FIRM OVERVIEW A Dallas-based D/M/WBE firm, Simon Engineering and Consulting, Inc s expertise design services range from thoroughfare, roadway and highway design, drainage and flood control, water and wastewater design, as well as storm water pollution prevention and traffic control. Established by Voranique Nikki Simon, P.E., in December 2008, SEC boasts professional and experienced designers and project managers. Collectively, SEC offers more than 30 years of combined experience in the planning, design and construction of municipal improvement projects, including everything from roadway corridor, public works, transportation projects to drainage and capital improvement contracts for public and private clients. RELEVANT EXPERIENCE OF KEY PERSONNEL Voranique Nikki Simon, P.E. SEC Principal-In-Charge Nikki Simon, president of Simon Engineering & Consulting, Inc., is a registered professional engineer in Texas (TX#86381). She is an experienced designer and project manager and offers more than 17 years of experience in the planning, design and construction of roadway improvement projects, including the preparation of civil plans, specifications and estimates. To date, Nikki Simon s proven civil engineering capabilities has played a major role in many transportation projects throughout Texas, including Houston, where she designed super-elevated roadways, storm sewer systems, traffic control plans and detour layouts, and the Dallas-Fort Worth Metroplex, where she has worked on projects for the city of Frisco, Dallas Area Rapid Transit (DART) and North Texas Tollway Authority (NTTA) to name a few. Arilyn Joy Carter, P.E. Civil Engineer Arilyn Joy Carter is a project manager with Simon Engineering & Consulting, Inc. and is a registered professional engineer in Texas (TX#88454). She is an experienced civil engineering designer with more than 14 years of experience. Her capabilities stem from project development, engineering design and project management, including the planning and design of major roadway projects such as the exterior civil elements of the IH 35 Bell County Safety Rest Areas. Ms. Carter earned a B.S. in civil engineering from the University of Texas at Austin in 1995. In addition, she is a member of the Texas Institute of Transportation Engineers (TexITE) and Junior League of Plano. Ms. Simon, who earned a B.S. in civil engineering from Texas A&M University in 1993, oversees the design efforts of SEC staff and provides water and wastewater design services. She is also the Director of Programs for the DFW Chapter of the Women s Transportation Seminar (WTS) as well as co-chair of the chapter s Diversity Committee. Meanwhile, Nikki Simon is a member of the National Society of Professional Engineers (NSPE) and Frisco Sunrise Rotary Club, as well as a graduate of Leadership Frisco (Class 13), sponsored by the Frisco Chamber of Commerce. SEC is a HUB and DBE Certified firm by TxDOT and NCTRCA 2

SERVICES Civil Design SEC provides civil engineering design services including public works and transportation projects for local, state, and federal agencies. Our design expertise ranges from improvement projects to major corridor design. PROJECT EXPERIENCE NORTH TEXAS TOLLWAY AUTHORITY PROGRAM MANAGEMENT OFFICE SEC, in some capacity, has been a significant part of the General Engineering Consultant (GEC) and/or the Program Management Office (PMO) to the North Texas Tollway Authority (NTTA) for more than five years. As such, SEC under the leadership of Ms. Simon and Ms. Carter, whom serve as project managers has acted on behalf of the agency in roles including project manager and Deputy CIP Manager. One of our most recent assignments has been that of Specification Management. We have managed the development of contract specifications for the Authority since January 2010. In this role, we have led the development of new specifications that enhance the sustainability of NTTA projects. The development of these specifications has required close coordination with all NTTA departments, the American General Contractors (AGC), as well as the contracting community, in order to ensure the specification being developed meets all standard requirements and is constructible. SIERRA VISTA BUS TRANSFER FACILITY SEC is the Prime Firm in the design of the Sierra Vista Bus Transfer Facility for the Fort Worth Transportation Authority. SEC is designing a facility that allows for a queue of four buses to drop off and pick up passengers. The design includes paving and sidewalk, drainage, utility coordination. As project manager, Nikki manages the design of the entire team which includes an architect and structural engineer for the design of a bus passenger shelter, as well as a landscape architect. The City of Fort Worth requires that this facility tie into the Urban Village concept established for the area, which entails coordination with the community to ensure the design meets their expectations. FEATURED PAST PROJECTS IH 35 BELL COUNTY NB & SB REST AREAS Ms. Carter served as design project manager for the exterior civil elements of the IH 35 Bell County Safety Rest Areas (SRAs). Engineering services included the review and approval of the civil design elements, selection of construction materials, preparation of special specifications, multidisciplinary coordination, construction sequencing, and contract letting. This project includes two mirrored project sites with the exception of the sanitation ponds which are located at the NB SRA. Each SRA included the following elements or amenities: a main building with space for travel information and DPS staffers, vending, educational kiosk, interior, exterior, & family restrooms, Wi-Fi hotspots, enhanced security, and storm shelters; freeway access, driveways, separate passenger and freight (expandable) parking lots, sidewalks/walking paths, covered picnic areas, ADA accessible playgrounds & exercise stations, landscaping, irrigation, illumination, and signage. Two major challenges were the limited two month schedule for bringing all disciplines together to integrate with the concurrent IH 35 mainlane and frontage road widening projects and constructing the new facilities while minimizing service interruptions at the older SRAs. In addition to providing respite to travelers, the SRAs were designed to invite, inform and entertain while reflecting the regional character and culture of Salado Creek. Waco District Engineer 254.867.2702 rskopik@dot.state.tx.us 1st and 7th STREET IMPROVEMENTS FRISCO, TEXAS Ms. Simon served as design engineer and project manager for improvements to 1st and 7th Streets, a commercial and residential area of downtown Frisco. Services included providing civil engineering design for the preparation of construction plans, specifications and cost estimates for the project. The improvements included widening and replacing the existing asphalt roadway and bar ditches with concrete curb and gutter, an enclosed storm sewer system, replacing an existing sanitary sewer system, as well as sidewalks and illumination. Limited fall in elevation to existing outfalls made developing a proposed profile, meeting current design criteria and providing proper coverage over storm sewer and sanitary sewer a challenge. Traffic control and construction sequencing were developed to maintain two-way traffic at all times.
