JOB DESCRIPTION Job Title Regional Recruitment Manager Salary Limited band 8 Location Responsible To Accountable To Trust-based (North / London) or Watford (South) Head of Client Relations Director of Client Relations Job Purpose This is a critical, key leadership role within the organization and the most senior in the regional recruitment structure. Responsible for ensuring a high level of recruitment service to partner Trusts and Flexible Workers through a network of Regional Leads. Leading and contributing strategically to the effective provision and development of NHS Professionals recruitment service to clients through internal organisational relationships. In addition leading and contributing to planning, implementation and evaluation of new client opportunities. The post holder must at all times present a professional persona in representing NHS professionals to client and flexible workers across a range of operational, recruitment, quality and complaints management processes. Key Tasks Ensure a high level of service is delivered to client Trusts for attracting, registering and validating Flexible Workers working at the frontline developing credibility in service provision through key working relationships. Provide leadership within the region for both external and internal stakeholders ensuring the delivery of an effective and efficient service within a specific area of responsibility and across the whole of NHS Professionals Work closely with other Regional Recruitment Managers to develop and implement proactive, demand-driven regional flexible worker attraction strategies, working to common policies, processes and procedures for registration and validation Ensure that all activities are fully compliant with NHS Employment Check Standards and meet all other statutory and mandatory requirements as applicable Be commercially aware and focused on financial results including contributing to new and existing business opportunities with other teams as required Lead and contribute to business strategy, planning and policy development for NHS Professionals Contribute to, develop, communicate and implement the Business Plan for NHS Professionals delivering key performance targets Deliver sustainable financial performance in line with Key Performance Indicators Be passionate about client satisfaction and lead by example focusing on operational and commercial excellence Utilise excellent communications management skills to lead, manage and motivate teams Workforce planning including analysis of demand and supply data and proposal of solutions to meet client requirements. Identify opportunities for ongoing service improvement, consider, implement and evaluate solutions. Accountable for reporting and effectively managing complaints, incidents and near misses through the Complaints and Incidents Management System (CIMS) Main Tasks and Operational Responsibilities Develop and implement strategies to attract, register and validate Flexible Workers to meet client demand and improve client relationships Work closely with business leads to support Flexible Worker attraction, registration and validation for new and existing clients within the region Work closely with all corporate stakeholders in meeting local and national demand Operational management of the regional recruitment function including: ensuring that Trust Flexible Worker registration requirements are met in line with client strategic needs; ensure that these are communicated to all relevant staff/departments and that responsibility for actions and performance are allocated, monitored and managed. Ensure accurate record keeping for all recruitment and other processes Advise Trusts and internally on best practice, risks, and contingencies Contribute and lead where appropriate on the development of new products and services within NHS Professionals 2
Work closely with other members of the management team to ensure systems and processes are developed in line with business objectives Work with the heads of corporate departments to ensure systems are in place to monitor KPI s and that staff and teams are kept informed of service delivery performance. Resource Management Manage a delegated budget and work within the agreed budget/financial resources allocated and to required timescales Recruit, develop and manage all staff within the regional recruitment function including recruitment, performance management, appraisals, team development/training, and employee relations processes Chair and participate in disciplinary/grievance processes relating to corporate employees and flexible workers across the organization Communication Establish, develop and maintain strong effective relationships with key stakeholders internally and externally using negotiating, influencing and persuasion skills Communicate and engage at all strategic levels internally and externally across the region to develop plans for Flexible Worker attraction Design and provide reports, data analysis and interpretation of information and present as required for the Board, management team and client organizations on a regular basis Lead and present to external client base, key stakeholders, potential clients and new clients regionally as required. Utilize high levels of negotiation skills with external stakeholders to deliver service changes/developments by attending and contributing to stakeholder meetings and conferences as required Lead on meetings, presentations and the production of information/communications relating to Flexible Worker attraction, registration and validation. Travel extensively to client locations within the region and to other business meetings as required, involving a high degree of flexibility around working hours and overnight stays away from home Ensure accurate records are maintained by the team on meetings, minutes, presentations in line with NHSP policies and processes Assist with the development, implementation and evaluation both internal and external communications for local and national level Ensure that the vision and strategy of NHS Professionals is communicated, understood and owned by staff within the organisation.
