SECTION 2 OVERVIEW OF THE ROLE The Agency The Australian Transport Safety Bureau (ATSB) is an independent Commonwealth Government statutory Agency. The ATSB is governed by a Commission and is entirely separate from transport regulators, policy makers and service providers. The ATSB's function is to improve safety and public confidence in the aviation, marine and rail modes of transport through excellence in: independent investigation of transport accidents and other safety occurrences; safety data recording, analysis and research; and fostering safety awareness, knowledge and action.

The ATSB does not investigate for the purpose of apportioning blame or to provide a means for determining liability. For further information about the ATSB refer to our website www.atsb.gov.au The Position Description The Financial Services Team operates within the Corporate Services area and provides a comprehensive financial and accounting service to the ATSB. The team accounts for the agency s financial transactions, manages budgets, appropriations and banking, and provides advice and assistance to enable ATSB staff to undertake procurement activity, pay suppliers, raise invoices, purchase assets etc. The team structure consists of a CFO, an EL1 and an APS6. The team takes collective responsibility for the entire accounting, budgeting, reporting and advisory functions. To achieve this, there are no defined duties and each team member is expected to apply their knowledge, experience and skills across a broad range of tasks, from accounts and procurement to budgeting, credit cards, asset accounting and reporting internally and externally. Accordingly the Financial Accountant (successful applicant) will be required to undertake a range of tasks including: managing the Agency s FMIS and General Ledger managing the accounts payable and receivable functions maintaining the Agency s asset register oversighting the preparation of internal budgets and maintaining forward projections in line with the agreed Budget estimates managing the Agency s bank accounts and ensuring regular and sufficient draw down of annual appropriations preparing the Agency s Business Activity Statement (GST) and Fringe Benefit Tax returns preparing the Agency s monthly financial statements and oversight the preparation of annual financial statements provide analysis and advice on accounting and financial matters monitoring revenues preparing and maintaining Chief Executive Instructions, delegations and other related policies and procedures preparing the Agency s contribution to the Portfolio Budget Statements and the financial component of the Annual Report* * Interested applicants should become familiar with the ATSB s current PBS, Corporate Plan and Annual Report. 2

In recognising the specialist skills, knowledge and experience required to be effective in this role, the ATSB delivers a number of customised products that are purposely designed to support both the early and ongoing development of its Financial Services staff. These products include: a formalised induction and probation program supported by the appointment of a dedicated coach (i.e. an experienced team member or supervisor) who is tasked to provide you with ongoing professional/personalised support throughout the first 6 months of employment; a customised Financial Management Information System (Dynamics GP); a well defined and proven performance management framework; and a commitment towards ongoing professional development including the opportunity to complete further tertiary studies and the maintenance of relevant professional memberships (CPA, CA etc). SECTION 3 SELECTION CRITERIA In accordance with the above position description the ATSB is seeking evidence in support of one specialist criterion and four other core criteria. Applicants should frame their responses against each of the selection criterion outlined below, taking into consideration the relevant capabilities. 1. Qualifications and experience (relevant capabilities): Holds a Bachelor of Commerce or other relevant qualifications Registered as a Chartered Accountant or Certified Practicing Accountant would be highly desirable Demonstrated working knowledge of the PGPA Act 2013 and PGPA Rule Experience with Dynamics GP also desirable 2. Supports strategic direction (relevant capabilities): Understands the organisation s business objectives and aligns operational activities accordingly A wide ranging knowledge of the Australian Government s budgeting and financial management framework 3. Communicates with influence (relevant capabilities): Well developed oral communication skills with the ability to professionally interact with a range of internal and external stakeholders Proven technical written skills with the ability to adjust writing styles appropriate for the intended audience 3

Cultivates productive working relationships (relevant capabilities): Demonstrated ability to build and sustain positive relationships with team members, managers and external stakeholders (including the ability to guide, mentor and develop others) Fosters teamwork by working collaboratively and cooperatively with others Takes personal responsibility for meeting objectives and progressing work within prescribed timeframes 5. Personal qualities (relevant capabilities): Exemplifies personal drive and integrity Demonstratives self awareness and a commitment to personal development Note: Responses to the selection criteria are limited to 300 words per criterion and you must be an Australian citizen to be eligible for engagement. SECTION 4 THE SELECTION PROCESS A Selection Committee Panel (usually consisting of a Chair and 2 x other panel members) is formed to conduct the recruitment and selection process. The process usually takes approximately 4 weeks. The Committee assesses all the applications and agrees on a selection of candidates who will progress to the next stage, generally an interview. The interview usually takes approximately 1 hour and may involve a practical work based assessment. Reference checks are performed on those candidates who are deemed to be in strong contention for the role as a result of the interview/assessment process. At this time the candidate will receive blank referee reports to be completed. Included in the referee checks will be an appraisal of your personal integrity for the purposes of a baseline security check. Candidates will be advised prior to referees being contacted by any panel members. Once the panel has agreed on the candidate, a report which provides an overview of the selection process, each candidates assessment and the recommendation is provided to the relevant delegate for approval. Human Resources will then conduct a quality check to ensure that a merit process has been undertaken. A verbal offer will then be made to the selected candidate, followed by a written offer. Other suitable candidates (in terms of an order of merit) may be placed on a merit list which will remain open for 12 months. 4

Candidates not selected for interview will be notified accordingly (via email). Unsuccessful candidates who were interviewed will be contacted by a member of the Committee. Feedback may also be provided at this time on request.
