nrsc NATIONAL REMOTE SENSNG CENTRE (ISRO, Department of Space, Govt. of India) Balanagar, Hyderabad 500 037 Expression of Interest (EOI) for Engaging reputed geospatial industry on preparation of Large Scale GIS database creation from Very High Resolution Satellite Images. National Remote Sensing Centre (NRSC), ISRO/DOS Government of India is working on preparation of 1:4,000 Scale geospatial database for selected urban cities in the country. Interested reputed geospatial companies experienced in the similar works are invited to submit the completed applications forms and necessary documents in a sealed cover super-scribing Application for Pre- of Geospatial industry in support of their technical, experience and financial capabilities in order to get pre-qualified. The last date for receipt of completed Applications is 01.04.2016. The details can be downloaded from NRSC website www.nrsc.gov.in The applications along with attached documents will be screened as per the prescribed criteria. Shortlisted firms will be eligible to participate in the subsequent process for carrying out the proposed project work. SCOPE OF THE WORK Background 1.1 National Remote Sensing Centre (NRSC), ISRO, Department of Space (DOS), Government of India is a premier organization for the promotion of Remote Sensing (RS) and Geographic Information System (GIS) Applications in the country. With a constellation of Indian remote sensing satellites in the orbit, NRSC provides reliable satellite data products and also the value added services. It is located at Balanagar, Hyderabad with facilities for satellite and 1
aerial data reception, archival, processing, dissemination and offer application driven solutions. NRSC also has the responsibility to carry out turnkey projects at national level including GIS based projects/missions, particularly for urban areas feature extraction on 1:4,000 scale from High resolution satellite data for preparation of comprehensive Large Scale Urban Geospatial database for City Master Plan preparation and urban utility Infrastructure planning. 1.2 The objective of this EOI is to identify those firms who can participate in the process by providing necessary information and guidelines for submission of applications. 1.3 Shortlisting of the firms will be based on: 1.3.1 in carrying out similar works in the past 1.3.2 Computer systems infrastructure and Bandwidth connectivity: The selected firm should have computer hardware for configuring as client to the NRSC services with at least 2 mbps internet connectivity for online works/processes. 1.3.3 Manpower: The selected firm should have required manpower (a) experienced technical staff trained in geospatial technologies, (b) Quality Managers and (c) supervisory personnel. 1.4 NRSC will award urban 2D feature extraction from Very High resolution satellite data and attribute data collection for preparation of Geospatial Databases work to the shortlisted firms. NRSC reserves the right to allot the work as and when the requirement comes depending upon the volume of the work, time schedules & other operational needs. 1.5 The firms have to work from their office premises. The Geo-referenced/ ortho-rectified satellite data, scanned utility maps and GIS software required for 2D feature extraction / digitization will be provided as secured service to firm s client computer systems. 1.6 Intellectual Property Rights (IPR) for data (input, intermediate and outputs) in all the forms (hard & soft copies) will vest solely with NRSC. 1.7 Payment will be released only after completion of tasks, and Liquidated Damage (LD) clause will be applicable for the delay as specified in the work order. 1.8 The firm shall submit undertaking for the data security as specified by NRSC. 2
2. Technical Requirement 2.1 Task Components: Components of urban 2D feature extraction from Very High resolution satellite data for preparation of Geospatial Databases at the scale of 1:4,000 scale are listed below: a) Large Scale 2D feature extraction/mapping from Geo-referenced / orthorectified very high resolution satellite data in GIS spatial structure. City wise geo-referenced / ortho-rectified satellite data, GIS software and layer wise empty shape file with definitions of spatial and attribute data shall be served through secured access to the client systems from the NRSC servers in 24x7 mode. Firm should deploy required client systems and technical, quality & supervisory personnel for completion of the task as per the time schedule of Work Order. The required number client licenses shall be allotted to selected firm based on volume of the work assigned. The feature extraction methodology manual will be made available. b) Geo-referencing and digitization of the city survey/ cadastral maps and utility layers (water supply network, sewerage network, power supply network, gas supply network, city boundaries (municipal wards, tax boundaries, city zones, Election enumeration, etc.) The scanned maps shall be geo-referenced with reference to the very high resolution satellite data and shall be digitized to create GIS layer in shape file as per the methodology given by NRSC. These activities should be carried out on per city basis as per the Work Order and Guidelines for 2D Geo-spatial Database generation document prepared by NRSC, which will be provided along with work orders. In addition to the above document, if there are any specific project requirements, a separate document with specific guidelines / amendments will be issued. The above mentioned activities have to be carried out as per the time schedule, accuracy and other specifications mentioned in the work order. 2.2 Quality Assurance Procedure: A dedicated Quality Assurance Manager of the firm will have to look after the internal Quality Assurance of all on-going mapping 3
tasks. The personnel should be authorized by the firm to certify the quality of the data before submission to NRSC Quality Assurance team. The executing firm will form an internal quality team to carry out the accuracy assessment in terms of completeness, accuracy and consistency of feature extraction. In case parts of a large block are awarded to multiple firms, edge matching of respective data with that other firms will also form the responsibility of the firms involved. 2.3 Quality Control Check by NRSC: A team from NRSC will carry out quality assessment subsequently. Team will follow the same steps as in the above mentioned quality assurance procedure to assess a minimum of 25% samples and will also go through the error budget tables prepared by the firm s quality assessment team. For any non-compliance with the requirement, the whole exercise of quality assurance by the firm (internal QAS) and quality control checks by NRSC (external QAS) will have to be repeated. If the work is not satisfactory and not meeting the NRSC standards and time schedules, then the entire work order is liable to be cancelled. 2.4 Deliverables City wise spatial & attribute database as layer wise shape files for the entire region as per the index provided by NRSC and within the specifications in and specified formats will be accepted as per the specifications in the work order. 3. Eligibility Criteria 3.1 During the past three years (2013-14, 2014-15 & 2015-16), the firm should have successfully executed projects involving Geospatial feature extraction / mapping and database preparation from Very High resolution satellite / aerial data at 1:5,000 Scale or better for at least 5,000 sq.km area and with projects worth at least Rs. 5.0 cores per year. Appropriate documents / work orders for proof must be enclosed. 3.2 Firm should have minimum infrastructure comprising of Permanent office premises with GIS Lab and infrastructure with amenities like power, UPS, internet connectivity to work on 24x7 basis. At least 25 Computer systems with minimum 2mbps internet connectivity in 24x7 mode. 4
At least 50 skilled trained manpower with 2 years experience in GIS and feature capture / mapping from Very High Resolution satellite data. Firm should have offices in different parts/states of India to undertake the work pertaining to any part of the country. 3.3 The firm should be a registered firm with Indian Company act and should be filing sales tax and income tax returns for the past three years (2013-2014, 2014-2015, and 2015-2016). Documentary evidence in support of this should be enclosed with the application. 4. Selection Process 4.1 The selection process for pre-qualifying the vendors shall comprise the following: (a) Initial short-listing of vendors based on participating vendors satisfying the qualifying norms. (b) Final short-listing of vendors based on technical evaluation of the competence/capabilities of those initially short-listed as at (a) above, quality of the product, etc., by a Committee constituted by the Head of the Centre/Unit (c) Vendors finally short-listed as at (b) above may only be allowed to further participate in the procurement process and submit their two-part tender (Techno-Commercial Bid and Price Bid). 5
