North Avenue Corridor Study Advisory Committee Meeting #5 June 11, 2014

Agenda Welcome and introductions Concept refinement and evaluation: Public meeting and web survey General cross-section concepts pros and cons Intersection concepts Evaluation matrix/scores Estimated costs Advisory Committee recommendations for Corridor Implementation Plan: Short-, medium-, long-term Next steps, potential AC meeting #6 2

Public Input Public meeting outcome: 85 attendees! Voting for cross-sections is not useable Online input tool results (ongoing): Cross section voting is not as high not as many people noticed the second tab, but new FPF post and reminder is going out this week Long-term cross section concepts: no strong results, but buffered bike lanes and on-street cycle tracks (1-way) seem to be preferred vote margins are closest or slightly showing a majority of favorable votes for this concept over the others Roundabout is preferred at VT 127 ramps but not at Institute Rd North St permitted/protected left is preferred 3

Short, Medium, & Long Term Processes Short term = minimal design, public process as required for regulatory changes Medium term = design needed, public process included in design process Long term = evaluation, scoping and design needed, public process included throughout 4

Cross Section Concepts

Corridor-wide Improvements Short term: Parking on one side, where present Bike facilities where feasible 1 3 additional bus shelters (depends on funding, site restrictions and land availability) 3 5 high priority pedestrian crossings: Gosse Ct, Green Acres Dr / Cayuga Ct, Loaldo Dr, Saratoga Ave, Killarney Dr / Village Green Dr, Lakewood Pkwy, Poirier Pl, Burlington College, Ward St Medium term: Remaining pedestrian crossings Additional bus shelters at high use stops 15-minute peak bus service and new Sunday service Gateway treatments: Plattsburg Ave, VT 127 ramps, Washington St, and North St Long term: Stormwater treatments Planting strip: landscaping, lighting, and utilities Gateway treatments 6

Revisions to Cross Section Concepts Since the last AC meeting Maintained 4-lane concept for short-term (30 mph) Removed Concept A1 (sharrows in both directions) between Washington St and North St 11 paved lane width (10.5 striped lanes) adjacent to curb or onstreet parking* Wider separated bicycle facilities: 5 7 on-street one-way cycle tracks (was 5 ) 6.5 raised one-way cycle tracks* (was 5 ) 12 raised two-way cycle track* (was 10 ) 3 minimum cycle track buffer* (was 2 ) 0.5 2 paved delineation between sidewalk/raised cycle tracks * Narrower dimensions between Shore Rd to VT 127 ramps if maintaining 4 lanes 7

Short-Term Cross-Section Concepts Short-term concepts = within existing street width Concept A: Cross Street Plattsburg Ave Shore Rd VT 127 Ramps Institute Rd Washington St Bike Facilities SB Bike lane Sharrows Bike lane Buffered bike lane Sharrows NB Bike lane Sharrows Bike lane Buffered bike lane Bike lane Local Motion Concept: Two-way on-street cycle track on west (SB) side of North Ave 3-lane configuration from Shore Rd to VT 127 ramps Washington St to North St options: With parking Without parking North St 8

Short-Term Cross Sections: Pros and Cons Concept A: Local Motion Concept: Pros: Improved cycling facilities Feasible: constructability, cost, relatively straightforward design Greater political support Cons: Discontinuous bicycle facilities Conventional bike lanes more stressful for cyclists than separated facilities Pros: Better protection for cyclists (Potentially) continuous cycle track Cons: Safety concerns with lane widths and at SB bus stops Incompatible with 4-lane segment High costs for short-term solution New signals, flexible posts Less political support as a shortterm solution: 3-lane conversion from Shore to 127 Potential loss of parking south of Washington 9

Medium-Term Cross-Section Concept Medium-term concepts = minor reconstruction Concept A Pilot Project: 4- to 3-lane conversion between Shore Rd and VT 127 ramps 10

Medium-Term Concepts for the Cross Sections Public feedback: Greater preference for 3-lane cross section from the public workshops and the online input tool Pros: Safer conditions for all users Space for continuous bicycle facilities Calmed traffic (25 mph) Simpler left turns dedicated left-turn lanes and fewer blind spots Enables long-term concepts compatible with NACTO and Burlington Complete Streets Guidelines recommended dimensions Evaluated as a pilot project Cons: Some increased delay at intersections 11

Long-Term Concepts for the Cross Sections Long-term concepts = new curbs, corridor reconstruction Concept B: 5 minimum bike lanes Concept C: Buffered bike lanes Concept D: On-street one-way cycle tracks Concept E: Raised one-way cycle tracks Concept F: Raised two-way cycle track (SB side) revisit during Evaluation portion of agenda 12

Long-Term Concepts for the Cross Sections Concept B: 5 Minimum Bike Lanes 13

Long-Term Concepts for the Cross Sections Concept C: Buffered Bike Lanes 14

Concept Evaluation

Concept Evaluation North Ave vision and goals Design guidelines Level of traffic stress Health Evaluation matrix criteria: Burlington Complete Street Design Guidelines Improves safety for all users Balances transportation choices Improves multimodal connectivity Impacts right-of-way Maintainability 33

Corridor Vision North Avenue will provide for safe, inviting, and convenient travel for all users of all ages and abilities including motorists, pedestrians, bicyclists, and public transportation riders. The need to move people through the corridor will be balanced with the need to provide access to homes, businesses, and local institutions. The corridor will develop into an attractive public space through creative streetscape, signage, and other site design features. The corridor will become more livable and desirable by promoting social interaction and public health. 34

Goals for Proposed Improvements Remake the North Ave corridor into a Complete Street that accommodates the safe and efficient travel for all users of all abilities and provides transportation choices. Improve safety for all users. Provide a range of convenient and efficient travel options and improve multimodal connections. Develop strategies that support vibrant and livable neighborhoods in the New North End; enhance the quality of life of residents and visitors; and support sustainable economic growth. 35
