JOB DESCRIPTION AND PERSON SPECIFICATION Job Title: Division: Job Grade: Assistant Legal Officers (Three Posts) Rule of Law Division Y (Young Professionals Programme) Reports to: Location: Director, Rule of Law Division London, UK Young People in the Commonwealth Young people (under 30) constitute more than 60% of the population of the Commonwealth, and the wellbeing and development of this 1.2 billion youth cohort are essential to the success of the Commonwealth and its 53 member states. The Commonwealh sees young people as assets to their societies, with a proven capablitlity to contribute to and lead change. It is vital to ensure they are developed and empowered to realise their individual potential, and to contribute to their countries development and the success of the Commonwealth. Accordingly, under its Young Professionals Programme (YPP), the Commonwealth is designating a number of junior technical positions for young people. Rule of Law Division Based on Commonwealth fundamental values and principles and the objectives of sustainable development as set out in the Commonwealth Charter, the Rule of Law Division (ROL) facilitates the development of legal policy; constitutional, judicial, justice, and law reforms; and delivers programmes of assistance including in emerging areas of the law, that protect and promote the rule of law and sustainable development in Commonwealth member states The ROL Division comprises of two sections. The Justice Section (JS) supports the efforts of member countries in the law and justice sector to: strengthen institutions that uphold the rule of law and administer civil and criminal justice; promote access to justice and judicial independence, and ensure security of citizens. The programmes of the JS focus on continuing judicial education and support on ethics, judicial independence and the separation of powers; support in the substantive law and development of rules of procedure; capacity building for prosecutors, police, investigators and other justice sector officials; strengthening institutions responsible for the administration and delivery of civil and criminal justice; and training of law officers in the

development and implementation of laws and best practice in combatting international crime. The Section will also assist in developing and strengthening civil law aspects of legal systems by, among other things, improving civil procedures and practice, and strengthening the application of commercial law. It will also undertake research and develop Commonwealth policy positions in its focus areas of the law and programme activities The Law Development Section (LDS) supports the development efforts of member countries in attaining more effective, efficient and equitable governance in their public institutions through promoting the rule of law as a driver for good governance and sustainable development in Commonwealth countries. The LDS focuses on legislative support; law reform; relevant areas of public and private international law, emerging areas of the law which support economic opportunity and sustainability, and international humanitarian law. The Section will also undertake research and develop Commonwealth policy positions in its focus areas of the law and programme activities. The Section also places a discrete focus on cross cutting issues such as gender, human rights and small states and their vulnerabilities. Job Summary In accordance with his or her relevant areas of experience, the three Assistant Legal Officers will be attached to either the Justice Section, the Law Development Section, or to the Office of the Director. The three Assistant Legal Officer roles are two-year contracts as part of the new Young Professionals Programme. Therefore, as well as the role described above, the Assistant Legal Officers will also participate in YPP professional development opportunities and experiences. He/she will also contribute to developing and strengthening the YPP. Key Accountabilities 1. Contributes to the Rule of Law strategic direction and operational planning with respect to a youth perspective on rule of law issues and policies, and thereby the Commonwealth Secretariat 4-year Strategic Plan. 2. Supports the work of the division by: Undertaking research, policy analysis and development work; Supporting the coordination of meetings, groups, networks, communities of knowledge and on-line context and providing administrative support to programme activity such a events, meetings and workshops; Contributing to the development of papers, speeches, presentations and talking points for senior staff; Providing administrative support including correspondence, procurement and payments;

3. Participates in professional develoment opportunities as a participant of the Young Professionals Programme. Contributes to development/strengthening of the programme. 4. Adheres to the Gender Equality values of the Commonwealth as enshrined in the Charter and Secretariat s Gender Equality Policy. 5. Undertakes any other duties concomitant to the role as assigned from time to time. Person Specification This role forms part of the Young Professionals Programme (YPP). To be considered for the role, candidates must be no older than 27 years of age as at the closing date for applications. Education and Professional Qualifications: A strong first degree in law from a Commonwealth jurisdiction; Admission to practise law as a Barrister or Solicitor or both in a Commonwealth jurisdiction; A post-graduate degree in law is highly desirable. Experience: At least one year of demonstrated work experience as a barrister and/or solicitor in government or private practice; Demonstated research skills and knowledge of online legal resources; Strong analytical skills.
