3 Page 3 A. INTRODUCTION Pursuant to the authorization by the City of Port Jervis, McGoey, Hauser and Edsall, Consulting Engineers, D.P.C. (MH&E) has prepared an engineering report for the Jersey Avenue and Vicinity Sewer Line Replacement Project. The sewage collection system within the project area has been subject to significant inflow and infiltration both within the project limits, and within the areas tributary to this system, and as such there have been significant sewer pipe collapses resulting in illicit discharges. These illicit discharges have lead to Notice of Violations from the NYSDEC, and ultimately an Order on Consent to rectify certain system deficiencies (see Appendix E). This project has been authorized by the City to address and correct the illicit discharges which have occurred in the Jersey Avenue and Wagner Place vicinity and replace portions of the line to help prevent future occurances. A Sewer System Evaluation Survey (SSES) was started in 2010 by the City in partnership with our office to identify and quantify Inflow and Infiltration sources not only within this project area but throughout the City s system. The survey also identified areas that are significantly damaged or that require replacement. The area proposed for replacement is a main sewer trunk line that collects sewage from the majority of the City (see Appendix A) and is one of the oldest lines in the City. The majority of the existing collection system in this area consists of vitrified clay with patches of PVC and Cast Iron pipe materials with an 18 pipe diameter. The project area included in this scope of work includes starting at a manhole on Jersey Ave. near Wagner Place heading towards Owen St. The replacement would turn up Owen St. to Hammond St. and then down Hammond to the intersection with Pennsylvania Ave. The section being replaced on Jersey Ave. would include the section of main that collapsed in February of 2013 causing the F:\2014\ PJ CDBG Grant Application\Preliminary Engineering Report.docx
4 Page 4 closure of Jersey Ave. in this section for days, a cost of over $30,000 to repair, and ultimately to the NYSDEC Order On Consent. B. SCOPE OF WORK The structurally deficient pipe referenced above will be rehabilitated or replaced with a couple of methods of replacement to include open trench replacement and pipe bursting. The trenchless technologies will be used in locations depending on depth of cut, restoration conditions, and the potential for numerous utility conflicts in certain areas. The section along Jersey Avenue is in excess of 17 deep and would be more economical to replace via a trenchless technology like pipe bursting. C. BASIS OF PRELIMINARY DESIGN The proposed improvements to the wastewater collection and conveyance system have been designed in accordance with the "Recommended Standards for Wastewater Facilities" (Ten States Standards). The design of each of the system components is summarized as follows: 1. Sewer Main Replacement The proposed PVC gravity sewer will replace the existing failing clay sewer mains. The proposed main will be designed with a minimum pipeline scouring velocity of 2.0 fps. This minimum velocity will correspond to a variable minimum slope depending upon proposed pipe size. New precast manholes are proposed along the proposed sewer main at all changes in alignment, changes in pipe size and at a maximum interval of 400 feet. 2. 5 Page 5 A portion of sewer main within the project limits is located at depths in excess of 17. For these sections of sewer main, trenchless rehabilitation methods will l be utilized such as pipe bursting. The pipe is to damaged and deformed to rehabilitate with a method such as Cured In Place Pipe (CIPP) lining. Existing manholes along this alignment will be utilized in the trenchless installation, and will be either rehabilitated or replaced with new precast concrete manholes. 3. Flow Considerations The current collection system, as previously noted, is subject to significant surcharging. The existing mains are by visual observations, inadequate to convey the tributary flows during peak flow times. The sewage flows are often blocked by grease, debris and significant sags or offsets in the existing main. Once replaced the hydraulic improvements should greatly improve. D. SUMMARY AND CONCLUSION The proposed improvements will reduce the current inflow and infiltration problems associated with the project area to within acceptable standards for leakage. The replacement will address one of the prioritized areas requiring corrective action as required by the NYSDEC Order On Consent, and the replacement will greatly reduce the repairs that will be required on the existing aging and failing system.
