TANZANIA COFFEE BOARD VACANCIES ANNOUNCEMENT Tanzania Coffee Board is a government body established by the Tanzania Coffee Industry Act No. 23 of 2001. Its main function is to regulate the coffee industry in Tanzania and advise the Government of the United Republic of Tanzania on all matters related to the growing, processing and marketing of coffee within and outside the country. In order to carry out its role, Tanzania Coffee Board invites applications from suitably qualified Tanzania citizens to fill the following positions at its Moshi Head Office and regions. 1. PERSONNEL AND ADMINISTRATION MANAGER Holders of a first degree or Advanced Diploma in Public Administration. Labour Laws, Human Resources Management, Manpower Planning from recognized Institution of higher learning. A master s degree/postgraduate Diploma will be an added advantage. EXPERIENCE Not less than five (5) years as Personnel Officer/Administrative officer /Human Resource Officer in the public service or private reputable organization. DUTIES AND RESPONSIBILITIES: Assists and advises the Director of Finance and Administration on the following:- Manpower Planning and Personnel policy development; Staff selection and recruitment; Developing, co-ordinating and implementing training programs for the Board employees; Develop and implementation of performance appraisal system. Management of staff records concerning employees terminal benefits i.e. pension, gratuity, compensation etc; Preparation of personal emoluments budget estimates; Supervises and oversees administrative functions of the Board; Keeps inventory of the Board s fixed assets and equipment; Performs any other related duties as may be assigned by the Director of Finance and Administration. 2. QUALITY AND SALES MANAGER. A Holder of a first degree from University/Institution of Higher learning (with bias in marketing) in either of the following fields. EXPERIENCE At least five (5) years working experience in sales and marketing of agricultural produce in public sector or reputable private organization. Preparation of annual Auction plan Receiving samples from coffee curing factories and catalogue for auctions Distribute coffee samples to exporters. Monitor New York C and London LIFE terminal market trends Determine auction reserve prices for various coffee qualities Supervise coffee Auctions Verify coffee stocks in warehouses and factories. COFFEE DEVELOPMENT MANAGER Holders of a first degree in Agriculture from a recognized University. With post graduate studies in any of the following Economics Business Administration Commerce Experience Not less than Five (5) years of work experience in Coffee Industry or related field in public sector or reputable private organization. Special Attributes High integrity. Knowledge of coffee field activities in production and marketing organization Understanding of Organizational dynamics of farmer organizations. Computer Literate. Duties and Responsibilities Advisor to the Director of Coffee Development and Operations. Preparation of development plan for the entire coffee industry in the country. Ensures that Rules and Regulations related to the production of coffee in coffee growing areas are properly and constantly adhered to by growers and other stakeholders;
Making sure that the policy of shared functions in the Coffee Industry works effectively at the field level with the aim of increasing production and competition at the farm-gate market; Ensures that quality standards are properly followed by both producers and buyers; In collaboration with Local Government Authorities, participates in planning and implementing work plans in coffee production in coffee growing regions Organize farmers training through Agricultural shows and exhibitions organized within the regions. Supervise collection of data related to coffee procurement, processing for monitoring purposes. Compile, update and disseminate coffee information in the regions To coordinate coffee stakeholders conferences in the Regions and to make sure that the industry developmental goals are achieved in a given time frame Oversees all functions performed by Regional Coffee Development Officers. Performs any other duties as may be assigned by Director of Coffee Development and Operations. 7. EXPORT MANAGER. A Holder of a first degree or Advanced Diploma in one of the following: Business Administration Commerce. Finance Knowledge in C & F activities management is added advantage. At least 5 years in public sector or reputable private shipping organization of agricultural commodities MAIN DUTIES AND RESPONSIBILITIES: Advises the Director of Coffee quality and promotion on all matters of Coffee Exports at the port office (Branch) To perform regulatory functions on coffee exports at port of exit. To prepare and issue Quality and certificate of Origin to export shipments Prepares monthly, quarterly and annual coffee Exports reports for submission to ICO. Monitors the liquoring, grading and classifications standards for export coffee. Supervise coffee storage and C&F activities. Prepare Branch office budget for consolidation in CQ&P Directorate Manage budget and submit expenditure reports to management. Manage all staff under the Branch office. PROCUREMENT OFFICER 1 The holder of this position must have a Degree or Advanced Diploma in Materials Management or equivalent qualifications.
