The project consists of four key components: a network of link sewers; a deep sewer tunnel; a centralized water reclamation plant (WRP); an integrated waste management facility (IWMF); and a deep-sea outfall. Covering the western side of Singapore, it comprises a 30km-long deep-sewer tunnel, 12km-long deep-sea outfall pipes and 70km of link sewers. The IWMF will extract biogas from food waste to be used for electrical generation in combination with cogen capabilities at the co-located WRP. Black & Veatch is currently providing Program- Manager-At-Risk (PMAR) services to the City of Memphis for the implementation of its entire $250 million, 10-year program for assessing and rehabilitating the city s wastewater collection and treatment system. The PMAR has taken on the risk for the entire implementation, from condition assessment contracts, to incorporating that data into a GIS-based system that quantifies the defects into high, medium, and low probability-of-failure (POF) and consequence-of-failure (COF) rankings, then uses that data to implement rehabilitation programs to alleviate SSOs. The PMAR team procures construction and administers the overall Target Zero safety program. The PMAR team also has an aggressive local workforce development goal, achieving over 30% MWBE participation through its contracts.
