BANK OF PAPUA NEW GUINEA POSITION DESCRIPTION MANAGER LIBRARY UNIT, ECONOMICS DEPARTMENT This Position Description outlines the role, skills, relationships, authorities and accountabilities. The position s competencies and the Bank s values are included. These form the basis for Job Evaluation, Performance Appraisal (setting key result areas and targets) and Recruitment. 1. Department Purpose Statement The Economics Department has primary responsibility for the following BPNG functions: formulate monetary policy research and develop economic knowledge to support central banking functions increase public understanding of economic issues provide monetary and financial advice to government in the broader economic context provide representation and liaison to specific international institutions Has review or support responsibility for the following BPNG functions implement monetary policy develop domestic money markets manage foreign exchange reserves supervise and regulate the financial system regulate and monitor foreign exchange flows Contributes as appropriate to the performance of other functions and to the overall achievement of BPNG s strategic objectives. 2. Role of the Library Unit The Library Unit has primary responsibility for providing an effective central information and research facility for staff by; Ensuring an up-to-date stock of books and other publications; Maintaining overseas and local subscriptions of journals, magazines and newspapers and their distribution to staff; Providing online databases; and Providing access through an online web-based library system. 3. Role of Manager, Library Unit The primary role of Unit Manager is to effectively and efficiently manage and lead the Unit s staff to deliver the above functional responsibilities. 4. Working Relationships The Unit Manager will: Be directly accountable to the Manager, Economics Department. Be directly responsible for staff in Library Unit. Liaise and work closely with the Department Manager, other Unit Managers and staff within the department. Work with managers and staff from other departments in areas of common interest. Develop and maintain working relationships with appropriate external parties. 7. Authorities and Delegations 7.1 Financial: (authority limits, budgets ) K5,000 within approved budget Seek approval of designated management committee for administrative matters beyond approved budget. 7.2 Staffing: (Authority to recruit, review performance ) Recommend filling of Unit vacancies Recommend reviews of establishment Responsible for 2 staff. 7.3 Policy/Procedure: (Authority to vary policy, recommend change ) Recommend Library procedure amendment in line with best practice and business requirements. 8. Accountabilities 8.1 Oversee library services cataloguing and classification, library system, acquisition and reader services Ensure stock of books and other publications are up-to-date and relevant; Check and finalise cataloguing and classification of new publications; Oversee cataloguing data and barcoding for new books and periodicals by staff; Ensure subscriptions of overseas and local journals, magazines and newspapers are up-to-date and distributed efficiently to staff; Select on-line library database resources; MANAGER, LIBRARY UNIT (ECONOMICS DEPARTMENT) POSITION DESCRIPTION JANUARY 2016 2

Oversee the updating of statistical, financial and annual reports; Oversee follow-up on and issuing of overdue/missing journals and other publications; Ensure production of acquisition list and library newsletter; Attend to research and internet queries; Undertake annual stocktake of library materials; Monitor usage of library materials and staff access; Manage online web-based library system; Liaise with other libraries for inter-library loans 8.2 Contribute to the Bank s long-term and short-term plans Contribute to the development of the Bank s long term strategies and objectives and help monitor their achievement Participate in collective advice and decision making on the Bank s operational plans and resource allocations Ensure compliance with all legal, statutory and organisational policy requirements 8.3 Ensure the development of the Library Unit capability Ensure the same system are carried out for all department staff Identify staff training and coaching requirements and meet within budget Maintain and develop capacity of the department including the level of skills, knowledge and experience required for the department to meet its responsibilities 8.4 Manage the Library Unit & its Budget Prepare, negotiate, monitor and report on operational work plans and budgets 8.5 Support the Bank s Corporate Values: Efficiency; Professionalism; Accountability; Teamwork; Transparency; Integrity.
