EXECUTIVE SEARCH PROFILE DEAN OF THE COLLEGE OF BUSINESS

THE OPPORTUNITY The Montana State University Billings community invites nominations and applications for the next Dean of the College of Business, who will provide academic leadership for the College and play a prominent role in fundraising and external relations for the University. THE UNIVERSITY Founded in 1927 as a two-year college and renamed Eastern Montana College in 1965, Montana State University Billings (MSUB) achieved university status in 1995 and is one of four institutions affiliated with Montana State University s home institution in Bozeman, Montana. Today, MSUB is a comprehensive, urban institution that places a strong emphasis on teaching, mentoring, and a commitment to academic excellence and community involvement. The University has a full time enrollment of just over 5,200, making MSUB the third largest unit in the Montana University System. Billings is the largest city in Montana with a population exceeding 100,000, and is the largest financial, medical, and retail center between the cities of Spokane (WA), Denver (CO), and Minneapolis (MN). The city is the closest institution in the university system to the Crow and Northern Cheyenne Reservations and is home to the state s largest non-reservation Native American population. Nicknamed the Magic City due to its population increase in 1882 from its railroad identity and accessibility, Billings continues to grow (more than 14,000 new residents since 2000) and become even more diverse. Located in Yellowstone County adjacent to Interstate 90 in southeastern Montana, Billings is well received by its visitors for offering outdoor activities and adventures in locations such as Yellowstone National Park, an eclectic assortment of shops, cafes, and restaurants, and a very down-to-earth residential community. 2

THE UNIVERSITY (continued) The main campus has 16 buildings and is set on 110 park-like acres adjacent to the city s medical corridor at the base of the majestic Rimrocks that border the city. City College (formerly known as the College of Technology) offers two-year comprehensive programs, and has its own rapidly growing campus in Billings West End, including a 50,000 square-foot Health Science Building constructed in 2009. A downtown location with several buildings serves degree and non-degree seeking students and also individuals seeking workforce training and development. The Northwest Commission on Colleges and Universities accredits MSUB and specialized accreditation is also provided by several noteworthy organizations such as AACSB and NCATE. In 2010, U.S. News & Report ranked MSUB among the top 100 regional universities in the Western region. Carnegie classifies MSUB as Master s M and City College as Assoc/ Pub2n4. MSUB has five colleges: the College of Allied Health Professionals, the College of Arts and Sciences, the College of Business, and the College of Education on the Senior Campus, and City College nearby. The deans form a very strong and cohesive group of educators and leaders in their respective colleges. MSUB offers 28 bachelor degrees, 17 master degrees, 27 associate degrees and several certificate programs. Some of the more unique programs of study include Communication Arts, Diesel Technology, Outdoor Adventure Leadership, Special Education and Psychiatric Rehabilitation. As expected of a regional institution, MSUB s student population is primarily made up of Montana residents (90%), and more than half of its students are from Yellowstone County. Sixty-five percent of the students are women, and a growing population of Hispanic or Latino students (3.5%) and Native American students (5.1%) attend MSUB. A large percentage of students are first-generation college students and approximately 78% receive need-based financial aid. Notably, MSUB has the largest online course selection and offerings of any other higher education institution in the state; nearly 40% of the students take advantage of on-line coursework, with 17 complete programs and more than 160 courses offered. The student to faculty ratio is 20:1. 3

The College offers a Bachelor of Science in Business Administration (BSBA) with concentrations in Accounting, General Business, Finance, Management, and Marketing. With a total enrollment of approximately 680 students, the Management and Accounting programs compose the largest enrollments and programming in two concentrations, Accounting and General Business, is offered online. Part of the recent growth in the College s enrollments is attributed to its online programming, as well as an increase in the international student population. Affirming the College s commitment to high academic standards and faculty scholarship was its accreditation by AACSB in 2010. Although the twenty-two faculty members reflect excellence in their published scholarly work and actual practitioner experience in their fields, student learning holds the highest value within the College. The University s mission of civic engagement and experiential learning are exemplified in the opportunities provided to students through the College s numerous internships, co-operative learning experiences, and client consultations throughout the Billings community and region. The faculty is committed to academic excellence, student and experiential learning, attested by the numerous national awards students have received over the years in such competitions as the Montana Addy Awards in advertising, International CAPSIM Competition Foundation Division, and American Indian Business Leaders (AIBL) Leadership Competition. The College is supported by an engaged and supportive Advisory Board comprised of 20 business and industry leaders from the region, and the economic sector s confidence in student educational outcomes is witnessed by the College s graduate placement rate of 92% to 95% for 2008-2010. A commitment to diversity is indicated by the College s support of a student chapter of American Indian Business Leaders, with a desire to increase outreach to and collaboration with the various American Indian tribes located in Montana and the increasing Hispanic population within the region. 4

THE COLLEGE OF BUSINESS (continued) The Dean of the College of Business reports directly to the Provost and Vice Chancellor for Academic Affairs, Dr. Mark Pagano, who is in his second year as MSUB s chief academic officer. Reporting to the Dean are the following positions: the chair of the department of Business Administration, the director of the Center for Applied Economic Research and one administrative staff. The new Dean will oversee a budget of approximately $2.6 million with supplemental support from a $1.6 million endowment dedicated to enhancing faculty salaries and providing discretionary funds for the Dean. CHALLENGES & OPPORTUNITIES Major challenges and opportunities for the next Dean include the following: Foremost is assuring the continued accreditation by AASCB with the reaccreditation site visit scheduled for 2014/15; accompanying the AASCB accreditation requirement is the three-year report for MSUB accreditation by the Northwest Commission on Colleges and University in 2013; Exploring opportunities for new graduate programs, especially the MBA, and new concentrations within the BSBA and encouraging the expansion of on-line learning to increase enrollments and access. This challenge is enhanced with the opportunity to provide leadership within the Montana State University system in designing and proposing collaborative degree programs with and among the four system institutions; Initiating a fundraising strategy to further support student scholarships, faculty development, new programming, and faculty salaries; engaging in the University s plan for a new capital campaign with fundraising projects for specific college initiatives; and, building partnerships with business and industry; Enhancing the identity of MSUB s College of Business in the local community and state by designing programs and services that meet the demands of an ever growing local economy; building its reputation as a contributor to that economy; and, increasing the visibility of the College by being an involved community leader with service on local boards, organizations and economic initiatives; Taking advantage of Billings stature as the medical, transportation, commercial, and business center for the state of Montana and the political leverage that carries at the state level; Assisting the University in its commitment to diversity by promoting outreach to the seven American Indian tribes with two-plus-two academic programs and creating avenues of recruitment and retention for the growing Hispanic population within the region; and, Creating a vision and plan for the College as it transitions through a period of replacing a large percentage of its seasoned faculty, increasing its on-line offerings while managing faculty workload with commitment to scholarship and academic excellence, enhancing faculty salaries and professional development, and excelling as a premier business school in the upper Rocky Mountain region. 5

QUALIFICATIONS The MSUB community seeks a new Dean who can understand the university culture and core values in Montana, is a strategic thinker and a person of vision who has an earned terminal degree from an accredited institution, preferably in an area of one of the disciplines of the College, and displays a record of scholarly activity and effective teaching. Collective bargaining experience, and work experience within a state system of higher education, is desirable but not required. The successful candidate will also: Indicate significant experience at an AACSB accredited institution with progressively responsible administrative experience in a college or school of business; Be committed to maintaining high academic standards and faculty scholarship in support of AACSB reaccreditation; Wish to engage in major fundraising efforts and make a substantial commitment to effective community and business relations, possess a verifiable record in these areas; Be knowledgeable and have experience with online education programs and services with a commitment to engaging the use of technologies that improve learning; Be student-oriented and committed to teaching and learning with assessable student outcomes; facilitate collaboration and support among faculty and students; promote diversity at all levels within the College; and, uphold the high level of achievement experienced by both students and faculty; Indicate an interest in and experience with new academic program development, particularly at the graduate level, and reach out to the business community to create new opportunities for partnerships and entrepreneurial activities; Have fiscal/budgetary experience that demonstrates an understanding of the complexities of higher education and the ability to develop, recommend, and administer the college budget; and, Have a collaborative management style and manage change well; be accomplished in interpersonal relations and team building; operate comfortably in a collective bargaining environment; be tenacious in overcoming perceived external barriers; and, possess the ability to advise the Provost/Vice Chancellor in academic, budget, facilities, and support matters for the College of Business. 6
