Thoughts on Warm Mix Asphalt production (..among other things!) Even K. Sund Senior Principal Engineer Roads and Traffic Department, Road Directorate

Key data for National roads (Rv) in Norway Key figures for National roads in Norway Length: 27,300 km 10,600 bridges (270 km total) 800 tunnels (780 km total) 350,000 signs 240,000 culverts Annual expenditure (maintenance): 640 million (2008) Annual expenditure (new roads): 1,430 million (2008) Estimated maintenance backlog: 1,750 million (2007) Estimated design related backlog (curvature, width, gradient etc): 58,000 million (2007)
Expenditure Maint. & Operations on National roads (RV) (~5 000 mill NOK/year on ~27 300 km) Some of the main areas (2008): Winter 800 mill NOK Pavements 830 -- -- Drainage 170 -- -- Tunnels 440 -- -- Bridges & quays 270 -- -- Road furniture etc. 950 -- --
Maintenance backlog National roads (27 300 km): estimated at almost 16 000 million NOK (Jan.2008) Walkways and bicycle paths 1,2 % Drainage facilities 7,1 % Tunnels 14,2 % Road foundation 21,6 % Bridges and quays 19,6 % Pavements 16,2 % Road furniture etc 20,2 %
Some examples of Maintenance Backlog on the Norwegian Road Network This is bad economy both for the road user and road owner!

Plan of action for enviromental responsibilty in public procurement (2007-2010) Public sector has a special responsibility to lead by example (procurement for ~250 billion NOK/year) Should use our position to promote environmentally friendly solutions NPRA has started work on how to move forward Policy group with contractor participation intiated 2008 Involves all our procurement, not only pavement materials or energy consumption
Panel for Public Procurement Initiated by Dep. of Enviornment Mandate: to advice the public sector and others on how to incorporate environmental aspects in the procurement process Have developed criteria for specific groups of products: Among these are Construction and Buildings The proposed criteria show that this is not an easy field: Quite vague and non-quantifiable Methods for quantifying environmental impact (e.g.lca) still too uncertain to be used in procurement process?
PAVEMENTS: In practice many requirements pull in different directions Energy/ LCA Noise Homogenity COSTS Wear Resistance Friction Pavement Colour Dust Deformation Durability Temperature sensitivity
Allocation of paving contracts (NPRA) Traditional: NPRA specifies solutions and lowest price gets the contract Performance based= lowest LCC (based on rutting performance) R&D contracts: innovative techniques etc. Challenge: How can we improve our fulfillment of environmental goals without compromising other goals?
Contract requirements relevant to use of WMA No formal obstacles to Warm Mix Asphalt Design guide (hb018): Minimum requirement for temperature can deviated from when alternative production techniques are used The challenge is to gain enough experience with WMA so that it is used when appropriate and with acceptable fulfillment of other criteria (e.g. LCC)

Conclusions NPRA is open towards using Warm Mix Asphalt No formal restrictions (Design Guide-Hb018 etc) but... Our (limited) experiences are varied LCC must be acceptable (!) Must be made a win-win situation Our contracting must in the future include environmental criteria in a better way than today (includes a lot more than only pavements)...the question is how?
