Road Toll Status As at 11 th October, the Queensland Road Toll was 85 less than the comparative period in 2009, and 72 less than the previous 5 year average. The rate of 6.04 fatalities per population in was the lowest road fatality rate recorded in Queensland for a financial year since accurate records began in 1952.

Despite these reductions 192 people have still lost their lives on Queensland roads this year (as at 11 October). According to the World Health Organisation, more than 1.2 million people are killed on the world s roads each year.

BTE Social Cost 1996 in 2009 dollar value CasualtySeverity Social Cost Fatalities $ 2,039,840 Hospitalised $ 441,965 Medical treatment $ 16,319 Minor injury $ 16,319

Background Courier Mail Scholarship to UK and parts of Europe Attended road safety conferences in England coordinated by ROSPA and Brake. Met with business leaders who are fostering a road safety culture in their organisations (eg 3M and Wolseley) Met with representatives from policing and road safety organisations in UK and Europe Met with world class researchers in the road safety arena.

Initial focus Identify the potential power of private enterprise in reducing the road toll Develop a process that has the potential to be successful in Queensland Seek out proactive programs that are adaptable to Queensland Develop new networks

Key Principles No-one has the right to take lives in the name of mobility. Information that comes to hand that has the potential to save lives on the road must not be kept confidential and must be shared between companies, immaterial of the competitive relationship that you have with the people sharing the information. Cultural change must start at the top the management must show leadership and commitment. If they are not committed to the program it will fail and fail quickly.

Leadership in Road Safety predominantly comes from the private sector Partnerships and networks are critical Need for a Shared Vision Road Safety is a public health issue and therefore part of the public health program

Leadership in the Private Sector Extended their WH&S programs Used advocates Established new networks Underpinning philosophy Outcome: Enhanced business performance through improved road safety and an overall improvement in the safety culture of the organisation. Organisations overseas such as Brake are driving the road safety message.

Fleet Management Crashes cost a business money Infringements cost either the business or the driver money A combination of crashes and infringements indicates increased risk Need to be doing everything they can to eliminate accidents and infringements and manage risk.

Grey Fleet Drivers of fleet vehicles not employed as professional drivers Employees using private vehicles for work purposes

Considerations re Grey Fleet Organisations vehicle safety standards do not apply Driver training and assessment standards do not apply Cost including claims for mileage Organisation exposed and possibly uninsured or in breach of WH&S Act

Partnerships and networks are critical Businesses, charity organisations and community groups in Queensland, are already doing good work in the area of road safety initiatives. Many of you believe you could and should be doing more. Need a central coordinating body to bring together research, resources, experience, innovative ideas. The role of government agencies may change to that of a supportive, facilitating role.

Shared Vision European Union at start of 21 st century vowed to halve the road toll in Europe within 10 years (ie from to SAVING LIVES) All European union countries committed to the vision. European Road Safety Charter European Transport Safety Commission Sweden has Vision Zero

Road Safety is considered a public health issue and therefore part of the public health program

Traffic crashes are the largest cause of death among year-olds in many countries (OECD Report). Worldwide, annually, traffic crashes are the second greatest cause of death for persons aged 15-29, and the greatest for men in the same age group.

AdRisk AdRisk program sponsored through The EU looking at injuries to youth generally Broader strategic approach to youth harm and dangerous behaviour Information is available for all to access

Summary Leadership opportunity for the private sector Overlap between occupational health and safety and road safety Significant business outcomes Opportunity for good corporate citizenship Enhance the Brand
