Block train is a kind of transport in which there is no wagon and locomotive change from the origin to the destination point; there is no shunting and loading and unloading at the intermediate stations and terminals. Beside putting into operation of local block trains, international block trains are also started to be operated between Turkey and European countries, CIS countries and Middle East countries within the framework of agreements made by these countries in order to increase the foreign trade volume as well as railway share within the transport sector. By this application in 2008 total 22.8 milion ton cargo were transported and an increase at the rate of 59% in the freight transport volume and an increase at the rate of 170% transport income was achieved when compared with 2002. BLOCK TRAIN TRANSPORT is an application which changes the freight transport vision in the history of TCDD; which makes an increase in freight transports; which causes efficient utilization of inadequate sources of our country by saving the transport costs and which decreases the costs of TCDD to the State. 8

When compared with 2001 59% increase was achieved in 2008. In July 2008, 2,2 million tons of freight transport was realized and we reached to the highest level in the history of the railways as for the freight loading. 0,00 Ocak Şubat Mart Nisan Mayıs Haziran Temmuz Ağustos Eylül Ekim Kasım Aralık 2001 2008 11 DEVELOPMENTS YÜK TCDD TAŞIMACILIĞINDA in PROJELERİ FREIGHT TRANSPORT 2- EN SUMMIT YÜKSEK AVANTAJLARI at THE DEĞERE FREIGHT ULAŞTIK TRANSPORT In order to increase the transport share and income of our Administration; to reduce the transport costs of the forwarding companies, and to contribute to the macro economic balance positively, we supported the 3rd paries to own the private wagons as well as the combined transport, we produce the wagons which were not available in our wagon park previously and by this way the transport capacity is increased. In 2008; the income from freight transports is TL 412 million and we reached the highes income level in the history of the railways. In 2008, we achieved an increase at the rate of %322 over TL and at the rate of 279% over USD when compared 2001. In July 2008 total income from freight was TL 39 million which was the highes income level in the history of the railways. 2001 2008 12

INTERNATIONAL BLOCK TRAINS İSTANBUL-ALMATY BLOCK CONTAINER TRAIN As a result of the works carried out jointly by the railway administrations of the countries on South Euro Asia Corridor (Turkey, Iran, Turkmenistan, Uzbekistan, Tajikistan, Kirkizishtan, Kazakhistan) under the umbrella of ECO İstanbul (Haydarpaşa)-Tehran-Taşkent- Almaty(Kazakistan) and İstanbul (Haydarpaşa)-Turkmenistan konteyner trains were launched. İstanbul-Almaty started its first journey on 20 January 2002 and İstanbul-Turkmenistan train started its first journey on 26.12.2003 from Istanbul. It is possible to load İstanbul-Almaty blokck container train from Mersin and İzmir. It is operated 4 Days in both directions (Due to global crisis currently this transport is stopped) In the direction of Köln Köseköy Automotive Spare Parts;in the direction of, Köseköy Köln vehicle frames are transported Cargo transported by 32 trucks can be transported by 1 train. 18 18

RO-LA (Rollende Landstrasse) (Rolling Land) TCDD started environment friendly Ro-La transport between Halkalı- Wels-Halkalı on 21st September 2006 as a result of the works carried out with the railways on the route, relevant associations and companies within the sector and 6 successful journeys were realized. As a result of joint works with Ökombi we plan to start ISU transport betwenhalkalı (İstanbul) Wels (Austria) in 2009 X. As a result of the railway undertakings, automotive sector and the logistic companies, automobile transport by railways started between Köseköy - Bucharest (Romania) and Tehran - Köseköy. LOGISTIC CENTERS LOGISTIC CENTERS in EUROPEAN COUNTRIES ARE NOW in TURKEY In order to perform more effective and productive operations in logistic services, our works are going on for constructing logistic centers in Halkalı/Ispartakule (İstanbul), Köseköy (İzmit), Gelemen (Samsun), Hasanbey (Eskişehir), Boğazköprü (Kayseri), Gökköy(Balıkesir), Yenice (Mersin), Uşak, Palandöken (Erzurum), Konya, Kaklık (Denizli) Bozüyük te where there is high freight potential İstanbul İzmit Bilecik Balıkesir Eskişehir Uşak Denizli TCDD LOJİSTİK MERKEZLERİ Konya Kayser i Mersin Samsun Erzurum 23 DEVELOPMENTS TCDD in PROJELERİ FREIGHT TRANSPORT LOJİSTİK LOGISTIC MERKEZLER CENTERS Logistic centers which develops the combined transport that is considered as a heart of the modern freight transport as being integrared with the other modes of transport, are now constructed in our country as well. Logistic Centers are firstly consructed in 12 cities where there is high potential of freight transport as being connected with the organized industrial centers. LOGISTIC CENTERS WHAT ADVANTAGES DO LOGISTIC CENTERS OFFER 7,6 million tons of additional transport capability to Turkish logistic sector Road-railway integration Export capability of 12,2 billion $ 5,2 million m 2 container storage and handling area 25 TCDD PROJELERİ SILK ROAD BY KARS-TBLISI RAILWAY By Kars-Tblisi-Baku railway project which will be an important railway corridor between Europe and Asia total 6.5 million tons of cargo will be transported per year at the beginning. Silk Road is revitalizing The construction of Kars-Tblisi-Baku railway line which will enhance the relations between the nations and states of Turkey, Georgia and Azerbaijan on the historical Silk Road between Asia and Europe and having the historical friendship and cultural relations and, which will contribute the development of the trade between these countries as well as the other countries in the region and which will facilitate their economical development, has been started. When Kars-Tblis-Bakü railway line is considered together with Marmaray and the other projects it constitutes a significant part of the uninterrupted railway line from Europe to Chine.. 26

Varna RAIL-FERRY LINE BETWEEN TURKEY-RUSSIA Poti We are crossing Black Sea by Trains Its Importance By this project combined transport will be able to be made from Turkey to Russia Ukraine, CIS countries and Middle East and vice. Mersin Under the project of rail ferry transport between Samsun-Kavkaz ports, a railferry line will be established in the Black Sea between Turkey and Russian Federation and the combined transports from Turkey to Russia and vice versa shall be made through the bridge to be established between Samsun and Kafkaz Ports Kavkas 27 AFTER 38 YEARS A RAILWAY LINE IN ONE CITY FOR THE FIRST TIME Under Marmaray Project; the railway line between Gebze-Halkalı shall be closed to the traffic during the construction works. As a result of closing this line, the railway line between Asia and Europe will be interrupted so Haydarpaşa-Sirkeci rail ferry operation will not be able to be made. During this time and afterwards, in order to ensure an uninterrupted freight traffic between Asia and Europe, the construction of a new railway line between Tekirdağ-Muratlı has been started for connecting Tekirdağ Port to the existing railway line in Muratlı. By the completion of this project, industrial products such as automobile, white goods, electronical goods,ceramic, marble, food stuff, sun flower oil, cereal and cereal products, paper and paper products, construction products in Tekirdağ and Aegean region will be transported to Europe economically in a short time. ADVANTAGES It will lighten Bosphorus traffic The railway connection of Aegean Sea to Europe will be shortened approximately 600 km by ferry boat transport to be made between Bandırma and Tekirdağ Ports. In parallel to increase in the transport volume with Syria, the capacity of Islahiye and Meydanıekbez railway border gates is not able to meet the demands of the customers therefore 3rd border gate Çobanbey is needed. Industrialists in mostly Gaziantep and Kilis, Şanlıurfa, Adıyaman will be able to make their export to Syria with this border gate in a short time. 32

OPENING of the 3rd BORDER GATE BETWEEN TURKEY AND SYRIA ADVANTAGES 1 million tons of additional freight will be transported to Syria and Middle East. 68.000 passengers per year will be transported to Syria. The export capacity by railways to Syria and Middle East will be increased at the rate of 125% artacak. Taking into account the customer demands,customer preferences, economical conjuncture, age of the wagons their repair and non-usability situation, circulation, utilization, possible improvements in operation, technologic developments, the freight need was determined and in 2008 the production of 1223 pcs. of freight wagons was plannedand 710 out of this have been produced up to now. 36

PRIVATE SECTOR REACHES THEIR THEIR WAGONS 3rd parties supported to have their own wagons in order to increase the transport share and income of our administration, to reduce the transport costs of the forwarders as well as to contribute to the economical stability. By this application Samsun one hand we attract the customers on the other hand the capital sources of TCDD is shifted to the other investments. As of today total 2458 wagons are operated in our network by 43 companies under the existing contracts. 37 PRIVATE SECTOR REACHES THEIR OWN WAGONS Samsun Private wagons are supplied domestically, internationally and from our Affiliated Organizations. In 2008 4,5 million tons of freight transport is made by the private companies ant its share within the overall transport volume is % 20.
