2 April 5, 2002 PUBLIC NOTICE CONSTRUCTION MANAGEMENT SERVICES EAST COUNTY HALL OF JUSTICE #5155 ALAMEDA COUNTY GENERAL SERVICES AGENCY, TECHNICAL SERVICES DEPT LAKESIDE DRIVE, SUITE 800, OAKLAND, Contact: Merle Easton, Ph.# (510) PROJECT: The County of Alameda ( County ) is soliciting Statement of Qualifications ( SOQ ) for professional construction management services in the connection with the County s new East County Hall of Justice ( Project ). The Project will be located at County owned propery on Gleason Boulevard in Dublin, California. The Project will consist of fifteen (15) courtsets with an additional four courtsets shelled, landscaping and surface parking for approximately 1500 automobiles. The County currently plans to utilize the design-build project delivery for the Project. The County has retained the services of HLM Design, Inc. to prepare bridging documents for a design-build bid package. The County intends to retain the services of a construction manager to represent the County s interests. SERVICES PROVIDED: The construction management team will assist the County in the design process as well as direct and coordinate construction activity for the duration of the Project. Services shall include, but are not limited to: 1) preconstruction administration of files, scheduling, cost estimating and bid document review 2) construction management, coordination and scheduling of County contracts with the design-build architects, engineers, contractors, and other consultants; management, coordination and scheduling of inspection and testing services; review, coordination and recommendation for action on all deliverables and submittals of consultants, architects, engineers and contractors on the Project; assistance with community relations and public information services; overall project scheduling; overall project budget management and cost control; advice on all aspects of the project; monitoring the development and implementation of public safety programs and measures; and development and implementation of a comprehensive and uniform system for reporting, record-keeping and documentation for the Project. It is required that to be awarded this contract a firm must be a small and local business, which is defined as one meeting the Alameda County location criteria and having no more than $2.5 million in average gross receipts annually over the last three (3) years. Firms whose average gross receipts exceed the listed figure and/or who are not local will be required to partner, joint venture or subcontract with such a Small Local Business which meets the small business criteria for at least 20% of the total services contract amount in order to be considered for award. Such firms must submit written documentation with their qualifications information evidencing a firm commitment to the 20% participation requirement. SUBMITTAL: The County will review SOQs submitted and develop a short list for interviewing construction management firms that are qualified and interested in providing proposals for construction management services. Firms wishing to be considered shall request an RFP from Merle Easton and attend a meeting on April 19, 2002 at 11:00 a.m. in Room 1107, 1401 Lakeside Drive, Oakland, California The pre-bidders meeting will be held for the purpose of answering questions concerning the preparation of your SOQ for the Project. This meeting will be the only opportunity to ask questions of

4 General Services Agency Aki K. Nakao, Director April 9, 2002 REQUEST FOR PROPOSAL CONSTRUCTION MANAGEMENT SERVICES New East County Hall of Justice, Dublin CA I. PROJECT DESCRIPTION Alameda County plans to construct a new East County Hall of Justice at the Alameda East County Government Center, Dublin, CA Planned scope of construction includes an approximately 240,000 SF building, surface parking for vehicles and related site work. The Hall of Justice will include 15 courtsets and 4 additional future courtsets shelled, other Court spaces, Sheriff s Office, Central Holding, Offices for the District Attorney, Public Defender and Probation, Conference Center and Cafeteria. The project is expected to be bid to a Design Build team early in Bridging documents are being prepared by HLM Design with Muller & Caulfield Architects. Design-build management services through construction shall be provided by the selected construction management firm. Current estimates show the cost of the total project to be approximately $80-$105 million, including all site work and construction. II. SCOPE OF CONSTRUCTION MANAGEMENT (CM) SERVICES: A. General: It is the County s desire to obtain professional Construction Management services from a qualified firm. The Construction Manager s principal role will be to extend the capabilities and capacity of the County s Project Manager through the CM s staff, and the capabilities and experience of that staff. The selected CM Firm, as agent of the County, shall generally oversee, manage, direct, coordinate, and record the ongoing work of constructing the above-referenced facility. The CM s management responsibilities include, but are not limited to, monitoring and reporting the status of the project schedule and budget. The CM will manage and control the design-build consultant s RFIs and change order proposals, and advise the County and the County s bridging A/E regarding appropriate and timely response to the same. The selected CM Firm will be the hub for most communications between the parties, and the conduit and coordinator of formal communications for the project. The CM will be responsible for recording, reviewing and processing all project correspondence between the parties, including the County, the Courts and the Design-Build Team Lakeside Drive, Oakland, California Telephone (510) ! 5 Page 2 April 9, 2002 The CM will be responsible for facilitating decision making between all the parties. The CM will be responsible for scheduling, managing, and recording project progress meetings and other meetings as required by the contract. It is County s desire that the CM maintain a daily presence on the construction site, reporting to County on a regular basis. The CM shall establish, in coordination with the County and in space provided by the County, an office on the site and shall staff that office appropriately. III. CONSTRUCTION MANAGEMENT FIRM SELECTION PROCESS: The County is inviting interested CM candidate firms to submit a Statement of Qualifications and Project Work Plan Proposal which responds to the criteria set forth below. Following receipt and review of that information, the County will identify firms who will be invited to present their teams and their qualifications at an interview. Following this interview, the County will select a CM firm with which to complete negotiation of the contract and fees. The County desires to complete this process and have the selected CM firm under contract by June 15, Accordingly, the schedule dates for this process are as follows: April 19 May 1 May 10 Pre-Bidders Meeting 11 am, Room 1107, 11 th Floor, GSA offices, Oakland SOQ/Proposal due at Room 800, before 3:00 PM Interview/presentations IV. QUALIFICATIONS SUBMITTAL: Interested Construction Management firms shall submit 4 copies of their proposals before 3:00 PM, Wednesday, May 1, at the County of Alameda s offices. General Services Agency Architectural Services, Suite th Floor, 1401 Lakeside Drive, Oakland, CA Attn: Merle Easton, Project Manager Proposals which are submitted after this time and date may, in the sole judgment of GSA, be disqualified. Faxed or ed proposals are not acceptable. Questions may be addressed to Merle Easton at (510) , or in writing at (510) (fax). Submittals shall be limited to no more than 30 pages, 8-1/2 x 11 (including maps, charts, drawings, etc). Folded 11 x 17 pages are permitted. All material in the proposal shall be comb or spiral-wire bound with tabs separating the sections. Firm brochures may be included and will not be included in the page count limit, however all material submitted should be relevant to this project and proposal. Contents shall include/address the following issues in the order shown: 1. Cover letter with legal name and address of lead/proposing firm. State date firm was established and identify legal entity.

6 Page 3 April 9, Executive Summary keyed to individual sections of the proposal. 3. Project Team: Identify and give brief description of role of all members of the CM s team. Identify those who are employees of the proposing firm. Identify and state affiliation of all team members who are employees of subconsultants. Identify key team members who will be committed to the project for the life of the project. Provide a resume for each team member in a key position. Resumes should include relevant experience and time with the proposing firm. Relevant experience shall include and address the team s recent experience in the management of the design/build delivery method of major California courthouse projects. Include information describing the size, estimated value and actual construction cost. Include project data for each example project including names of the bridging architect and design/build teams, the firm s specific CM responsibilities and contact names/telephone numbers of references. 4. Project Services/Project Approach by CM Firm: Describe the services to be provided by the proposing firm/team. Explain how these services will respond to the list of tasks/services needed by the County. Describe management systems and processes which will be used to manage the various team members and project activities in the County s interest. Explain the Firm s staffing approach as it relates to project requirements and phases of construction. 5. Document Management/Control: Describe the Firm s approach and methodology for document management and control. Provide relevant examples. If a computer/pc based system is proposed, explain how it will operate. Discuss its compatibility with the County system (Microsoft Office v 4.3 on a DOS platform). The County also currently uses AutoCAD Furnishings and Equipment: Describe the firm s proposed method for coordinating and managing the delivery and installation of courthouse equipment and furnishings. All such equipment and furnishings not provided by the Design-Build Consultant will be purchased through the County s Purchasing Department. 7. Project Cost Control/Management: For California projects used as experience examples, provide estimated value and actual construction cost including accepted change orders. Discuss proposed cost control and accounting measures proposed for dealing with claims, extras, owner-generated revisions and change orders. Describe and explain the Firm s use of computerized cost estimating software. Describe proposed reporting format(s) for weekly and monthly reports. 8. Schedule Management: Project specifications will likely require the use of Primavera scheduling software. Describe the firm s experience with this software. Discuss how the Firm proposes to manage the construction schedule and report on it s status to the County. Propose a method for evaluating and managing the Design-Build Consultant s schedule adjustments. I:e&em/project/arch/ /construction management/rfp doc END
