POSITION INFORMATION Position Title: Group: Reports To: Classification: Contract Management Coordinator - Major Operations Treated Water Manager Operational & Contractual Performance Common Law Contract PRIMARY OBJECTIVES OF POSITION Drive the management of major outsourced operational contracts, including manufactured water and supply system Operations & Maintenance Contracts, for the benefit of Seqwater. Develop governance, frameworks, procedures and practices that will enhance the management of outsourced contracts. Provide sound commercial and contractual advice in relation to the outsourced contracts. Enhance the capability of staff by providing expertise and guidance on issues and risks in managing outsourced contracts. Provide expert advice to support the benchmarking of the efficiency and effectiveness of Treated Water Operations. ORGANISATIONAL INFORMATION AND OBJECTIVES Seqwater is one of Australia s largest water businesses with the most geographically spread and diverse asset base of any capital city water authority in the country. Seqwater is responsible for ensuring a safe, secure and reliable water supply for almost three million people across South East Queensland and managing more than $9 billion of water supply assets including dams, weirs, water treatment plants and a 600-kilometre pipeline network. This includes managing the natural catchment health of the region s major drinking water sources. The organisation also supplies climate resilient sources of water through the Gold Coast Desalination Plant and the Western Corridor Recycled Water Scheme. In addition Seqwater: Manages recreation facilities which currently provide more than 50 per cent of the green space for South East Queensland. More than two million people visited Seqwater recreation facilities over 2009-2011; Provides essential flood mitigation services across Wivenhoe, Somerset, North Pine and Leslie Harrison dams; Has a strong research and development focus with partnerships with The University of Queensland and Griffith University; Provides irrigation services to around 1,000 rural customers in five water supply schemes; and Is the host institution for the Australian Water Recycling Centre of Excellence.
GROUP OBJECTIVES AND FUNCTION The Operations, Treated Water group are responsible for the operation and maintenance of Seqwater s water treatment and distribution assets to ensure provision of reliable, quality, secure potable drinking water throughout South East Queensland. We ensure that Seqwater assets are operated and maintained safely and efficiently with optimising supply productivity to ensure the regions water demands are met. The activities of the Operations Treated Water group are delivered under a structure comprising of six work groups. Supply Treated Water (North) Supply North operates treatment plants and associated supply facilities extending from Noosa to the northern suburbs of Brisbane, and as far west as the northern Somerset region. These treatment plants include world-class water treatment processes including oxidation and disinfection using ozone and filtration using biological activated carbon. Supply Treated Water (Central) Supply Central operates the region s largest water treatment plants located at Mt Crosby, treatment plants located within the southern Somerset region and the bulk water supply distribution system which includes bulk distribution reservoirs, water quality facilities and the three major interconnection pipelines northern pipeline, southern region and eastern interconnectors. Supply Treated Water (South) Supply South operates a diverse range of treatment plants across Seqwater s most southern supply area including Stradbroke Island, Gold Coast and Scenic Rim. Gold Coast treatment plants have the capability to supplement supply of potable drinking water to Brisbane via the Southern Regional Water pipeline. Operational and Contractual Performance Operational and Contractual Performance are responsible the procurement and management of Seqwater s major operations and asset maintenance contracts, include warehousing and inventory. The team is also responsible for whole of system contractual and operational performance analysis, improvements and initiatives which drive asset management optimisation. Asset Maintenance Asset Maintenance manages all electrical, civil and mechanical maintenance activities on treatment and dam operational assets and is also responsible for the maintenance and reliability of telemetry, monitoring and control systems across supply and treatment systems. The team uses a core in-house workforce supplemented by contractors to ensure that Seqwater s infrastructure is available to meet operational requirements. Business Support and Systems Business Support and Systems is responsible for managing, developing and leading the group s business system performance and facilitating implementation of corporate systems and standard compliance requirements across the group. Incident, emergency and security planning also sits within the team ensuring appropriate process and protocol are in place throughout Seqwater allowing effective incident preparedness and response.

KEY DUTIES AND RESPONSIBILITIES Lead the development of strategies, practices and procedures that will enhance the management of major operational contracts to ensure best value for Seqwater and its stakeholders. Manage all commercial, technical and administrative matters for all major operational contracts including the Gold Coast Desalination Plant alliance agreement, the Western Corridor Recycled Water Scheme, and the Supply System Operations and Maintenance Agreement. Manage the Gold Coast Desalination Plant as the internal Seqwater point of contact for the alliance.
Have oversight and provide assistance to the close out of the Western Corridor Recycled Water Scheme. Provide commercial and contractual leadership and advice regarding major operational contracts to the Operations Treated Water Group and Executive Leadership Team. Have oversight of the business case development for changes in outsourced contracts or alliances. Develop, implement and audit against outsourced contract management frameworks and manuals. Develop and implement with Seqwater specialists WHS oversight and WHS due diligence requirements for outsourced contracts. Manage all major operational contracts including the Gold Coast Desalination Plant alliance agreement, the Western Corridor Recycled Water Scheme, and the Supply System Operations and Maintenance Agreement as the main contractor contact and internal contractor interface. Manage major operational services contracts to ensure optimum performance, risk management and contract value is delivered through the contract at the level of risk as defined by Seqwater. Provision of high level and sound commercial and contractual advice in relation to effective and efficient management of major contracts. In partnership with Seqwater Procurement, develop and expand key policy and procedures associated with the effective and efficient management major operational and maintenance supply contracts. Facilitate the resolution of contract conflicts or issues that could impact effective service delivery or create undue risk for Seqwater. Critically review and monitor pricing, competitiveness and performance of major contracts. Develop performance indicators for major contracts that foster the development of a continuous improvement culture. Ensure asset performance, condition and other critical information required for efficient operation, maintenance and management of assets are retained and enhanced through major contract management. Maintain and enhance both strategic and day-to-day relationships with major contract providers to ensure best long term value for Seqwater. Perform tasks/projects and other duties as directed by the Manager Operational and Contractual Performance, as required. Observe and comply with all Seqwater Occupational Health and Safety Standards and practices, Quality Management System Procedures and Environmental Management Systems procedures. KEY SELECTION CRITERIA Qualifications Relevant tertiary qualifications in Engineering, Finance, Law, Economics or similar discipline relevant to Contract Management.
Knowledge, Experience, Skills and Abilities Demonstrated detailed knowledge of governance of outsourced operating and asset management arrangements. Demonstrated high level knowledge of contractor management for contracts of multimillion dollar value relevant to the water industry. Demonstrated knowledge of best practice strategy, policy, practice and procedures for major contract managements. Demonstrated ability to understand, capture, analyse data, information models and business requirements to conduct critical analysis of contracts, contract performance, asset improvements and outsourced asset management and performance. Well-developed written and verbal communication and interpersonal skills, including demonstrated ability to communicate with a broad spectrum of internal and external stakeholders including major supply company representatives. Ability to achieve results by working within a team environment with varying priorities, drivers and styles. Experience in developing a team around emerging priorities. Extensive demonstrated experience in management of major service contracts within the water or similar industry. Experience in reviewing and improving policy governance and process within an outsourced contract environment. Experience in the development of key performance indicators and use in driver improved contract value. Demonstrated ability to lead and motivate a team that operates in a number of locations. Demonstrated ability to analyse systems, define problems, devise and implement remedial actions and solutions technically, commercially and contractually. Strong communication (oral & written), time management and interpersonal skills. Able to provide one to one training and group training sessions.
