1 JOB STORE PROFILE #110 Position #14438 TITLE: LEARNING SPECIALIST CLASSIFICATION: ADMINISTRATIVE OFFICER (AO) 24 JOB OVERVIEW Reporting to the Manager, Human Resources and Development Services, the Learning Specialist is an internal consultant and corporate expert in the development, implementation and evaluation of Elections BC (EBC)- specific learning and knowledge transfer activities that support improvement of business outcomes and organizational performance. Through a consultative process, the Learning Specialist applies adult learning expertise to the planning, design and delivery of a variety of training programs, educational activities and related resources to meet employee, stakeholder and client learning needs across the province. Responsibilities include curriculum development, program and materials design and delivery, coaching to EBC staff and ensuring consistent application of corporate policies and standards for learning and knowledge transfer. ACCOUNTABILITIES Provides technical adult education expertise and guidance to staff and senior management in the development of internal and province-wide training initiatives. Consults with staff to determine training needs and requirements for clients and stakeholders. Leads or contributes to the planning of educational projects and initiatives by researching, recommending and determining curriculum, learning resources and best methods for delivering training, including the delivery format/software for web-based learning/e-learning solutions. Leads and/or participates on curriculum development committees, which may involve representatives from other agencies, jurisdictions and/or stakeholder groups, to identify needs, develop material, and deliver training sessions for staff/stakeholders regarding policies, procedures and interpretations of legislation. Identifies appropriate instructional designs that align with best practices, using strategic approaches for addressing skill gaps and behaviour change and improving employee performance. Plans, develops, and delivers education programs for both internal and external stakeholders through consultation with subject matter experts on learning content, learning outcomes, assessment tools, and instructional strategies to identify best methods for teaching learning objectives, and organizing/ presenting content and related learning activities. Uses teaching and learning principles and a planning and evaluation process to meet the identified training needs of clients and stakeholders. Creates innovative learning programs and products related to the business needs by applying instructional design and adult learning principles and strategies that align with selected competencies and proficiency levels. These products will suit a variety of learning media such as instructor-led and self-directed (face-to-face, blended, webinars, e-learning and webcasts).

2 Develops and updates training methodologies, material, and course content, tools and products (i.e. manuals, online tutorials, user guides, presentations, etc.), based on current business practices and guiding legislation by writing and editing materials. Recommends layout, style, organization and distribution methods, including reviewing education materials to ensure language and information is easily understood. Develops and implements evaluation processes and creates assessment activities and tools to identify areas of strength and weakness, and ensure training and professional development approaches are effective and achieve desired results. Develops and manages the corporate learning budgets, and identifies and makes recommendations on strategies for ongoing learning and transfer of knowledge in consideration of succession, employee development, and operational needs. Anticipates future training needs and resources and participates in the strategic planning for new initiatives and to establish priorities for curriculum and program revision and development. Utilizes a range of analytical tools, such as needs and/or gap analysis, statistical analyses of training data and records, and cost-benefit analysis to analyze legislation, policy, programs, and business requirements and identify and report on training issues, needs and/or approaches. Reviews operational training programs and evaluates the impact of training courses on performance standards, staff competence and succession objectives. Converts existing learning resources/content into web-based learning format, and collaborates with staff to publish web-based learning and ensure required functionality and user access. Plans and delivers formal presentations and training seminars to a variety of external stakeholders and internal personnel, and ensures equitable distribution of training and information resources. Makes recommendations to executive regarding training policy, standards and procedures. Manages training delivery contracts to support initiatives and activities undertaken to achieve education and training objectives, including contract negotiation, selection, procurement, and administration. Ensures that contracted resources adhere to formally developed training standards and contract deliverables by conducting audits of deliverables. Provides technical advice, and guidance to staff. Facilitates train-the-trainer sessions and provides ongoing instructor support including coaching and mentoring. Provides professional advice and mentoring to new trainers and subject matter expert trainers. Establishes, builds, and maintains relationships with business sponsors, clients, customers, experts, and other stakeholders as required in the development of learning and development strategies/frameworks/programs. Establishes and maintains a training resource centre by updating manuals, retaining master copies of course material, and cataloguing visual aids and reference materials. Maintains a thorough knowledge of policy and program initiatives with regard to the learning and development implications.

3 JOB REQUIREMENTS Education and Experience Bachelor s degree, diploma or certification in adult education or related field, or an equivalent combination of education and practical experience developing and delivering training to adults. Completion of a learning and development certification such as Certified Training Practitioner (CTP) or Certified Training and Development Professional (CTDP) is considered an asset. Recent, progressively-responsible experience in successfully managing and/or coordinating complex learning, organizational development and performance improvement projects. Experience in leading and facilitating project teams and in working with multiple stakeholders to deliver a product, program or service. Experience and strong technical skills in using a variety of computer software programs used in the preparation and presentation of training materials and web-based learning, including MS Office. Preference may be given to applicants with skills in online development tools (e.g. Articulate, Camtasia, Adobe Captivate), web tools (e.g. HTML, CSS, Dreamweaver, Flash, SharePoint), learning management systems and blended learning platforms (e.g. Moodle, Adobe Connect), content management systems, video editing software (e.g. Adobe Premiere), graphic design (e.g. Adobe Photoshop and Illustrator), and other applications related to developing e-learning. Knowledge, Skills, and Abilities: Working knowledge of business planning, and budget and contract management Knowledge of the policies and legislation governing Elections BC Applied knowledge of adult education theory, principles and practices Knowledge of methods, tools and practices in the design, writing, editing, production, and preparation of print and electronic communication products such as multi-media products, brochures, information for websites and related materials Comprehensive knowledge of learning theories, theories of instructional design, adult education principles, learning technologies, performance consulting, organizational learning practices, competency management and performance improvement tactics Demonstrated ability with advanced Microsoft Skills (i.e. PowerPoint and Word) Proficient at using e-learning tools/software to design, develop and implement learning solutions Ability to work independently and function well in a team environment Excellent written and oral communications skills, including facilitation, presentation and editing skills to write, edit, and present a range of educational and training materials Demonstrated ability to communicate with and establish and maintain effective working relationships and partnerships with people from various levels within EBC and external stakeholders Ability to explain complex concepts in plain language to a diverse audience Demonstrated ability in successfully delivering projects under tight deadlines Well-developed project management skills to coordinate projects
