CITY OF ROMULUS RFP 13/14-10 REQUEST FOR QUALIFICATIONS FROM CONSULTING FIRMS FOR CONSTRUCTION ENGINEERING SERVICES FOR THE GODDARD ROAD PROJECT I. PROPOSAL INFORMATION AND SCORING These guidelines detail the information required in proposals being submitted by consultants/vendors desiring to be considered by the City of Romulus for the Goddard Road Reconstruction project. Responses to these guidelines will be used to score the qualifications of each consultant/vendor. The formatting of proposals submitted for consideration should be consistent with the outline of these guidelines. A. UNDERSTANDING OF SERVICE, INNOVATIONS AND SAFETY PROGRAM The scope of services for this project will include all surveying, staking, field inspection, construction administration and quality control testing in accordance with MDOT requirements, specifications and guidelines. Consultants considered for these services must hold an approved status on MDOT s pre-qualification list for Road Construction Engineering. All firms must also have working experience with Field Manager software and the MERL Program. Describe your understanding of the service provided in relations to working in downtown corridors maintaining business continuity. The City will be looking for innovations in staging that can reduce schedule time through the main downtown corridor which would expedite construction and reduce economic impact to businesses. In addition, include safety or other issues you intend to propose. Include any work item that you believe should be added to the scope of services, or any work item that is in the current scope of services which you believe should be altered. B. QUALIFICATIONS OF TEAM The scoring for qualifications of team scoring will be one score based on the following information: 1. Structure of the Project Team (Personnel and Roles) Describe the structure of the project team including the roles of all key personnel and sub-consultant/vendors. For each sub-consultant/vendor, describe role in service and include what percent of the named role that the subconsultant/vendor is expected to provide. The consultant/vendor is contractually obligated to supply the key personnel proposed for this service. This includes maintaining them at the capacity level proposed. Any change in key personnel or their capacity level must have written approval of the City. 2. Staff Service Experience Provide resumes for each of the key staff of the prime and subconsultant/vendors. The resume is limited to three pages per key staff member. In addition to general resume information, the following information should be provided for service experience that is similar to the service being solicited: a. General description of the service. b. Role of person in the service.
c. Service budget. d. Year service was completed. e. Name of client (agency or company). f. Role of consultant/vendors in the service.
Staff Service Experience - Continued g. Name and phone number of person to contact for client. h. If the service is a service related to a construction project, provide the route name, limits of construction, construction budget, and general description of type of construction. 3. Organization Chart Provide an organization chart of your service team including subconsultant/vendor(s). This chart must include the names of the key personnel selected for this service, their roles on the service, the name of the consultant/vendor by which they are employed, and lines of communication. The organization chart should show the personnel who meet these requirements. Also, indicate the people who will be points of contact with the City s project manager. C. PAST PERFORMANCE The City will review relevant performance evaluations for the past five years for prime and sub-consultant/vendors that are being proposed. If the consultant/vendor has not previously worked for the City or has only had a few services opportunities that have been evaluated, this area should be used to provide other references for the Selection Team to contact. These would be in addition to those provided in the resumes in Section B and are limited to work completed in the past five years by the consultant/vendor. D. QUALITY ASSURANCE/QUALITY CONTROL (QA/QC) PLAN Outline your QA/QC plan for this service. Include background information of your selected QA/QC manager for this service. The person performing the quality control review must have extensive experience with MDOT standards and practices. E. LOCATION Provide the location of the office(s), key staff, and where the service work will be managed/coordinated (indicating how far key personnel will have to travel to get to the site). If the work will be performed at various locations, provide this information.
II. PROJECT DESCRIPTION A. Location of Work This project consists of work on Goddard Road between Romaine Street to Wayne Road, and the Wayne Road and Goddard Road intersection in the City of Romulus, Section 20, Wayne County, Michigan. The P.O.B. is located at the Goddard Road and Romaine intersection. The P.O.E. is located approximately 500-feet east of the Goddard Road and Wayne Road intersection, including 1,000-feet of Wayne Road centered at the Goddard intersection. B. Description of Work Goddard Road from Romaine Street to Wayne Road is a 3-lane concrete roadway, with north and south bound travel lanes and a center left-hand turn lane. The road is 39.16-feet as measured from back of curb to back of curb, and is comprised of at least 9-inches of concrete over a 4-inch aggregate base. Wayne Road is a 4 lane composite pavement cross section with two lanes in each direction. This project will include the removal of the concrete pavement section and the integral curb and gutter. The concrete pavement will be replaced with an 8-inch asphalt pavement section. The integral curb will be replaced by Type F4 concrete curb and gutter. In areas where integral curb removal affects ramps and sidewalks, ADA compliant ramps and sidewalks will be installed. New pavement markings will be placed and restoration of the affected areas will include mulch blankets, seeding mixtures, and topsoil. The Wayne Road cross section will consist of a concrete pavement cross section with integral curb and gutter. The road width will be expanded to include a dedicated left hand turn lane. C. Schedule The project is scheduled to be constructed during the 2014 construction season. Construction should commence in May 2014 and be completed by November 2014, unless otherwise noted in the contract. D. Services Required The City of Romulus is soliciting proposals for Consulting Engineering and Testing services for the reconstruction of Goddard Road from Romaine Street to Wayne Road. The construction engineering for this project will include all surveying, staking, field inspection, construction administration and quality control testing in accordance with MDOT requirements, specifications and guidelines. III. DEADLINE FOR SUBMITTING QUALIFICATIONS/CONTRACT FOR QUESTIONS To be considered, qualifications must be submitted in a sealed envelope to the City of Romulus, Clerk's Office, 11111 Wayne Road, Romulus, Michigan and must be received prior to 2:00 pm, local time, Monday, January 06, 2014.
