3 A. About DPI District Education Office is the district level administrative wing of School Education Department. It controls all Government and Government Aided High and Higher Secondary Schools of the district and make necessary infrastructure and manpower arrangement for the better and conducive environment for studies of children. All teachers working in Government and Government aided schools directly comes under its jurisdiction. In order to bring the children as well as teachers at par with the ongoing latest technologies, the department is making its best efforts to make available every new technology in education and computer is one such need where every student and teacher will have to depend upon for updating the knowledge of new advances of the world. Department also wishes to enhance the technical skills of the ministerial staff working at the ground level. So, a 10 days computer training in Hardware and Software will be organized for ministerial staff working at the district and block levels. This training basically point towards the up gradation and enhancement of the technical skills of the ministerial staff so as to enable them to use the technology in administrative work. This will result in the overall increase in computer literacy of the ministerial staff. The overall environment of the department to become conducive for the use of the technology oriented tools and become a part of IT and Digital India concept. B. Objective of this EOI 1. In order to enhance the technical skills of the ministerial staff in the department working in district and block. 2. A 10 day computer training will be organized at district level to harness the computer skills of 24 ministerial staff. For the said training the EOI is invited from the eligible firms/agencies. C. Scope of work The training will be imparted by the selected firm/company for 10 days to 24 ministerial staff at District Computer Education Centers/Venue provided by the department. The detail syllabus for the same is provided in this document. (1) The training will be organized at district level at District Computer Education Centers. Batch wise Time Table will be decided and provided by the DEO Office. (2) Training venue, Hardware, TA/DA to participants will be borne by the department. The selected firm/agency needs to deploy trainers in a ratio of 20:1 and course material for every participant. (3) The training hours should be 6 hours per day excluding lunch/tea break out of which 2 hours is for theory and 4 hours will be for practical session. (4) Batch size would be maximum per batch and ratio of computer will be 1:2 (5) After the completion of training, Feedback, Attendance reports is to be submitted by the firm/company. A test is to be conducted for the trainees. The test paper needs to be approved by the related department. All the participants must secured minimum 60% marks

4 and a satisfactory report on training is needs to be submitted by the firm certified by training in charge or MIS or DCEC Administrator. (6) In case a trainee scores less than 60%, the training agency will arrange for the reexamination and after successful completion, provide the completion certificate in this regards. (7) Completion Certificate to be approved by DCEC Incharge. The participating firm/organization/company needs to organize training on the following modules. A. General Hardware & Troubleshooting (Duration - 2 days) 1. Introduction to PC 2. Micro Processor and its kind 3. Memory and Power supply 4. Cooling and Protection Monitor 5. Function of Printers 6. Scanner and data storage 7. Hard disk formatting B. Software (Duration - 8 days) 1. PC Operations [Fundamentals of computers, Operating System, Working with Window XP, File and Folders, My Computer, My Documents, Windows Explorer, File Operation, Control Panel, Word Pad, etc.] 2. MS Word 3. MS Excel 4. MS Power Point 5. Net Utility [ Internet basics, Web Concepts, Searching the Web, Multimedia, HTML, Downloading D. Pre Qualification Eligibility Criteria (1) Firm/Company must be incorporated in Chhattisgarh before 3 years. (2) Firm/Company must be having its Registered Corporate office and Head office in Chhattisgarh. (3) Firm/Company must have been running in Chhattisgarh region since last 3 years. Firm/Company must possess the experience of imparting computer training ( both software and hardware ) in Government sector or Semi Government Organization / Other trainings since last 3 years in Chhattisgarh. Other trainings means training in private sector or to students at your institution. (4) Firm/Company should be a partner or franchisee of a reputed national or international level firm/company. (5) The firm s annual turnover must not be less than Rs. 20 Lacs in last 3 financial years especially in computer training. The turnover other than of computer training would not be considered. Please furnish information in following format:-

(2) Certificate of Registration of Firm/Company: a. For Company: Certificate of Incorporation from Registrar of Companies, Gwalior (MP). b. For Partnership Firm: Registration Certificate from Registrar of Firms & Societies, Raipur (CG) c. For Proprietorship Firm: CG Shop & Establishment Act Registration License (3) Copy of Pan Card of Company/ Partnership Firm/ Proprietor. (4) Annual turnover of firm of last 03 financial years (enclosed certified-balance sheet copy). Please indicate the computer training turnover separately for qualifying. The total turnover should not be less than 20 Lacs in the last 3 financial years. (5) List of Employees (6) Technical and Educational qualification of employees. Qualification:-Degree/Diploma in Hardware and Software with one year minimum experience. (7) Experience Certificate from Government/ Semi Government Organization/ Other Trainings (attach copy or Certificate from Government/ Semi Government Organization/ Other Trainings). (8) A brief plan on Conducting Training. E. Selection Criteria The firm/agency who has completed all the five pre qualification eligibility criteria will move to technical qualification. Selection will be then based on both Technical and Financial proposal at the ratio of 70:30. Technical and Financial criteria is attached with this document as Annexure -1 and 2. Minimum qualifying marks for financial bid is 50 marks in Technical Proposal. F. General Terms & Conditions (1) The EOI should be submitted in two parts namely Technical Proposal, Financial Proposal. Each should be kept in a separate sealed cover. The envelope containing Technical proposal should be labeled Technical Proposal, envelope containing Financial Proposal should be labeled Financial Proposal. All the two sealed envelopes should be kept in another sealed envelope labeled for EOI for Selection of firm for imparting Computer Software and Hardware Training in District. (2) The proposal should be submitted with pagination. Each page of the Technical Proposal and Financial proposal should be signed by person(s) on behalf of the organization having necessary Authorization to do so, duly affixing the company seal. Applications containing false or inadequate information are liable for rejection.

6 (3) Sealed envelope for Financial proposal shall be opened only for those firma who have secured at least 70% of maximum marks in technical evaluation criteria. (4) It is mandatory that at least three bidding firms qualify in the technical evaluation, if less than three or none of the bidding firms get minimum 70% marks then the next top firms shall be taken into consideration for the evaluation of Financial bid. The Department reserves right to add any other point and can also relax the criteria in case of eligible firms less than three. (5) The Financial proposal should contain a consolidated rate with all the expenses. The rate quote should be firm and final. Taxes if any to be paid need to be duly indicated otherwise no extra payment would be made for this purpose. At the time of payment of bills, the income tax/tds (if any) shall be deducted at source as per the govt. rules and guidelines. (6) The training should be imparted both in Hindi and English. The Instructor must be well proficient in teaching both the languages. (7) DEO Office reserves the right to accept, reject or cancel any or all proposal without assigning any report. (8) In case of any dispute jurisdiction should be district only. (9) The selected Firm/Agency will submit 3% of cost of work allotted as EMD to DEO Office. (10) Payment will not be made in advance to selected firm/company. However the payment will be made after completion of training that too after receiving satisfactory report from the DCEC Administrator or MIS Incharge. (11) In case of non completion of training in due time, the balance batches or whole batches can be cancelled and firm may not be paid anything for the services rendered by them. If the training is not conducted in the prescribed time frame due to non availability of trainer, recourse and without sufficient reason, Penalty will be levied to the of total training value per batches. (12) Department reserves right to add extra related syllabus as per their need.
