3 Congestion in San Antonio Average driver loses 43 hours annually stuck in traffic versus just 10 hours a decade ago San Antonio ranks 30 th out of 85 cities - catching up with Houston and Dallas (about 75 hours) Average commute in SA required 24 minutes in In minutes for same trip! 34% of our roads are congested today; will reach 59% in 2025 Vehicle miles traveled growing 3 times faster than population
4 Factors Impacting Congestion Metro population will grow to 2.4 million from 1.4 million (2000 to 2030) Workforce will double to 1.3 million Households will grow from 26 to 50% along much of Loop 1604 corridor Congestion levels will rise further as population and economic growth continues at rapid and sustained pace in northern Bexar County

6 San Antonio Funding Gap - I 10.1 B needed to reduce congestion to acceptable levels 1.7 B projected from traditional sources local, state, and federal (to 2030) 8.4 B funding gap Source: Texas Metropolitan Mobility Plan
7 San Antonio Funding Gap II 5.1 B needed for the expressway system about 700 lane miles 3.3 B for surface arterials about 1700 lanes miles 8.4 B funding gap through 2030 A total of 2330 lane or their transit equivalents are needed to halt the congestion increases. 8 San Antonio Funding Gap III 8.4 B funding gap for congestion relief 8.5 B additional needed to rehabilitate existing highway and arterial network 16.9 B total funding gap to 2030 Source: Texas Metropolitan Mobility Plan 2004 A national problem trillion shortfall projected by 2015 National Chamber Foundation In Texas, TxDOT faces shortfall of 68 billion over next 25 years in 8 major metropolitan areas alone.
9 Reasons for the shortfall Texas is a donor state only 88% of federal gas tax returned 20 cent state gas tax has not increased since 1991; has lost significant purchasing power 5 cents of state gas tax dedicated to education Diversions of funds to non-transportation uses (at least 600M/year) Maintenance costs now exceed annual state gas tax income Federal dollars only major source of revenue for new construction
10 Reasons for the shortfall (cont) Urban areas multi-level level interchanges; higher ROW costs; highest growth occurring here Lower fuel mileage reduces gas tax potential Little political support for a gas tax increase To address urban needs in Texas would require 50 cent or more increase in state gas tax (various TxDOT estimates). This is not considered politically feasible!
11 Some Good News for San Antonio TxDOT has substantially increased investment in San Antonio Funding gap with Dallas and Houston (per capita basis) essentially closed Major projects underway I-10, I-410, I I-10/I-410 Interchange, I-410/US I 281 Interchange, etc.. Aggressively applying more funding tools TxDOT contract lettings in San Antonio - Two consecutive record years
12 San Antonio District Annual Construction Volumes 1985 to MILLIONS ADDITIONAL 41.3 MILLION IN BACKLOG
13 New funding tools we are using: ATD Revenue ¼ cent sales tax approved November 2004 Provides 34 million annually for transit, street, and highway projects 8.5 million per year being used to accelerate 8 local highway projects from 3 to 11 years 8.5 million per year for City streets and sidewalks 17 million per year for transit/via improvements
14 Advanced Transportation District 25 percent of ATD - 85M over 10 years will be used to accelerate eight specific state highway projects from 3 to 11 years:
15 Other funding tools we are using: Pass-Through Financing To expand portions of Culebra and Blanco Roads Federal Earmarks (30M) SH 130, Fred/Med, 36 th Street Extension, Bus Rapid Transit, Mission Trails, etc. Proposition 14 Bonding Advancing IH 35 (IH 410 N to IH 410 S) from 2016 to 2009 Texas Mobility Fund Bonds - 165M for future toll projects; 30M for SH 130 Strategic Priority Funding (Commission Discretionary) Toyota; BRAC Projects; Future Toll Projects Comprehensive Development Agreements (CDA s) Private sector involvement
16 Multi-modal approaches: VIA Bus Rapid Transit (BRT) Fredericksburg Road Corridor VIA Express Buses VIA Expanded services and amenities Austin-San Antonio Commuter Rail District Freight-rail rail relocation
17 Texas Metropolitan Mobility Plan Texas Transportation Commission adopted the TMMP in October 2005 Adds 12 billion in new funding to an anticipated base of 6 billion (to 2030) Still leaves 56 billion in unmet needs 8 largest metro areas. Can begin 88 percent of mobility projects planned for next 12 years in ½ the time.
18 Texas Metropolitan Mobility Plan San Antonio section requests 164M from the Texas Mobility Fund to initiate starter toll system Also requests 30M to leverage state funds to secure right-of of-way for SH130 (Segment 6) The above 195M plus 170M in anticipated ATD revenues plus 600M in additional bonding capacity results in: 964M in additional projects in the MPO plan 264 additional lane miles in the MPO plan Also 340M in transit improvements for grand total of 1.47B - Reduces the 8.4B gap!
19 Near-Term Economic Impacts Loop 1604 and US 281 Washington Mutual 4,200 jobs (Stone Oak) UTSA 35,000 students by 2015 Shops at La Cantera 1.3 million sq. ft. The Rim/Bass Pro Shops 700 acres Regal Hills 750,000 sq. ft. of retail PGA Tour Resort, hotel, and 3500 homes Northside ISD 11 new schools by 2008 Northside ISD 2500 students per year
20 Loop 1604 and US years to complete 50 miles with traditional funding piecemeal approach Will result in unacceptable levels of congestion given employment/population growth along these corridors Can accelerate completion of network by as much as two decades with toll lanes Dallas and Houston made decisions years ago to toll outer their loops
21 Proposed Toll Lane Network 70-mile system Express lanes New capacity Existing lanes not tolled A choice/option for motorists A complete system Initial 3-mile segment under construction (US 281) All electronic system 15 cents/mile estimate
22 Benefits of Toll Lanes Provides a choice for motorists to avoid congestion Accelerates construction of new lanes up to twenty years Saves time for family, work, etc. All electronic system no toll backups Dedicated revenue source for future maintenance and system expansion Reduces potential for gridlock in northern Bexar County
