JOB TITLE: Senior Project Officer CLASS: ASO6 POSITION NO: This Position Reports to: Community Emergency Information Warning Systems (CEIWS) Program Manager, SAFECOM Primary Purpose of Position ORGANISATION: AGENCY: South Australian Fire & Emergency Services Commission DIRECTORATE: Emergency Management TEAM: Community Emergency Information Warning Systems Program - Alert SA project Positions Reporting to this Position: Nil The project requires a senior project officer to work with the other members of the AlertSA team and emergency services agencies to develop an Alert SA solution that is able to be utilised by the participating agencies and to ensure that the delivered solution is integrated into the emergency management procedures for South Australia. This will require development and/or facilitation of new or revised operational procedures, and the training on various facets of the AlertSA solution. The role will also be working closely in community emergency information warning systems in the implementation of recommendations and strategies identified through reviews and/or development of national best practice frameworks. Develop State-level protocols for the use of AlertSA products. This will cover authorisation, administration and billing requirements associated with the use of: o Emergency alert (EA) o Alert SA web-site o Alert SA IVR Support the maintenance and operational use of Alert SA/ community emergency information warning systems including: o Liaise with agencies to determine of there are any training needs and seek implementation strategies in line with agreed protocols o Develop an e-learning refresher course for existing users of Emergency Alert o Deliver training if required o Develop suitable agency training courses to achieve the defined competencies o Prepare/ organise exercises in order to exercise the Alert SA/ community emergency information warning systems capabilities Be an active part of the testing process for enhancements of the Emergency Alert (EA) System including implementation of the Emergency Alert Location Based Solution. Ensure that the Emergency Alert system and Location Based Solution are workable from a South Australian perspective, providing input into the national project Undertake analysis of existing best practice/national frameworks and research potential options for implementation within SA Liaise with emergency services agencies to support the development of their operational frameworks for Alert SA/ community emergency
information warning systems products ensuring consistency with agreed national/state policy Development of state level frameworks/protocols for Alert SA/ community emergency information warning systems products for consideration by the State Emergency Management Committee, hazard leaders and control agencies Preparation of project schedules, identification and monitoring of risk and issues and preparation of regular reports to the program board Outcomes Alert SA/community emergency information warning systems procedures and protocols are developed and disseminated across the emergency services sector Evidence of South Australian participation in the testing and acceptance of Emergency Alert version updates Effective implementation of the Emergency Alert Location Based Solution Environment of mutual trust, cooperation and respect amongst stakeholders High quality project management High level effective and continuous consultation and liaison is established and maintained with key stakeholders Development and implementation of project management strategies and completion of projects/products within agreed terms of reference and time parameters Sound and timely project advice is provided to the Program manager and project sponsor Timely high level advice is provided regarding AlertSA/community emergency information warning systems protocols and frameworks Development of state level protocols and frameworks for use of Alert SA/community emergency information warning systems to support the State Emergency Management Plan Resource Management Nil Essential Qualifications Desirable Attributes Knowledge of policy development and amendment procedures. Experience in Government decision-making processes Experience in working on whole-of -Government projects Understanding of current issues confronting the Emergency Services sector Tertiary qualification in project management, business management or related discipline Essential Attributes (Knowledge/Skills/Experience Requirements) Experience in designing and delivering training programs. Extensive knowledge and experience in emergency management principles. Comprehensive understanding of the roles and responsibilities of Emergency Service organisations and related government agencies High level analytical and conceptual skills, with the ability to research and analyse complex issues relevant to planning, designing and delivering a solution that is workable and acceptable to a range of stakeholders. Understanding of emergency warning methods currently used by Emergency Services in South Australia. Knowledge and understanding of public sector accountability and probity requirements Demonstrated ability to work effectively with a broad range of stakeholders across government and a range of Emergency Service clients Proven ability to undertake research, identify and analyse issues and develop appropriate strategies and policies related to emergency warnings
