Business Analyst Position Description About the employer Who is the National Heavy Vehicle Regulator? From January 2013, the new National Heavy Vehicle Regulator (NHVR) commenced operations as an independent body responsible for regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Hosted in Queensland, the NHVR will minimise the compliance burden on the heavy vehicle transport industry, reduce duplication and inconsistencies across state and territory borders, and ultimately introduce a one-stop-shop for heavy vehicle business with government in Australia. A critical part of the new regulatory framework will be to harmonise the heavy vehicle legislation currently operating across all the states and territories. The NHVR will administer one nationally consistent set of rules for Australia s heavy vehicle owners, operators and drivers under the Heavy Vehicle National Law (HVNL). The journey to achieving our goal of being a one-stop-shop will be aided by our ability to facilitate, innovate, and regulate the heavy vehicle industry. Continuing to refine and improve the way we do business and the outcomes we achieve, together with our industry and government partners will see us establish ourselves as the advocate of every heavy vehicle, operator and driver. The NHVR began administering the Heavy Vehicle National Law (HVNL) on the 10th February, 2014 in the Australian Capital Territory, New South Wales, Queensland, South Australia, Tasmania and Victoria. The Northern Territory and Western Australia have not commenced the HVNL at this time. The role of the NHVR is to administer and implement the HVNL with the objective of delivering community outcomes of safety and productivity improvements, together with efficiency gains for the heavy vehicle industry and government. This position will initially focus in support of the Policy Issues work stream where the focus will be on mapping existing jurisdictional practices to enable analysis of areas of consistency and divergence. Focus will then move to opportunities for harmonisation. The successful candidate will also be deployed to work with other team members on other work streams. The primary objectives of this role will be: To research, coordinate and document processes related to the relevant project(s). Develop a series of current and future state process maps to inform and support the development of Implementation options and the business case for the project. Page 3 of 5
Contribute to analysis of options for design and delivery of various processes which promote benefits to the NHVR in its regulatory functions and delivers efficiency, productivity and safety benefits to industry and the community The key responsibilities/accountabilities for this role are to: Gather, organise and synthesize large amounts of information from various sources. Identify and document current and future state processes Identify opportunities for consolidation, streamlining and improvement of impacted business processes Facilitate and lead business process workshops. Write and/or review complex reports, briefing notes, submissions, and other correspondence in accordance with required standards. Work cooperatively with the program team and key stakeholders to build understanding, constructive dialogue and agreement to the work of the program. Skills and capabilities Demonstrated experience in a business analysis or analytical role in a variety of complex situations, preferably in a program environment. Demonstrated strong communication skills including an ability to identify key issues and risks and articulate them appropriately. Proven ability to self-manage ensuring delivery of project outcomes within tight project constraints. Strong attention to detail and the desire to consistency delivery outcomes of the highest standards. Demonstrated inclusive, collaborative and engaging approach, including the ability to consult, facilitate, negotiate and influence with a broad range of stakeholders. Qualifications and experience Essential to the role: Demonstrated experience in a Business Analyst role Demonstrated experience in planning business analysis activities, techniques and progress mapping methodologies. Excellent communication skills and ability to negotiate with staff at all levels of the enterprise including senior management and external parties.
