NEW IN 2014 Please review the following changes made for the 2014 competitions: 1. Our new online registration system requires the use of new terminology: DEPARTMENT (formerly Class) is a defined competition area; DIVISION (formerly Class) is a subclass of a Department; CLASS (formerly Lot) is a group of like exhibits that are judged against one another. 2. Due to expansion needs, the Farm, Garden and Floral displays will be in the Garden Building. There will be only one show for the Farm and Garden competitions in 2014. The Floral Competition will have two shows. See Department Handbooks for details. 3. The following Departments have their own handbooks: ARTS: (Fine Art, Photography, and Poetry) BAKED FOODS DECORATED CAKES FARM & GARDEN FLORAL HOBBIES & COLLECTIBLES HONEY & PRODUCTS OF THE HIVE NEEDLEWORK & CLOTHING PAPER ARTS PRESERVED FOODS QUILTING SPINNING & WEAVING TABLE DECORATING WOODWORKING 4. GENERAL RULES 1. Oregon State Fair (OSF) competitions are open to residents of Oregon only. Entries do not need to be entered or have won at a county fair to be eligible for any competition. 2. Online entries must be submitted by Thursday, August 7, 2014. Paper applications will not be accepted. Information must be accurate and complete or will result in disqualification. Online entries are strongly encouraged; however, walkin entries will be accepted during intake days. 3. Entries are limited to one per Class (formerly Lot) per exhibitor. There is a maximum of 20 entries per Department. The only exception is Fine Art, Photography and Poetry competitions. See specific Department Handbooks for details. 4. Some Departments require entry fees. Please see specific Department Handbooks for competition rules and details. 5. Competition items must be received at the fairgrounds no later than 8:00 p.m. on August 12, 2014. Note: There is an exception for some items. See Calendar of Events for entry deadlines. 6. Items delivered to the Fairgrounds will receive an entry tag with a claim check for the identification of the entry or a valid Oregon ID must be presented. The claim check or ID must be presented to pick up items after the Fair. Display of entry tags is at the discretion of OSF staff. 7. Remote locations for non-perishable item delivery are available in various locations. For details regarding the return of items, visit the Oregon State Fair homepage and select the Competition tab. 8. All articles must be the handiwork of the exhibitor and must be finished within the last two years unless otherwise stated in the Department handbooks. No article previously entered can be entered again. SOILED or USED ITEMS will not be accepted or judged unless specifically noted in the Department Handbook. 9. Refer to the individual Department Handbooks when selecting competition levels. Each department provides parameters and industry specific definitions of these levels and rules for applying them. 10. If you have previously won Best Of in any competition department, you are required to move up one level higher than stated by definition. 11. Ribbons and scorecards (as available) can be picked up when entries are returned at the end of Fair (see Calendar of Events). Results and ribbons cannot be mailed. 12. No premiums are paid in these competitions. If prizes are offered in individual competitions, the Oregon State Fair is not responsible for the fulfillment of awards offered by another organization or individual. 13. Ribbons will be awarded as follows with in each: Class: ONE First, Second, and Third place ribbon will be awarded. Division: ONE Rosette Ribbon will be awarded, and is chosen from the First place Class winners. Department: ONE adult Grand Prize winner of two Embrace Oregon Wine Tour tickets will be awarded to the Best of Show winner chosen from the Division winners. One youth Grand Prize (prize to be determined) will be awarded to the youth level Best of Show winner within each Department offering a Youth level. Honorable Mention ribbons, if issued, will only be awarded in the Youth levels. Youth exhibitors (17 years and younger) are encouraged to enter and will be judged against other youth entries. Page 2

ONE People s Choice ribbon will be awarded within each participating Department. Fair attendees may vote throughout the fair, and the winner will be announced online after the fair is over. The winners will be eligible to display the item the following year. See Handbooks for participating Departments. 14. Entries must be delivered and removed only during the scheduled times. Any exception shall be at the discretion of OSF staff. 15. A judge may disqualify or transfer any exhibit which is not a true representation of the Class (formerly Lot) in which it is entered or if rules are not followed. 16. Judging is closed to the public unless otherwise noted. No person shall be allowed to interfere with the judges during the judging, or with OSF staff. 17. Every reasonable effort is made to secure highly qualified judges with expertise in their field. All judges results are final. 18. Competition Chairs, Co-Chairs, Committee Volunteers or Judges, cannot be compensated monetarily by OSF (including gift cards, travel reimbursement or prizes). 19. Exhibitors shall indemnify OSF from and against all claims for damage to persons or property caused by them or by their exhibits. 20. OSF will take reasonable precautions to ensure safety of exhibits while on the fairgrounds, but will not be responsible for loss, damage, theft or injury of any kind to exhibits or exhibitors, unless the loss or damage is due to the negligence of OSF paid staff. 21. Exhibitors found in violation of rules, or found to be in practices unethical or adverse to the OSF, shall be penalized by forfeiture of awards and/or privileges, and removed from the exhibit. TERMINOLOGY DEFINITIONS: CLASS (formerly Lots): A group of like exhibits that are judged together: a sub-class of a division. CLASS NUMBER: The number assigned to each class. DEPARTMENT (formerly Class): A defined competition area. DIVISION (formerly Class): A generalized title to categorize many classes: a sub-class of a department. ENTRY/EXHIBIT: An eligible item entered. ENTRY NUMBER: A unique number assigned to each entered entry/exhibit item. EXHIBITOR: The creator of the entry/exhibit as shown in registration. EXHIBITOR NUMBER: A number assigned to each person entering the Creative & Artistic Competitions. LEVEL: Ranking by age, experience, expertise or success in previous competitions. The Oregon Parks and Recreation Department (OPRD), by and through its Oregon State Fair, reserves the final and absolute right to interpret any and all terms, conditions, rules and regulations contained in any and all parts of this Department handbook and to settle and determine all matters, questions or differences in regard thereto, or otherwise arising out of, connected with or incidental to the Oregon State Fair. OPRD further reserves the right to determine unforeseen matters not covered by General or Competition Rules, and to withdraw award offerings in all Competitions should any emergency exist and circumstances demand. CALLIGRAPHY UPDATE Unfortunately, the Calligraphy competition will not be showing in this year s Oregon State Fair. However, there will be Calligraphy demonstrations periodically throughout the Fair, in the Arts gallery area. If a group of Oregon-based Calligraphers would like to carry on the tradition of showing at the Oregon State Fair in 2015, please send your emails to oregonarts2014@gmail.com. Thank you. Page 6

ARTS COMPETITION RULES 1. The Art s Competitions are open to residents of Oregon only and include Fine Art, Photography and Poetry. 2. Entry fees are required. All entry fees are non-refundable regardless if work is displayed or juried in. 3. Fair patrons will have an opportunity to vote on People s Choice for the Art s competition. Ballots will be available in the Fine Arts gallery. At the end of the Fair, the winner will be posted online along with a photo of the item selected. That item will be on display for the 2015 Fair. 4. Online entries are strongly encouraged; however, walk-in entries may be accepted during intake days. Artwork must be hand-delivered at the fairgrounds or dropped off at a remote location by designated deadlines. 5. Ribbons will be awarded for First, Second and Third Places when such awards are deemed appropriate by the judges. Additional awards may be awarded by judges when there is merit. People s Choice award will be made by votes of Fair attendees. 6. Exhibits must be properly labeled with artist s name, contact phone number, email address, title of work and division entered on a 3 x 5 card securely fastened to the back of the artwork. 7. Entries may be disqualified if Exhibition Standards are not followed. If disqualification occurs after judging, the class will not be re-judged, nor will additional ribbons be awarded. 8. Entries that are delivered to the Fairgrounds in Salem will receive an entry tag with a claim check for the identification of the entry. The claim check must be presented to reclaim the item. 9. All entries will be displayed as space allows. The state fair is a family-friendly event, open to all ages. Therefore, any entries considered inappropriate for family viewing will not be accepted. Judges and OSF staff reserve the right to withhold an entry from display, if it could be considered inappropriate. Every effort will be made to contact individuals prior to the fair opening, if an item cannot be displayed. 10. Exhibitor s name on the entry must be the person who made the item. 11. Items will not be returned by US Mail or UPS. Items will be available for pick up on scheduled dates listed in the Calendar of Events. Any unclaimed items will become the property of OSF and be disposed of accordingly. 12. Although every precaution will be made to safeguard the artwork, the OSF will not be responsible for theft, damage (including breakage) or loss of entries. Each artist acknowledges that their artwork will be displayed in public and there is no guarantee or assurances of any kind for the protection of the artwork. 13. All judges decisions are final. FINE ART COMPETITION RULES ARTIST ELGIBILITY 1. All entrants must be residents of Oregon. 2. The Fine Art Exhibit is open to all Oregon fine artists working in both traditional and non-traditional media. 3. All General Rules, Competition Rules, Judging Rules and Disclaimers apply. 4. All work must be original. 5. By virtue of submission, the entrant certifies the work as their own, and grants permission to reproduce any artwork for publicity purposes, with credit given. 6. Artwork previously exhibited in the Oregon State Fair is ineligible for entry. FINE ART SHOW AND JURY PREPARATION 1. Entry size limited to 48 x 60. 2. All entries must be presented in accordance with presentation standards of the medium: suitably framed, matted and wired. No saw tooth hangers. See attached instructions. 3. No pieces framed using glass larger than 16 x 20. Use acrylic/plexiglass instead. 4. All three dimensional art must be easily movable for display without the use of carts, hand trucks, tools, etc. 5. Entries will be displayed as space allows. 6. Entry label must be securely fastened to the back of the artwork, as outlined in the Arts competition rules. 7. Entries must be original artwork only. No prints from original art (photo or giclee) will be accepted. 8. You may sell your artwork at the Fair. The commission rate will be 80% for the artist and 20% for the Fair to cover sales and accounting costs. State your sales price during the registration process. FINE ART INFORMATION LEVELS There are four (4) levels of entry for Fine Art: Professional: defined as an artist, age 18 or over, and who meets one or more of the following: recognized by peers as a professional; has been juried into several exhibitions; has had several solo exhibitions; is in the capacity of a judge, instructor, teacher (including in home classes), advisor, owner, operator of an art-related business, or who sell their work for profit. Experienced: defined as those 18 or over, with some experience in the mediums who are not selling or showing regularly or who do not meet the criteria listed above for professional artists. He taught college level art/art history courses in California for 35 years including Basic/Intermediate/Advanced Drawing; Basic and Advanced Color and Design; Beginning/Intermediate/ Advanced Painting in Watercolors, Acrylics, Oil and Mixed Media; Beginning and Advanced Figure Drawing/Painting; Art History: Western, Pre-Columbian; and Art Appreciation. He has also served as the Art Department Chair (approximately 10 years), Chair of the Fine Arts Division which included: The Art, Music, Drama, & Philosophy Depts. (3 years), and the College Faculty Academic President for two (2 years). Roizen is also an experienced guest lecturer, art show juror and consultant in other art related activities. He is currently Board Member and President of the Silverton Arts Association. Nancy Eng: A well-known northwest visual artist and has been painting and showing her work for more than 30 years. She is active in several art groups in the Pacific Northwest and regularly teaches classes at the Art Department in Salem and in other areas in the Willamette Valley. She is experienced in several media including watercolor, acrylics and oil and cold wax. She is a member of the Lunaria Gallery in Silverton, the Salem Art Association and River Gallery in Independence, Oregon. Page 11

PHOTOGRAPHY COMPETITION RULES ARTIST ELGIBILITY 1. All entrants must be residents of Oregon. 2. The Oregon Photography Exhibit is open to all Oregon photographers who work in digital format as well as traditional film and alternative processes, including Polaroid transfers, hand-colored photographs and platinum/palladium. 3. All images must be original and may not include elements produced by anyone else. 4. By virtue of submission, the entrant certifies the work as their own and grants permission to reproduce any prints for publicity purposes, with credit given. 5. The original image(s) must have been made by the entrant on film or acquired with a digital camera. Processing and printing may be done commercially or by the entrant. 6. Color and monochrome prints are judged separately. A monochrome print toned in a single color will be judged as a monochrome. Hand-colored prints and those with more than one color added will be judged in the Color Class. 7. A maximum of three (3) prints may be entered in each Class: Color Prints and/or Monochrome (B & W). 8. Prints previously exhibited in the Oregon Salon of Photography (or essentially the same) are ineligible. PHOTOGRAPHIC PRINT PREPARATION 1. Minimum print size must be at least 8 x 10 inches, and the overall dimensions of matted/mounted prints must NOT exceed 16 x 20 inches. 2. Prints must be mounted securely on a rigid, lightweight backing (mat board, foam-core) and must not exceed a thickness of 1/4. 3. NO wood, Masonite, or heavy dense mat board. 4. NO framed, glass-covered, shrink-wrapped entries. 5. NO hanging devices or protrusions on back or front; NO saw tooth hangers. 6. Exhibits must be properly labeled with artist s name, contact phone number, email address, title of work and division entered on a 3 x 5 card securely fastened to the back of the artwork. 7. Incomplete entries (lacking information on back or entry fee) will not be accepted. 8. You may sell your artwork at the Fair. CREATIVE DIGITAL IMAGING COMPETITION RULES We are pleased to announce Creative Digital Imaging as a new Class at the Fair for 2014. Entries into this Class are images either derived from photographic media or completely created using digital tools. The photographic image is transformed from the look and feel of a standard photograph into a completely new expression. Typical tools used to create this transformation could be Adobe s Illustrator, Corel s Painter or various plug-ins with Adobe s Photoshop. There are many others on the market. See image examples below. ARTIST ELIGIBILITY 1. All entrants must be residents of Oregon. 2. PUBLIC PHOTOGRAPHY AND CREATIVE DIGITAL IMAGING JUDGING Those interested are invited to observe the jurying on Saturday, August 16, 2014, beginning at 10:00 a.m. in the east (back) side of the Jackman-Long Building on the Oregon State Fairgrounds. For parking and building access, enter off of 17 th Street. 1. Observation of initial review of entries is allowed as the three jurors individually score the entries. The public is asked to leave during lunch and at the conclusion of the point judging. Awards are then selected by consensus of the jurors from higher scoring prints. 2. After completion of all judging, a minimum acceptance score is set to determine which prints will be exhibited. That information will not be announced on judging day. 3. All prints, properly entered, will be scored individually. Prints meeting or exceeding the minimum acceptance score will be displayed and awarded a ribbon. High scoring prints will be considered for additional awards. 4. Award winners will be posted online. 5. The decision of the jurors is final. 6. Jurors will judge Adult, and Student categories. AWARDS First, Second and Third Place Ribbons will be awarded in each Class by the jurors. Best of Division The judges will have the opportunity to recognize outstanding entries. POETRY COMPETITION RULES The Poetry Exhibit showcases the artwork of professionals, amateurs and students alike in the State of Oregon. Each Class provides an opportunity to acknowledge the professional and likewise encourages developing poets who are pursuing high standards in their work. ARTIST ELGIBILITY 1. All entrants must be residents of Oregon. 2. All General Rules, Competition Rules, Judging Rules and Disclaimers apply. 3. All work must be original and may not include elements produced by anyone else. 4. By virtue of submission, the entrant certifies the work as his or her own and grants permission to reproduce it for publicity purposes, with credit given. 5. Poetry previously exhibited in the Oregon State Fair (or essentially the same) is not eligible. PREPARATION OF ENTRIES 1. Poems and any accompanying graphic elements must be the entrant s own original work and not previously published, either in print or on the Internet. 2. Poems must not exceed 40 lines in length. 3. Each entered poem should be computer -or letterpress-printed or hand-lettered in black or dark ink on one side of one sheet of white or pale standard-size paper (8.5 x11, 8.5 x14, or 11 x17 ) in a simple font and in a type size that can be read from at least two feet away. Orientation of the text may be either portrait or landscape. 4. Text may be accompanied by drawings or other graphic elements relevant and complementary to the poem proper. 5. Poets entries must be dry mounted on rigid foam core or mat board. They may be matted. 6. Total size of mounted and (optionally) matted work is limited to 16 x 20. 7. NO frames or glass. 8. Exhibits must be properly labeled with artist s name, contact phone number, email address, title of work and division entered on a 3 x 5 card securely fastened to the back of the artwork. 9. Incomplete entries (lacking information on back or entry fee) will not be accepted. 10. Poets entries are to be EMAILED as attached pdf files to oregonarts2014@gmail.com on or before August 7, 2014. This will allow the judges enough time to fully read and consider your work. 11. You may sell your artwork at the Fair. The commission rate will be 80% for the artist and 20% for the Fair to cover sales and accounting costs. State your sales price during the registration process. Junior: Grades 1-6 Teen: Grades 7-12 Professional level is for poets who have done one or more of the following: had one or more books or chapbooks of their poetry published. had poems published in journals and/or anthologies within the past five years. received awards for their poetry within the past five years. done compensated work as a teacher and/or workshop leader of poetry. been appointed as a judge of poetry. JURORS 1. Colette Tennant teaches English at Corban University. A book of her poetry, Commotion of Wings, was published in 2010. Her poems have also won numerous state and national awards and appeared widely in journals and anthologies. 2. Steve Heine has received two degrees from Portland State University. He first came to the Oregon State Fair in 1978, with a wheelbarrow full of books and a head full of dreams. Over time, as the author of 9 volumes of poetry, he has become one of America's most widely read poets! Page 20
