the Local Government Efficiency Review Programme Management Office for the purpose of overseeing the delivery of 58.5 million in savings to be achieved through the use of procurement in the local government sector in the period inclusive. Overview of the Role The role of Data Analyst in the LGOPC is a two year position and will report to the LGOPC based in Kerry County Council and LGSPC based in Dublin. The Data Analyst will play a key role in the work of the LGOPC and the LGSPC gathering and analysing procurement-related information from across the sector which will inform the work programmes and strategies of the Operational and Strategic Procurement Centres. Working under the direction of the Senior Executive Officer the Data Analyst s key responsibilities are given in the Key Functional Responsibilities section below. 1
2 The ideal candidate shall: - Have a detailed understanding of data analytics techniques and tools and have at least two years experience of applying them, preferably to procurement-related data; - Have a sound understanding of how data analytics can be used to improve procurement efficiency in the sector; - Be familiar with the legal provisions governing the acquisition, processing and storage of data, particularly personal data and the Data Protection Acts; - Be familiar with methods and procedures for identifying and extracting data from Financial Management Systems, preferably Agresso; - Be proficient in the use of Microsoft Office products (particularly Excel and Access) and SQL Server; - Be comfortable working in multi-disciplined teams and have the ability to motivate, empower and encourage others to achieve maximum performance, effectiveness and efficiency; - Have strong interpersonal and communication skills; - Be highly organised, decisive and disciplined, driven to deliver the required results; - Be able to present complex data in easy to understand formats, both written and verbal; - Be comfortable in a culture of continuous learning and improvement. Key Functional Responsibilities include: - Identifying sources of relevant data; - Designing and managing surveys and requests for data from stakeholders in the sector; - Collating, interrogating and presenting data; - Assisting with the design, implementation and operation of systems and processes for gathering and analysing relevant data; - Contributing to the strategic and policy making decisions of the LGSPC; - Ensuring the work programme of the LGSPC is carried out to an agreed standard and supporting the roll out of the national procurement programme; - Working well within multi-disciplined teams and contributing to the motivation of others to achieve maximum performance; - Researching new sources of data and data analytics tools and techniques and contributing to their incorporation into the LGSPC s body of knowledge; - Reporting to Senior Executive Officer on relevant progress, issues and risks on a regular basis. Key Deliverables for the Role include: - Design of datasets to act as bases for the required analysis; - Identification of appropriate data sources and the design and implementation of tools and procedures for acquiring that data; - Data analysis and presentation in written and verbal formats; 2

EDUCATION, TRAINING, EXPERIENCE, ETC./OIDEACHAS, TAITHÍ SRL. Each candidate must, on the latest date for receipt of curriculum vitae; (a) (b) (c) (d) (e) (f) (g) (h) (i) hold a degree or a diploma in Business or IT (Level 7 or higher in the National Framework of Qualifications) or equivalent professional qualification, possess a high standard of training and experience be able to work within multi-disciplined teams and have the ability to motivate, empower and encourage personnel under his/her control and other team members to achieve maximum performance, effectiveness and efficiencies, have strong interpersonal and communication skills, have good knowledge of identifying appropriate data sources and the design and implementation of tools and procedures for acquiring that data, possess good knowledge and understanding of the workings of a Financial Management System be highly organized, decisive and disciplined, driven to deliver the required results, have experience in report writing, possess good I.T. skills and records controls. 3

PERIOD OF APPOINTMENT The office is wholetime and on a contract basis for a period of two years, 2. PROBATION/TÉARMA TÁSTÁLA The person appointed will, on appointment, serve in a probationary capacity for a period of six months duration, commencing on the first day of service. If during that period, the local authority is satisfied that the appointee is unlikely to prove suitable for final appointment, the appointment may be terminated at any time during the probationary period. The appointment may be terminated by the giving of one month's notice on either side, or, in the event of misconduct or negligence, without notice. 3. SALARY AND PENSION/TUARASTAL AGUS PINSEAN The office is wholetime, temporary and pensionable. The holder of the office shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority or which might be inconsistent with the discharge of his or her duties as a local authority employee. The salary scale for the office of Data Analyst (Grade 7) is: 47,013-48,187-49,559-50,935-52,313-53,541-54,800-56,020 57,235 - (Max.) 59,322 (LSI 1) - 61,418 (LSI 2) Offers of appointment to persons who are not serving local authority employees will be based on the minimum of this scale. Where the person being appointed is a serving local authority employee, normal starting pay rules will apply. This salary shall be fully inclusive and be as determined by the Department of the Environment, Community and Local Government. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. The rate of remuneration may be adjusted from time to time in line with Government pay policy. 4

DUTIES/CÚRAMAÍ The duties of the post are to give to Kerry County Council and to any other local authority or body with which an agreement has been made by Kerry County Council, under the general direction and control of the Chief Executive or of such officers as the Chief Executive may from time to time determine, such appropriate management, administrative, executive, supervisory, advisory and ancillary services as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties and to exercise such powers, functions and duties as may be delegated to him or her by the Chief Executive from time to time including the duty of servicing all committees that may be established by any such local authority or body. The holder of the post will, if required, deputise for an officer of a higher level. 5. RECRUITMENT/EARAÍOCHT Selection shall be by means of a competition based on an interview conducted by or on behalf of the local authority. A panel may be formed on the basis of this interview. Candidates whose names are on a panel and who satisfy the Local Authority that they possess the qualifications declared for the Office and that they are otherwise suitable for appointment may within the life of the panel be appointed as appropriate vacancies arise. Candidates may be shortlisted for interview on the basis of relevant qualifications and experience as set out in their curriculum vitae. The candidates shortlisted will be invited to attend for interview. The Council will not be responsible for any expenses incurred by candidates in attending for interview. 6. HEALTH/SLÁINTE For the purpose of satisfying the requirement as to health it may be necessary for the successful candidate, before he/she is appointed, to undergo at his/her own expense a Medical Examination by a qualified Medical Practitioner to be nominated by the local authority. Matters identified as needing attention as a result of this examination in respect of teeth, vision, tonsils or other such matters shall be remedied before appointment. On taking up appointment the expense of the Medical Examination will be refunded to candidates. 7. Holders of the office shall hold a full driving licence, EU Model for Class B Vehicles on the latest date for the receipt of completed applications as they may be required to travel in order to perform their duties. Travelling expenses at the approved rates may be paid as appropriate. 5
