3 About the Norwegian Public Roads Administration The NPRA is responsible for the planning, construction, operation and maintenance of Norway s national and county road networks, the national vehicle ferries, and the supervision of vehicles and road users. The NPRA also provides rules and regulations for the design of roads, traffic flows, driver training and vehicles. By taking responsibility and earning trust, by being open and welcoming to users, by being accepting and embracing the challenges, the NPRA seeks to play a vital role in the community. The NPRA is an executive arm of the public administration, answerable to the Ministry of Transport. Each year the Ministry sets out the appropriations in a budget, with goals and priorities for the NPRA. The NPRA is overseen by the Director General, who is head of the Roads Directorate. The latter has five geographically divided Regional Roads Offices, who delegate to thirty local offices. The NPRA answers to the Ministry of Transport on national roads issues. For county roads the Regional Roads Offices answer to the respective County Council. 4 About NPRA The Norwegian Public Roads Administration researches and develops future road networks to enable users to reach their destinations more easily and safely, and with minimum harm to the environment. To achieve our Zero Casualty vision: nobody injured and nobody killed on the roads the NPRA works energetically to instil good attitudes and safety skills among present and future generations of drivers and road users. Causing minimum disturbance to the countryside and using eco-friendly building materials wherever possible to cut down on noise and dust, the NPRA is working to make life alongside our roads as community friendly and environmentally friendly as possible. The NPRA is both custodian and narrator of our roads heritage, and of its future, including the Roads Museum at Lillehammer and the designated Touring Norway routes. Drawing on experience from all types of weather and driving conditions, the NPRA is a knowledge partner for many other countries worldwide who are able to share in our know-how, including in Latin America, Africa and Asia. 5 Challenges in roads sector Capital deficit for road maintenance Maintenance of the road network has been neglected for many years. The capital deficit for national roads is estimated at 14 bn kroner, and for County roads 11 bn. Challenges in roads sector Deaths on the roads Need to invest in National roads network To develop the national network according to the standard indicated in the national roads standards, some 500 billion kroner should be invested, of which about 230 billion on major routes. Environmental emissions and noise Emissions from road traffic reached equivalent to 10.1 million tons of CO2 in 2006 compared to 9.8 million tons in 2005, an increase of 3 %. The estimated number of people living along national roads who, at 1January 2007, suffered exposure beyond the national targets for dust particles PM10 and gas NO2, which will come into force from 2010, is 21,000 and 10,000 respectively. Road traffic accidents Road traffic caused an average of 290 deaths each year during the past decade. The average number of non-fatal RTA casualties reported is 12,000 per year. Traffic safety commitment brings results Since 1970 we have seen a halving of the number of people killed in traffic, despite a more than threefold increase in volume. This result would not have been possible without a massive effort in many areas. The NPRA is the largest body involved in traffic safety, with many other dedicated partners providing valuable contributions. The measures that have probably produced the greatest results are the review and redesign of traffic accident hotspots and dangerous roads. This work continues and is becoming more efficient due to road traffic safety inspections. The increasing reliance on seat-belts and other vehicle safety measures have also helped bring down the figures. It should be mentioned that modern roads and road improvements give good results. The efforts of the police and installation of speed cameras to maintain speed limits have also been very effective. The NPRA has few means of reducing harmful carbon emissions or NO2. Therefore the main focus of the NPRA is the reduction of disruptive noise due to traffic.
