1 STATE TRANSIT POSITION DESCRIPTION POSITION: DIVISION: REPORTS TO: Manager Operational Support & Infrastructure Fleet Operations and Infrastructure General Manager Fleet Operations and Infrastructure GRADE: Transport Senior Service Level 1 DATE: Updated January 2015 PRIMARY OBJECTIVES Provide technical advice, direction and management of centralised business support functions in accordance with all State Transit policies. Maintain depot and offsite facilities and infrastructure such that they are fit-forpurpose and enable administrative, operational and maintenance activities to be carried out safely, reliably and efficiently. Develop policy and procedural frameworks that ensure controlled, financially responsible and systematic management of assets and inventory. Oversee and provide guidance on the procurement and management of stock and non-stock inventory. Ensure maximum economic life is achieved from infrastructure and fleet-support assets. ORGANISATIONAL ENVIRONMENT State Transit is the largest bus company in Australia. It plans and operates bus services in Sydney, as well as bus and ferry services in Newcastle. The organisation employs approximately 4,700 staff and has an annual turnover of over $660 million. It carries more than 600,000 passengers per day, on approximately 17,800 services. The fleet comprises over 2,100 buses and 2 ferries, which are used mainly for regular passenger services. State Transit currently manages these businesses: Sydney Buses which operates 4 of the 15 Sydney Metropolitan Bus Service Contracts; and Newcastle Bus and Ferry Service operating in line with the Outer-Metropolitan Bus Service Contract.
2 The current Sydney Metropolitan Bus Service Contracts will be effective to July 2018 and current Newcastle Outer-Metropolitan Bus Service Contract will be effective to July In coordination with Transport for NSW, State Transit is required deliver services and meet the standards established in each of the contracts within a complex regulatory environment. Under this framework, State Transit is responsible for delivering passenger services that are safe, efficient, comfortable, convenient and reliable, with courteous and professional staff. It is subject to control by several statutory and regulatory requirements, including the Transport Administration Act and Passenger Transport Act. State Transit is split into five regions (Eastern, Northern, Southern, Western and Newcastle) with a General Manager responsible for each region. To support the regions and manage the wider business, the other divisions are: Finance and Administration, People and Bus Systems, Fleet Operations & Infrastructure, and Safety, Assurance & Communications. Regional activities encompass traffic and service management, fleet and facilities management, safety, finance and administration, and executive management of depots in the Region. Depot activities focus more on the day-to-day operation of the business, to implement the approved service plan in line with the Sydney Metropolitan Bus Service Contract (SMBSC) and the Outer Metropolitan Bus Systems Contract (OMBSC) and other statutory or regulatory requirements. The Fleet Operations and Infrastructure Division provides wide-ranging support to regional and depot operations including: Ellipse Administration and FuelScan - maintenance information systems (Ellipse) and FuelScan systems administration, for regions to manage preventative and corrective maintenance, maintenance scheduling, work order costing and catalogues. Ellipse Development Ellipse enhancements and customisation, development of appropriate tools, implementation and training. Contracts Establishment of Forward Purchasing Agreements, contracts administration, and supply chain improvements including consolidation and reduction of slow moving maintenance stock. Property - Policies, strategies and reviews for appropriate accommodation and facilities for State Transit and staff and the effective management of State Transit s property. Inventory Management of stock and non-stock items. Security - Development, implementation and cross-agency integration of security programs and plans across State Transit. Incident and emergency response. Fleet Policy and Standards Policies, programs, standards and services for contract specifications, fleet modifications, fleet reliability, configuration control, technical investigations and evaluations, and technical projects.
3 Fleet Management Projects, programs and services for new bus acquisitions and existing fleet including: fleet refurbishment, decals, warranties, Roads and Maritime Services, HVIS records, registration renewals, Ellipse fleet register, and other related fleet activities such as CNG tank replacement. Fleet Systems Projects, programs and services for major systems installed on buses, including Compressed Natural Gas (CNG) systems, two way radio and other communication devices, Closed Circuit TV (CCTV), Ticketing Systems, Public Transport Information Priority System (PTIPS), Global Positioning System (GPS), THOREP and other new Technical Projects for equipment installed in fleet buses. Fleet Operations and Infrastructure Support Projects, programs and services for depot, offsite and fleet infrastructure, fuel (Ad Blue, Diesel, Compressed Natural Gas) infrastructure, asset security and workshop plant and equipment. Police Liaison - Provide CCTV footage, witness statements and ticket tracing services to police in relation to criminal investigations Asset Protection - Coordinate Asset Protection providing a visible deterrent to fare evasion, inappropriate behaviour and vandalism, while reinforcing customer and public perception of friendliness, safety, service and convenience on the bus network. Maintenance Manage all maintenance staffing, resources, systems and procedures to maximise the availability of buses, efficiency of operations, labour utilisation, quality control, and the provision of inventory for maintenance activities, including maintenance programs and planned maintenance across State Transit. REPORTING RELATIONSHIPS The Manager Operational Support & Infrastructure reports to the General Manager Fleet Operations and Infrastructure. Reporting to the position are: Manager Fleet Infrastructure Inventory Control Project Manager Infrastructure Project Co-ordinator Infrastructure Project Officer Regional Infrastructure Co-ordinator Operational System Support Officer Infrastructure Administration Officer Employees and/or contractors assigned to support or contribute to depot infrastructure projects.
4 KEY CHALLENGES Deliver business-focused outcomes within complex and strict budgetary, legislative, contractual and operational constraints. Adopt a strategic and forward-planning approach to the management of State Transit s depot and offsite infrastructure. Drive improvements and efficiencies in the procurement and management of stock and non-stock inventory to deliver efficiencies in inventory supply management. Apply knowledge and expertise from a diverse range of disciplines to successfully execute Operational Support and Infrastructure projects, from defining issues and obstacles through to implementing effective solutions. Build strong, co-operative working relationships across all areas of State Transit and with external agencies, contractors, Councils and regulatory bodies to successfully implement business-focused infrastructure and operational support projects. SPECIFIC ACCOUNTABILITIES Business Support Functions - Co-ordinate and manage centralised business support functions based at the Fleet Operations and Infrastructure Division in Leichhardt. Asset Management Develop and implement a total life-cycle approach to the management of non-bus assets. Implement and maintain an electronic asset management system for non-bus assets (eg depot facilities, buildings, workshop plant and equipment) and captures the history of assets throughout their life cycle. Provide the primary input into State Transit s 10-year Asset Management Plan for non-bus and non-ict items. Inventory Management Provide oversight of the inventory management function and drive improvements in the efficient procurement and management of inventory. Property Portfolio Liaise with State Transit s Corporate Counsel and with external parties regarding the management of State Transit s property portfolio. Ensure projects are administered and supervised effectively. Capital Works Program - Implement State Transit s annual Capital Works Program, from defining the business need through to completion of the project on time and on budget. Contractor Management Engage and manage contractors for scheduled servicing of depot plant and equipment, for all ad hoc, emergency and corrective works, and for Infrastructure and Operational Support projects under your control.
5 Construction and Refurbishment Scope and supervise approved construction and fit-outs to meet depot operating requirements. Financial Management Manage budgets for all procurement activities under your control, including contracts, and account for spend. Undertake ongoing analysis of spend to inform budget planning and to identify opportunities for improvement. Project and Technical Advice - Provide high level technical advice on a range of building systems and workshop tooling and equipment. Remediation Determine appropriate remediation action of lands, buildings and building items, with reference to financial constraints, operational and legislative requirements. Fleet and Equipment Liaise with General Manager Fleet Operations and Infrastructure on the allocation of fleet (buses) to sites, and equipment (including maintenance equipment) to facilitate the requirements of regions and depots, and accommodation of site design. Environmental Coordination - Liaise with the Environment Manager for projects which may have environmental impacts (such as disturbance to asbestos containing materials, lead paint, Heritage-listed items or contaminated soils). Staff Management Manage reporting staff, including training, coaching and performance management. Cooperation Build strong working relationships, cooperation and collaboration across all areas of State Transit and with external agencies, contractors, Councils and regulatory bodies to maximise project success. Risk Management Ensure State Transit s safety and business risks are assessed, controlled and managed in accordance with Policy. Safety Ensure safety requirements are integrated in all aspects of staff and contractor activities. Implement all required actions assigned to this position in State Transit s Safety Management System (SMS), summarised in the BMS Work Instruction OHS Responsibility, Authority & Accountability Matrix (WI ). KNOWLEDGE AND SKILL REQUIREMENTS Tertiary qualifications in business management or engineering, or equivalent knowledge and skills through education, training and experience in industry or commerce. Proven project/contract management skills. Knowledge and experience with computerised asset management systems.
6 Sound knowledge of transport operations and supporting infrastructure and fleet requirements. Strong working understanding of electrical, hydraulic, civil and other building systems. Heavy Vehicle Drivers license or ability to acquire this license. Proven performance in the management of a transport or similar business and an understanding of the transport industry including its regulatory, industrial and operational requirements. Demonstrated leadership skills in managing work priorities, delegation, role modelling, effective performance management and the ability to achieve project outcomes. Excellent project management skills and experience, including project planning, project management of start up projects, and project reporting. Staff management and team development skills. Well developed communication and interpersonal skills, to develop and introduce business and operational change, market to the community and deal with unexpected issues or problems. Strategic management skills and business acumen to guide projects to successful delivery, within contract, budget and business requirements. Achievement orientation which includes accepting responsibility and accountability for risks taken or managerial decisions made. Good understanding of quality assurance, customer service and continuous improvement. Demonstrated knowledge and skills in safety and environmental management, to implement all requirements of State Transit s safety systems, including requirements associated with safety auditing, risk mitigation, issue resolution and regulatory reporting. High level conceptual, analytical and problem solving skills. Understanding of and commitment to the principles of equal employment opportunity, cultural diversity, equity, occupational health and safety, ethical practice and related areas.
