NEWTON FUND INSTITUTIONAL LINKS GUIDELINES FOR APPLICANTS 1. Backgrund Tackling glbal challenges such as extreme weather cnditins, urbanisatin, access t affrdable health care, fd and energy security, and meeting the scial and ecnmic needs f a grwing ppulatin requires an integrated research and innvatin apprach, bringing tgether cmmunities frm different disciplines, sectrs, and cuntries in high-quality cllabratins. The Newtn Fund aims t build UK-Partner cuntry cllabratins centred n these shared research and innvatin challenges which have direct relevance t ur partner cuntries scial welfare and ecnmic develpment. The Newtn Institutinal Links Prgramme is designed t establish links beynd the level f the individual researcher and innvatin practitiner, pening up pprtunities fr mre sustainable, slutin-riented research and innvatin cllabratins between academic grups as well as with the private and third sectr. 2. Overview f the funding pprtunity Newtn Institutinal Links grants prvide small-scale seed funding fr cllabratins between the UK and ne 1 f the Newtn Fund cuntries participating in each call t: Initiate new research and innvatin cllabratins between academic grups, departments, and institutins in partner cuntries and the UK Develp existing cllabratins at grup, departmental, and institutinal level Encurage these cllabratins t wrk with nn-academic rganisatins and individuals t supprt the exchange f research and innvatin expertise and the translatin f research knwledge int tangible benefits Establish lcal hubs fr UK-partner cuntry activity in a particular area, enabling engagement frm the wider research and innvatin cmmunity The Institutinal Links Prgramme is designed t be flexible and respnsive t in-cuntry needs, allwing applicants t establish cllabratins n specific areas linked t cuntry pririties and develpment needs, and t bring in relevant private and third sectr partners, including small- and medium enterprises (SMEs), nn-gvernmental rganisatins (NGOs), technlgy transfer ffices, and ther nt-fr-prfit rganisatins. Grants range frm 50,000 t 300,000 fr up t tw years, dependent n the cuntry (see Annex 1 fr cuntry-specific limits). challenges and additinal applicatin requirements have been set at a cuntry level thrugh discussin with natinal stakehlders. Please refer t Annex 1 fr cuntry-specific guidance befre yu prepare yur prpsal. Prpsals which d nt reflect the cuntry-specific guidance cannt be cnsidered fr funding. 3. Scpe f the Prgramme Grants under the Newtn Institutinal Links Prgramme allw partners t cllabrate internatinally, and gain access t new research envirnments, facilities, knwledge, and expertise, in rder t enhance the quality f their research and enable them t translate research and innvatin int ecnmic and scietal benefit. All research and innvatin cllabratins funded by this Prgramme will: Establish new research and innvatin links, r significantly develp existing links, between research grups, departments r institutins with the ptential fr lnger term sustainability. A key aim f the cllabratin will be t supprt research and innvatin capacity building in the partner institutin, as well as t stimulate lnger term links between the UK and partner cuntries fr research and innvatin. We wuld encurage applicants t use this as an pprtunity als t engage with the cmmercial and nt-fr-prfit sectrs. Fcus n tpics r themes which have relevance t the ecnmic develpment and scial welfare f the partner cuntry. Institutinal Links grants are intended t supprt areas relevant t the ecnmic develpment and scial welfare f partner cuntries. Befre preparing yur prpsal, please see sectin 4 fr a definitin f develpment-relevant research and Annex 1 fr additinal pririty r challenge areas fr individual cuntries. Wherever pssible, Institutinal Links cllabratins shuld demnstrate hw they will benefit the wider research and innvatin cmmunity in the partner cuntry, and increase capacity t translate research int ecnmic r scietal benefit. Cllabratins may als be established as UK-Partner cuntry centres f excellence based in the partner cuntry in a particular research area, acting as a resurce hub fr the wider research cmmunity in-cuntry and a fcal pint fr ther activities (e.g. seminars, technical training wrkshps). Institutinal Links grants can cver csts which supprt research and innvatin cllabratin, including human resurces csts; travel csts assciated with exchange f researchers, students and staff frm partners and ther rganisatins; the csts f rganising meetings, seminars, training; and ther activities t establish and strengthen cllabrative links. Grants can als include a limited cntributin t ther research-related csts (including equipment, cnsumables and nnstaff fieldwrk csts); hwever, this is capped at 30% f the ttal value f the grant. Grants can supprt training f technical staff, r finance ther activities necessary fr the translatin f the research int benefit, thereby laying the fundatins fr lnger-term impact n the research and innvatin landscape, and n ecnmic develpment and scial welfare. All expenditure must be detailed in the budget spreadsheet prvided. A summary f csts t be cvered by the grant must be included n the applicatin frm, with justificatins (eg. perids f 2

research assistant time, why cnsumables r equipment are needed). Please see Sectin 6 and Annex 1 fr mre details f funding available. 4. Relevance t ecnmic develpment and scial welfare Fr the purpse f the Newtn Institutinal Links Prgramme, we define research and innvatin with develpment relevance as activities that have the ptential t cntribute t the ecnmic develpment and scial welfare f Newtn Fund lw- and middle-incme cuntries 2, benefitting pr and vulnerable ppulatins in these cuntries. In rder t be cnsidered fr funding under this Prgramme, all prpsals must clearly articulate a plausible pathway t psitive impact n these ppulatins within a shrt- t medium-term timeframe (3-15 years). Applicatins which d nt meet this criterin cannt receive UK Newtn funding. Under this Prgramme, tpics can fall int ne r mre f the fllwing research and innvatin challenge areas (unless specified further in Annex 1 fr individual cuntries). Multidisciplinary prpsals are welcme, and may include Scial Sciences and Arts and Humanities; please see page 8 fr a list f ur review panels. Eligibility Prpsals must fulfil the fllwing criteria in rder t be eligible fr funding under this Prgramme: Each prpsal must have ne Principal Applicant frm the UK and ne Principal Applicant frm the partner cuntry Bth Principal Applicants must be Leading Researchers 3 r Established Researchers 3 Principal Applicants must be based at ne f the fllwing: A nt-fr-prfit higher educatin institutin with the capacity t undertake highquality research, unless specified therwise in Annex 1 All UK higher educatin institutins are eligible A nt-fr-prfit research rganisatin with the capacity t undertake high-quality research 4 A Catapult Centre 5 (in the case f the UK Principal Applicant) Bth f the Principal Applicants institutins (the Lead Institutins ) must have the capacity t administer the grant. Organisatins affiliated t UK higher educatin institutins (e.g. an verseas campus) may be the Lead Institutin in the partner cuntry prvided that ther eligible higher educatin institutins r research rganisatins nt directly affiliated with UK higher educatin institutins in the cuntry are invlved as Assciated Partners. Hwever, rganisatins cannt apply as Lead Institutins in Links with their wn affiliates in ther cuntries. Technlgy transfer ffices Nt-fr-prfit rganisatins (including nn-gvernmental rganisatins (NGOs)) Fr-prfit/cmmercial rganisatins, including small and medium enterprises (SMEs). Fr-prfit rganisatins and nt-fr-prfit rganisatins (ther than nt-fr-prfit higher educatin institutins r publicly-funded research rganisatins) are usually nt eligible t apply as Lead Institutins. Furthermre, fr-prfit rganisatins are nt eligible t receive any grant funds except t cver travel-assciated csts. UK Principal Applicants may submit mre than ne applicatin but nly ne per partner cuntry. They wuld need t demnstrate in their prpsal that they and their research grups have sufficient capacity t undertake the activities. Principal Applicants may nt apply fr an Institutinal Link with a cuntry where they have already received a British Cuncil Institutinal Links grant. Eligibility checks will be applied t all prpsals n receipt. Please see Annex 2 fr a full list f eligibility criteria. Prpsals which are nt led by a recgnised nt-fr-prfit higher educatin institutin r a publicly-funded research rganisatin (unless specified therwise in Annex 1) will be rejected during these checks. Funding available The level f grant funding available frm the Newtn Fund depends n the cuntry: please see Annex 1 fr cuntry-specific limits. A cnditin fr accessing funds frm the Newtn Institutinal Links prgramme is that match funding is secured frm partners in each cuntry. Fr the 2015 calls, the British Cuncil has secured match funding frm mst natinal funding agencies r ther partners in each participating cuntry. Hwever, fr Clmbia, Indnesia and Vietnam match funding must be prvided by partner institutins. Please see Annex 1 fr mre details fr each cuntry. Funds will be disbursed directly t the Lead Institutin(s) (i.e. the Principal Applicants institutins) accrding t the apprved budget breakdwn. In sme cases the whle grant will be awarded t the UK Lead Institutin, which will then disburse the grant t the Lead Institutin in the partner cuntry; in ther cases there is a separate grant agreement with each lead partner. Lead Institutins may transfer funding t Assciated Partners fr activities which supprt the bjectives f the cllabratin and the verall Prgramme 6. Institutinal Links grants are intended t cntribute t the direct csts f establishing and perating yur cllabratin (i.e. csts directly related t implementing activities cntained in the prpsal). The fllwing sectin details the csts that can and cannt be included in yur budget request. Please nte that Annex 1 specifies further, cuntry-specific infrmatin n eligible and ineligible csts. 6 Nte that fr-prfit rganisatins are nly eligible t receive funds t cver travel-assciated csts. 5

Institutinal Links grants can cver: Human resurces csts that are essential, apprpriate and relevant t the cllabratin (including csts f natinal insurance, pensins etc.), including but nt limited t: Temprary research persnnel dedicated t the prject (full- r part-time) Research assistant salaries r fees Research and data cllectin staff in the partner cuntry The csts f permanent staff cannt be cvered. Other research-related csts: Essential research equipment 7. The purchase cst f individual pieces f equipment shuld be belw 5,000. Purchase f equipment with an initial cst f 5,000 r abve must be agreed in advance with the British Cuncil. Cnsumables 5 (including scientific sftware licences dedicated t the cllabratin) Access fees t facilities r library services. The maximum prprtin f the ttal grant value that can be requested t cver these csts is 30%, unless defined therwise fr specific partner cuntries (see Annex 1). If yu request mre than allwed under this categry, yur prject will be cnsidered ineligible. Publicatin csts and assciated publishing and cmmunicatins csts (including web page develpment by external prviders, if apprpriate) directly related t the cllabratin; we particularly encurage pen access publishing Csts f meetings, training events, seminars and cnferences integral t the cllabratin (e.g. shrt-term rm hire, prjectr, flip charts) Basic catering csts assciated with events r meetings directly relating t the cllabratin Travel (ecnmy class) and subsistence csts in line with British Cuncil plicies and the criteria detailed in Annex 1 Visa fees, vaccinatins, medical insurance fr travel essential t the cllabratin, t the partner cuntry r the UK Bank charges fr transfer f funds frm the Lead Institutin t Assciated Partners t cver their csts (nly travel and expenses in the case f fr-prfit rganisatins). 7 Budget requests pertaining t these csts have t include any VAT csts, delivery and installatin. 6

The British Cuncil is cmmitted t equal pprtunities and diversity and will cnsider, n a case by case basis, requests fr additinal supprt fr individuals invlved in Institutinal Links activity, s lng as sufficient justificatin is prvided. Institutinal Links grants cannt cver: Staff time r replacement csts fr permanent members f staff (please see Annex 1 fr exceptins). It is expected that these csts are cvered by participating institutins/rganisatins as an in-kind cntributin. Tuitin fees Bench fees Csts relating t the cnstructin, prcurement r rental f physical infrastructure (e.g. ffice buildings, labratry facilities). It is expected that any rms and facilities essential fr the rutine peratin f cllabratin are prvided as an in-kind cntributin by the participating institutins, and these can be detailed as an in-kind cntributin in the budget breakdwn. Purchase r rental f ffice equipment (e.g. IT hardware, ffice sftware, desks, chairs, filing cabinets, phtcpiers, fax machines) Patents r related csts (see Annex 1 fr exceptins) Csts related t writing up previus research Mbile phne rental r purchase Entertainment csts Other indirect csts nt listed abve r detailed in Annex 1. The maximum duratin f the prpsed cllabratin is 24 mnths (less fr sme participating cuntries see Annex 1), typically with an effective start f Spring 2016. Funding, if apprved, begins frm signature f the Grant Agreement by the British Cuncil. Expenses incurred by the institutins prir t the effective start date, including any csts incurred in the prductin f the prpsal, cannt be charged t the grant. T ensure value fr mney, the budget requested in yur prpsal (including human resurce csts) shuld cver nly csts that are essential, apprpriate and relevant t the cllabratin. The prpsal shuld maximise cst share thrugh direct and indirect institutinal cntributins, ther funding surces, and private sectr supprt. Please indicate in the budget spreadsheet (and applicatin frm): funds which the participating institutins will cntribute frm their wn funds (itemised as inkind cntributin ), including staff time 7

funds applied fr frm ther surces t cver the cllabratin; please clarify the status f the funding applicatins (i.e. successful; decisin pending). Please indicate when yu will knw the utcme f any pending applicatins. There is n minimum requirement fr in-kind funding in the applicatin, but these cntributins will be lked upn favurably as a demnstratin f lng-lasting cmmitment t the prgramme. 7. Ethics and research gvernance It is essential that all legal and prfessinal cdes f practice are fllwed in cnducting wrk supprted by this Prgramme. Applicants must ensure the prpsed activity will be carried ut t the highest standards f ethics and research integrity. In the nline applicatin frm, they must clearly articulate hw any ptential ethical and health and safety issues have been cnsidered and hw they will be addressed, ensuring that all necessary ethical apprval is in place befre the prject cmmences and all risks are minimised. Specifically, applicatins that invlve research n animals, human participants, human tissue r patient/participant data must be accmpanied by necessary permissin certificates frm the relevant lcal ethical review cmmittees/authrities in the UK and the partner cuntry, r an undertaking t btain this permissin in advance f the activity cmmencing. Failure t d s will result in applicatins being rendered ineligible and any funding already cmmitted thrugh this Prgramme being rescinded. Submissin prcess The submissin deadline is 16:00 UK time n 28 September 2015. Prpsals submitted after the deadline will nt be cnsidered fr funding. Applicants must submit a cmpleted nline applicatin frm (https://britishcuncilcxbw.frmstack.cm/frms/applicatin_frm_il_2015_july). Submissins by email will nt be accepted. The nline frm allws applicants t enter infrmatin and save it fr a later date until final submissin. There are strict character limits fr each sectin which cannt be exceeded. In additin t filling in the nline frm, applicants are required t uplad: A detailed budget template (available n the call website) Letters f supprt frm the UK and partner cuntry Principal Applicants institutins, n headed paper, signed by the Head f Department expressing specific cmmitment t the prpsed prject. Please nte that supprting letters must nt be signed by the Principal Applicants. If the prpsal includes Assciated Partners, a pdf file f further infrmatin n Assciated Partners, up t 500 wrds per partner, summarising the rganisatinal and individual skills, knwledge and experience each partner will bring t the prject and the rle they will take. Befre the cmpleted nline applicatin frm can be submitted t the system, applicants will be asked t cnfirm n the frm that they have: Obtained permissin t submit the prpsal n behalf f the UK institutin(s) and f the partner cuntry institutin(s). This must be cnfirmed by attaching Letters f Supprt frm the respective institutins signed by the Head f institutin r persn with apprpriate delegated authrity.
