TECHNICAL SPECIFICATION SCHEDULE A 1.0 GENERAL Chennai Port Trust Proposes To Replace Existing 4 Nos. Passenger Lifts With Various Capacities located at Old Administrative Office building (VIP Lift), Diabetic Specialty Centre (B Lift) User Complex Building (B Lift) and Anchor Gate building Lift including 3 years Comprehensive Annual Maintenance And Servicing Contract in Chennai Port Trust. 2.0 SCOPE OF WORK The Scope of work includes: a. Dismantling of 4 Nos. existing lifts sequentially and the same have to be transported to the Stores Department in scrapped condition at RSA yard in 10th gate. b. Design, Manufacture, Supply, Erection, Installation, Testing, Commissioning and Handing Over of the 4 Nos. Passenger Lifts i) 10 person capacity Lift at Old Administrative Office building (VIP Lift), ii) 10 persons capacity Lift at Diabetic Specialty Centre (B Lift) iii) 13 persons capacity Lift at User Complex Building (B Lift) and iv) Option I : 26 persons capacity Lift at Anchor Gate Building (existing 26 persons bed cum passenger. (OR) Option II: 13 persons capacity Lift at Anchor Gate Building in the existing hoist way of 26 persons bed cum passenger. c. The Firm should carry out necessary civil works & white washing of hoist way. d. The firm shall obtain Lift Inspector certificate with insurance for one year after completion of the work. e. The firm should take Comprehensive Annual Maintenance and Servicing Contract for three years. f. Free monthly periodical service have to be carried out and if any break down occurs, have to be attended immediately during the guarantee period. g. All the lifts shall be installed as per Tamil Nadu Govt. Lift Act 1997 IE Act and IE rules and as per latest ISI Standards. h. Supply and installation of 4 Nos. 2 Ton 3 Star rated Split AC for each machine room. 2

Lift should not move further with Lift overload annunciations [Door have to be in open condition in that floor itself during over load) a. Buttons for floor car call registration. b. Emergency alarm & light along with maintenance free battery have to be provided c. Non-stop Button have to be provided to by-pass landing calls in the Attendant mode condition. d. Door open and Door close button shall be provided. e. Display Board should display the direction & floor numbers in the car in a visible manner f. Auto/Attendant key have to be provided for the operator s use. g. Up/Down Arrow switch have to be provided (in the Attendant mode) to change the direction. h. Two way intercom have to be provided to communicate between car and the machine room incase of any emergency. Auto circuit for Fan & Light. 4

Electrical & Mechanical safety have to be provided b. Emergency key opening at all Landing doors. c. Terminal Limits have to be provided d. Over speed governor with barricade have to be provided e. Auto Rescue Device have to be provided with announciator f. Buffers have to be provided g. Releveling mode have to be provided h. Flush type/ surface type buttons in the fish plate have to be provided at all floors. i. Door sensors (Button) /Infra Red Sensor/ Full Screen Sensor/prevailing Sensor to instantly stop and closing of car and landing door on sensing on obstruction and to retract. j. Digital Display Board should display UNDER MAINTENANCE in the landing Operating Plate (Fish Plate) at every floor whenever required during maintenance period. k. Parking key switch to be provided at Ground / Basement floor. Gearless Motor & Door Motor have to be provided. Electronic Motor protection Relay have to be provided. It includes overload, short circuit, Phase reversal, Phase unbalance, Rotor stalling, Leakage current, low voltage,over voltage. Frequency mismatch, Over heat to protect the motor and fault code should display in the display board separately. New rails for car & counterweight M.S. Bracket have to be grouted or welded Counterweight with barricade have to be provided. Fire-Man switch and fire alarm have to be provided at ground floor. NOTE: (1) The firm should inspect the site to acquaint themselves for the systems to be designed and should quote their offer along with the acceptance letter. 5
4.0 Electrical wiring (2)The firm should mention the locations of the building where Maintenance of the Lifts being carried out by the firm for which documentary proof and locations of the fully functioning Service Centre in Chennai. (3) Necessary Barricade (Safety Guard) have to be provided, wherever required. (4) In Generator Supply, resetting mode at nearest floor itself (with resetting programming facility) have to be provided. i. Necessary power and control wiring have to be done as per latest IE Rules and relevant Indian standards. Proof have to be produced. ii. Double copper earthlings have to be carried out as per requirements of latest Indian Electricity Rules and as per latest IS standards for the incoming panel, controller drive motor, ARD panel, all landing door & car door contact lock assembly, car, car top junction box, door motor assembly. iii. iv. The trailing cable shall contain ten spare cores apart from that required for actual operation in addition to two pairs of screened cores for telephone communication. Flat cables have to be insulated conductor, conduits, tubing as well as fittings including metal troughs and ducts shall comply with the requirements of latest IS standards. 5.0. Erection 6.0. Tests The firm shall start the erection work immediately, after supply of all materials and complete the work to the satisfaction of the Chief Mechanical Engineer or his representative from the date of handing over of the site. The firm shall take insurance for men and materials with all safeties. NOTE: NECESSARY TEMPORARY SAFETY MEASURES HAVE TO BE PROVIDED BY THE FIRM FOR THE MEN AND MATERIALS WHILE SCAFFOLDING, CIVIL WORKS AND ALSO DURING ENTIRE ERECTION WORKS. Tests have to be carried out as per latest IS standards to the satisfaction of the Chief Mechanical Engineer or his representative. For the lift installation before handing over, Test certificate for the other equipments have to be submitted. 7.0. Manuals and Drawings The lift contractor shall supply 3 sets of detailed mechanical and electrical drawings with operation and maintenance manuals along with the equipments before acceptance. Troubleshooting manual and circuit diagrams have to be submitted. 6
8.0. Third party Inspection: The Trust will engage a Thirty Party Agency at its own expense to carry out approval of drawings, inspection at manufacture s site, Goods and Related Services and erection.. 9.0 Training The contractor shall arrange training for 3 to 4 Trust s personnel to enable them to secure normal maintenance / trouble shooting at the time of erection and commissioning of the elevator. 10.0. Approval Of Installation And Completion Certificate with Lift Insurance Approval / completion certificate from the electrical inspectorate of Local / State Government for installation and commissioning of lift have to be obtained along with Insurance and made available to the Employer before handing over the lifts at no extra cost. 11.0 Comprehensive Annual Maintenance and Servicing Contract: a) After successful completion of guarantee period, the firm have to take Comprehensive Annual Maintenance and Servicing Contract for the above lifts for 3 years. b) The contractor shall be responsible to keep all the Lifts in perfect working condition, on any day during the tenure of the contract (excepting the period of programmed shut down). In case, any Lifts are out of order/ breakdown shall be attended within a period of 24 hours of being informed. c) The tenderer shall carryout the regular maintenance work for the Lift in every month during the AMC period. d) The tenderer shall inform the Trust at least 24 hours in advance before undertaking maintenance and periodical service in every month. e) The tenderer shall carry out the monthly maintenance service on every 2 nd and 4 th Saturdays of the month. 12.0 General Terms & Condition (i) The firm shall quote the rates only in the Trust format as in Schedule A-1 in duplicate. (ii) The firm shall engage all the men/materials/tools/plants required for the work at the site till the completion of the work. The Trust will not supply any of the same. (iii) The Trust will not be responsible for any loss or damage of the men/materials /tools/ plants engaged by the firm during the work at site or transportation. 7
(iv) The firm will be responsible for any loss/damage to the Trust s property during the work at site. (v) Any alteration / modification suggested and materials / works detailed for rectification of defects pointed later after inspection by the Lift Inspector have to be carried out at the Tenderer s cost. (vi) The tenderer shall arrange for safe storage of all materials, tools and equipments supplied and delivered at site from time to time, till the final handing over of the installation to the Trust. vii) The firm shall take the power supply from the nearest power source of port on payment basis as per actual unit consumed at a rate of Rs.12.00 per unit. viii) The Tenderer shall include regular examinations of the installations during regular working hours by trained employees and shall include all the necessary adjustments, greasing, oiling, cleaning, supplies of genuine standard parts to keep the equipments in proper operation.
