TANZANIA COFFEE BOARD VACANCIES ANNOUNCEMENT Tanzania Coffee Board is a government body established by the Tanzania Coffee Industry Act No. 23 of 2001. Its main function is to regulate the coffee industry in Tanzania and advise the Government of the United Republic of Tanzania on all matters related to the growing, processing and marketing of coffee within and outside the country. In order to carry out its role, Tanzania Coffee Board invites applications from suitably qualified Tanzania citizens to fill the following positions at its Moshi Head Office and regions. 1. PERSONNEL AND ADMINISTRATION MANAGER Holders of a first degree or Advanced Diploma in Public Administration. Labour Laws, Human Resources Management, Manpower Planning from recognized Institution of higher learning. A master s degree/postgraduate Diploma will be an added advantage. EXPERIENCE Not less than five (5) years as Personnel Officer/Administrative officer /Human Resource Officer in the public service or private reputable organization. OTHER ATTRIBUTES High degree of integrity; Leadership talents; Innovative; Computer Literate (knowledge of MS office and Human Resources package).

DUTIES AND RESPONSIBILITIES: Assists and advises the Director of Finance and Administration on the following:- Manpower Planning and Personnel policy development; Staff selection and recruitment; Developing, co-ordinating and implementing training programs for the Board employees; Develop and implementation of performance appraisal system. Management of staff records concerning employees terminal benefits i.e. pension, gratuity, compensation etc; Preparation of personal emoluments budget estimates; Supervises and oversees administrative functions of the Board; Keeps inventory of the Board s fixed assets and equipment; Performs any other related duties as may be assigned by the Director of Finance and Administration. 2. QUALITY AND SALES MANAGER. A Holder of a first degree from University/Institution of Higher learning (with bias in marketing) in either of the following fields. Commerce Business Administration Economics Knowledge on commodity futures market management will be an added advantage. EXPERIENCE At least five (5) years working experience in sales and marketing of agricultural produce in public sector or reputable private organization. SPECIAL ATTRIBHUTES High degree of integrity Knowledge of code of ethics and conduct of the public service Knowledge on coffee exports Cupping skills Computer Literate MAIN DUTIES AND RESPONSIBILITIES: Advisor to the director of Coffee Quality and Promotion on sales and quality functions

Preparation of annual Auction plan Receiving samples from coffee curing factories and catalogue for auctions Distribute coffee samples to exporters. Monitor New York C and London LIFE terminal market trends Determine auction reserve prices for various coffee qualities Supervise coffee Auctions Verify coffee stocks in warehouses and factories. Certify quality of coffee samples for Direct export and Auctions Performs any other duties assigned by the Director of Coffee Quality and Promotion. 3. COFFEE DEVELOPMENT MANAGER Holders of a first degree in Agriculture from a recognized University. With post graduate studies in any of the following Economics Business Administration Commerce Experience Not less than Five (5) years of work experience in Coffee Industry or related field in public sector or reputable private organization. Special Attributes High integrity. Knowledge of coffee field activities in production and marketing organization Understanding of Organizational dynamics of farmer organizations. Computer Literate. Duties and Responsibilities Advisor to the Director of Coffee Development and Operations. Preparation of development plan for the entire coffee industry in the country. Ensures that Rules and Regulations related to the production of coffee in coffee growing areas are properly and constantly adhered to by growers and other stakeholders;

Making sure that the policy of shared functions in the Coffee Industry works effectively at the field level with the aim of increasing production and competition at the farm-gate market; Ensures that quality standards are properly followed by both producers and buyers; In collaboration with Local Government Authorities, participates in planning and implementing work plans in coffee production in coffee growing regions Organize farmers training through Agricultural shows and exhibitions organized within the regions. Supervise collection of data related to coffee procurement, processing for monitoring purposes. Compile, update and disseminate coffee information in the regions To coordinate coffee stakeholders conferences in the Regions and to make sure that the industry developmental goals are achieved in a given time frame Oversees all functions performed by Regional Coffee Development Officers. Performs any other duties as may be assigned by Director of Coffee Development and Operations. 7. EXPORT MANAGER. A Holder of a first degree or Advanced Diploma in one of the following: Business Administration Commerce. Finance Knowledge in C & F activities management is added advantage. SPECIAL SKILLS High degree of integrity; Ability to manage independent office Knowledge on Clearing and Forwarding activities Computer Literate EXPERIENCE:

At least 5 years in public sector or reputable private shipping organization of agricultural commodities MAIN DUTIES AND RESPONSIBILITIES: Advises the Director of Coffee quality and promotion on all matters of Coffee Exports at the port office (Branch) To perform regulatory functions on coffee exports at port of exit. To prepare and issue Quality and certificate of Origin to export shipments Prepares monthly, quarterly and annual coffee Exports reports for submission to ICO. Monitors the liquoring, grading and classifications standards for export coffee. Supervise coffee storage and C&F activities. Prepare Branch office budget for consolidation in CQ&P Directorate Manage budget and submit expenditure reports to management. Manage all staff under the Branch office. Performs any other duties assigned by the Director of Coffee Quality and Promotion. Duty Station: Tanga or Dar es Salaam 1. REGIONAL COFFEE DEVELOPMENT OFFICERS (THREE POSTS) Holders of a first degree in Agriculture. Post graduate studies in any of the following is an added advantage Economics Extension service Business Administration EXPERIENCE Not less than three (3) years of working experience in the Agricultural sector or coffee trade organization. Knowledge of crops agronomy is conditional. DUTY STATION: Kilimanjaro, Arusha and Kigoma. OTHER ATTRIBUTES High integrity;

Ability to manage independently Field office Knowledge of coffee field activities in production and marketing organization; Computer literate. Supervises and provides guideline to coffee inspectors and properly organizes inspection activities; To collect, update and disseminate coffee information in the region; To organize coffee stakeholders conferences in the zone and to make sure that the industry developmental goals are achieved in a given time frame; Manage budget and submit expenditure reports to management. Manages Regional office staff and resources.

To act as liaison between Regional Administration offices and TCB. Performs other related duties as may be assigned by Director of Coffee Development and Operation; 4. PROCUREMENT OFFICER 1 The holder of this position must have a Degree or Advanced Diploma in Materials Management or equivalent qualifications. Registered with National Board of Materials Management (NBMM) EXPERIENCE Not less than five (5) years of working experience in procurements in a Public firm or organization SPECIAL SKILLS High degree of integrity; Clear understanding of code of ethics of conducting Tender Board Understanding of PPRA law and regulations Have a clean record of good procurement performance Fluency in both written and spoken Kiswahili and English Strong interpersonal communication skills; Computer literate; MAIN DUTIES AND RESPONSIBILITIES: To prepare procurement of goods and services according to Public Procurement Act; To prepare minutes of the tender board; To place orders and distribute the procured goods to users (department); To issue prepared tender bidding documents; To prepare periodic performance reports; To be responsible for stores accounting and verification; To be in charge of receiving committee. To do any other related duties as may be assigned. 3. STATISTICIAN GRADE 1

Holders of a degree/advanced Diploma in Statistics from a recognized University or Institution of Higher learning. EXPERIENCE. Three years working experience in related field. SPECIAL SKILLS Data management and organizational skills Innovative Knowledge of coffee Industry operations Computer Literate MAIN DUTIES AND RESPONSIBILITIES: Advise the Economist on proper data software Analyses and interprets numerical coffee data collected in coffee grown districts Plan methods to collect data and develop questionnaire technique according to survey design; Conducts surveys utilizing sampling techniques Evaluates reliability of source of information; Process Data and Disseminate information to stakeholders. Prepare various operational performance reports Performs any other related duties as may be assigned by the Economist Office. 5. PERSONAL SECRETARY 1 Holders of certificate in secretarial studies from the Tanzania Public Service College (TPSC) or from other reputable secretarial teaching institutions who have also successfully completed computer course in the following programs: Windows, Microsoft Office, Internet, E-mail and Publisher. EXPERIENCE At least three (3) years working experience as a personal secretary in a reputable organization. SPECIAL SKILLS Must be fluently in both written and spoken Kiswahili and English;
